Shannon Rudisill is the Associate Director of the Child Care Bureau. She previously served as Director of the Division of Technical Assistance in the Child Care Bureau. In addition, she was Special Assistant to ACF Assistant Secretary Olivia Golden and worked extensively on the Clinton Administration’s child care initiative.

J. Scott Cotter is the President and CEO of Child Development Schools, Inc. (“CDS”), an early care and preschool education company with 163 locations in eight southern states. Dr. Mildred Warner is a Professor in the Department of City and Regional Planning at Cornell University where her work focuses primarily on economic development and new community development models for addressing human services.
