About our guest:Peter F. Cowhey is Dean and Qualcomm Chair Emeritus of the School of Global Policy and Strategy where he served as dean from 2002 to 2021. Cowhey served as the Qualcomm Endowed Chair in Communications and Technology Policy from its inauguration until his retirement.
