The technology is out there, but the products are still prohibitively expensive for restaurants and businesses to give them away. Even cutlery can be biodegradable, but its not widely distributed. Demand real biodegradable disposable utensils/straws, and make room for those industries to grow. The demand will drive down the price. The price will dictate the market penetration.
