It sets out the limits under which our government can operate. The Constitution does not set forth requirements for place of birth, age, or education or profession of Justices. Congress and the President are given the power to establish the number of Justices sitting on the Supreme Court, as well as the judges in the other 2 levels of federal court. The 1869 Judiciary Act solidified the number of Justices on that Court at 9 and established a 6 Justice quorum.
