On February 5, the Libya’s warring factions announced that a slate of candidates had been selected to lead the country until December when elections are expected to be held. Abdul Hamid Dbeibah, a Libyan businessman from the western city of Misrata, was named the interim prime minister. Alongside him as interim president will be Mohammad Younes Menfi, Libya’s former ambassador to Greece. An interim government is still in the process of taking shape, but already foreign powers like Turkey and Russia are waiting to determine their next move. Ivan Bocharov, a researcher at the Russian International Affairs Council (RIAC) in Moscow said that the crop of candidates selected are political unknowns which lends to a lot of uncertainty as to whether they can succeed in their roles. Bocharov is not optimistic about their ability to win the trust of Libyans . “I have a fear that the transitional government will not be respected among Libyans,” said Bocharov in a recent podcast with Turkey Abroad.
On February 22, 2021, by a 6-3 vote, the Supreme Court denied cert in Repubulican Party of Pennsylvania v. Degraffenreid. There were two questions presented, which the Court decided not to entertain. The first was whether the Pennsylvania Supreme Court usurped the Pennsylvania General Assembly’s plenary authority to “direct [the] Manner” for appointing electors for president and vice president under Article II of the Constitution, as well as the assembly’s broad power to prescribe “[t]he Times, Places, and Manner” for congressional elections under Article I, when the court issued a ruling requiring the state to count absentee ballots that arrive up to three days after Election Day as long as they are not clearly postmarked after Election Day. The second question was whether that decision is preempted by federal statutes that establish a uniform nationwide federal Election Day. Justices Thomas, Gorsuch, and Alito dissented from the cert denial. All three Justices acknowledged that hearing this case would not alter the outcome of the 2020 Presidential election but would be important in the event that similar issues occurred in upcoming elections. On February 22, 2011, a magnitude 6.3 earthquake struck near Christchurch, New Zealand, killing 185 people. Writing in Slate last month, James Dann said that the quake’s impact on the built environment of Christchurch, a city built on drained swampland, was unprecedented. “More than 1,200 buildings inside the central four avenues were destroyed by the quake or by demolition crews in the years after.” He continued: In the suburbs, a process called liquefaction was just as devastating. As the ground shook, water and sand squeezed up through the soil to the surface, leaving the soil to subside into the space the water had vacated. Houses slumped, and roads folded inward like the icing on a failing chocolate cake. In the hardest-hit eastern suburbs, the government eventually bought out and demolished about 6,500 houses, upending countless families. In his article—“The Last City of the 20th Century”—Dann describes not only the catastrophe of the earthquake itself but also the catastrophic missteps of local and national leaders in rebuilding Christchurch. In the months after the earthquake, there was a huge amount of public input—10,000 people with 100,000 ideas, literally—on how the city should move forward. Yet the national government rejected the community-generated, bottom-up proposal; it went instead with a top-down plan (created behind closed doors) called “the Blueprint.” The results will be sadly familiar to North American readers: Expensive and risky megaprojects, restrictive zoning, clustering activities into “precincts” (there’s even a Justice and Emergency Services Precinct), limiting the number of developers who can be involved, a focus less on current residents and more on luring tourists and out-of-town businesses—all couched in familiar buzzwords like “innovation” and “livability.” Dann concludes that the Blueprint plan “fundamentally misunderstood the organic, spontaneous nature of cities. Places evolve because of the people who live and work in them.” Dann’s article and the Christchurch rebuild are the topics of this week’s episode of Upzoned, with host Abby Kinney, an urban planner in Kansas City, and regular co-host Chuck Maroh, the founder and president of Strong Towns. Abby and Chuck talk about how Christchurch has become an object lesson in how not to rebuild after disaster, why great places aren’t manifestations of big projects, and about the Robert Moses theory-of-change that leads to top-down plans like the Blueprint in Christchurch...and to similar plans across North America. Chuck also reflects on meeting people from New Zealand at CNU and other gatherings in the years immediately after the earthquake...and how he watched those New Zealanders grow increasingly frustrated at the government’s handling of the rebuild. Then, in what must be one of the most unusual Downzones ever, Chuck recommends a book by a Harvard scientist about the search for extraterrestrial life. On February 22, Governor J.B. Pritzker signed Illinois House Bill 3653, a historic, and some would say controversial, piece of legislation that takes aim at police and criminal justice reform. This bill was written, and supported, by the Legislative Black Caucus, after the death of George Floyd. The bill has its flaws, but I believe it is a good start towards addressing racial and socioeconomic disparities in the judicial system. One of the most notable features of the bill is the elimination of cash bail by 2023. Not everyone is a fan of the elimination of cash bail, however. On the DeKalb Daily Chronicle’s public Facebook page, one woman told another woman that with no cash bail, if her daughter was raped, the alleged rapist would be home before her daughter was released from the hospital. I read the comment and experienced a range of emotions. More importantly, I was angry that the comment perpetuated the commonly used ideology of fearmongering to frame a false narrative. There was

WSB is an irreverent, often profane community of folks sharing stock tips, self-styled due diligence analysis, and screenshots of their brokerage accounts.Users of WSB noticed that shares in GameStop – a brick-and-mortar video game retailer which found itself on the wrong end of several trends (digitization of game purchasing, decline of physical retail, pandemic stress, etc.) – were sold short at a ratio of 140% of the float.Users started buying up positions in GameStop, driving up the price over 8,100 percent over a 1-year period (based on the closing price of $325.00 on January 29, 2020), causing a partial short squeeze.Meanwhile, several online brokerages – most notably Robinhood – limited trading activity on GameStop and several other stocks which the WSB community have been buying. Some assert a conspiracy between Robinhood and its order clearinghouse/counterparties drove the limits (which included temporarily blocking buy orders while allowing sell orders to go through, before simply placing limits on the number of shares which can be purchased). Robinhood asserts that it was simply trying to met requirements set by its clearinghouse and financial regulators.The fallout so far:On February 1, Robinhood announced it had raised an additional $3.4B in capital led by late-stage finch firm Ribbit Capital, with participation from existing investors including ICONIQ Capital, Andreessen Horowitz, Sequoia, Index Ventures, and NEA. That figure includes $1B in equity financing announced on January 29th. On February 1, Nifty formed a bullish inside candle which is also known as Harami candlestick pattern. However, the overall formation still looks weak on the daily charts and it is advisable to remain stock-specific bullish with protective stop losses. After the recent fall from the highs, Nifty is now trading below its 5, 10 and 20 days EMA. By breaching the crucial support of 14,635, Nifty has also confirmed the bearish formation of lower top and lower bottom on the daily chart. On February 26, Nifty formed a bearish island reversal pattern on the daily charts. This formation usually leads to a sharp downside post breaking the low of the candle and it has not been breached as of yet. Nifty is yet to break below the support of 55 days EMA, placed at 14,315 odd levels. The 55-day EMA acted as a bullish reversal during the correction seen before Budget. There has also been the support derived from the upward sloping trend-line adjoining the major bottoms since March 2020 bottom on Nifty weekly charts. The trendline support is currently placed at 14,350 odd levels, which also coincides with the partially filled gap support placed between 14,336 and 14,469. India VIX has reached above 28, its highest level in the last eight months. VIX index has also started sustaining above its 200 DMA which is a bearish sign for the markets.

On February 24 the very first shipments of a COVID-19 vaccine from COVAX arrived in Ghana. COVAX is the international cooperative effort around the development and distribution safe and effective COVID-19 vaccines. Ghana became the first country to receive COVID-19 vaccines through COVAX when 600,000 doses landed at the airport in Accra. On hand to receive these doses was an old friend of mine, Owusu Akoto. He is the founder and CEO of a Ghanian cold chain logistics company called Freezelink. It was an historic day for COVAX, a hopeful day for Ghana and an exciting moment for my friend who started this company just a couple years ago as a social enterprise to combat food waste in Ghana. On February 12, 2021, the General Assembly of the State of Maryland enacted legislation imposing the Digital Advertising Gross Revenues Tax, overriding a prior veto of the legislation by Maryland Governor Larry Hogan. The Act imposes a tax, at rates of up to 10%, on gross revenues “derived from digital advertising services in the state.” The tax could be extremely burdensome, and within days of the Act’s enactment, a number of advertising industry groups commenced litigation, in an effort to block implementation of the Act. Last week’s rocket attack on Iraqi Kurdistan’s capital of Erbil was believed to be a message from Iran-backed militias to the United States and Turkey. On February 15, fourteen rockets struck points across Erbil including residential neighbourhoods and the international airport close to where U.S and coalition forces are based. Iraq and the Kurdistan Regional Government (KRG) pledged to identify who was responsible for the attack, despite claims of responsibility from Awliya al-Dam, a known Iranian proxy. The attack underscored how high regional tensions as U.S President Joe Biden looks to re-engage Iran in negotiations over the nuclear deal his predecessor Donald Trump abandoned in 2018. Tehran may have had its eye on a wider audience with this attack according to Caroline Rose, a senior analyst and head of the Strategic Vacuums Program at the Newlines Institute for Strategy and Policy in Washington D.C. “They’re starting to turn their attention more to the Kurdish region of Iraq, the KRG government, and Turkey,” Rose told Ahval in a recent podcast interview.

We talk about the technologies that can prevent environmental destruction, and how tech innovation can drive a clean energy vision for the future. Mark explains why we already have the science and tech to build this future, and how--with the political and social will--we can create a world powered by renewable energy--not in a distant future, but NOW. Mark Z. Jacobson is Director of the Atmosphere/Energy Program and Professor of Civil and Environmental Engineering at Stanford University. He seeks to understand air pollution and global warming problems, and to develop large-scale clean, renewable energy solutions to these major and urgent problems. His most recent book, published by Cambridge University Press, is titled 100 Percent Clean, Renewable Energy and Storage for Everything. The book is the culmination of Dr. Jacobson’s life's work on transitioning the world to 100% clean, renewable energy, and it examines the technologies, economics, and social/political aspects of that transition. On February 9, as part of the Joint Declaration of the Global 100% Renewable Energy Strategy Group, Dr. Jacobson joined other leading climate scientists and experts to propose a 10 point declaration to transform the world’s energy supply to 100% renewable energy. The winter of 1645 had been relatively mild across New England. Population growth of European settlers in the region had been slow with only 3,000 living in the area in 1630. But by 1640 14,000 lived in the region and mild winter had encouraged more to come from England and other European lands and by 1645 close to 20,000 where spreading through the area. On February 26 some thought they might get through the winter with no real harsh weather. But it was not to be. A storm churning up the Atlantic seaboard dumped several feet of snow across the region on February 26, 1645. With little to help clean up the snow or for that matter pack down the snow, so sleighs and sleds could glide over the snow, it was reported that travel was virtually impossible for 3 weeks. Courts and public meetings where suspended to almost the end of March. That winter storm or other harsh winters did nothing to deter more settlers and by 1680 almost 70,000 Europeans or their descendants occupied New England. Learn more about your ad choices. My Guest this Week was asked to join the Selma March in Alabama in 1965 by Dr. Martin Luther King. His name: Joseph Cooney, then a newly ordained Priest. He also worked with SCLC in the Voters Registration Summers of 1966-67. In 1965,State Troopers Clashed with Citizens marching to Montgomery, Alabama to petition the state for African-American's Right to Vote. Many lives would change in this fight. Some lives both Black & White lost. The March from Selma to Montgomery was inspired by the death of Jimmie Lee Jackson was a civil rights activist in Marion, Alabama, and a deacon in the Baptist church. On February 18, 1965, while participating in a peaceful voting rights march in his city, he was beaten by troopers and shot by Alabama State Trooper John Bonard Fowler Jackson was unarmed and died eight days later in the hospital. His death was part of the inspiration for the Selma to Montgomery marches in March 1965, a major events in the American Civil Rights Movement that helped gain Congressional passage of the Voting Rights Act of 1965. On February 21 about 120,000 Indian farmers gathered at a grain market in Punjab to protest against the government. The crowds of men and women arrived early, making their way to the market in tractors, buses, trailers and cars. They waved flags and vowed to head south to the capital of New Delhi to make their voices heard. Waiting for them in Delhi were tens of thousands more farmers who had been camping near the highways leading into the capital for months. A new voice chat-based social media app called Clubhouse has become the talk of tech town. Clubhouse offers something different in the social media space in that it’s focused on audio. Data shows downloads just crossed 10 million in the Apple app store. The majority of those were just in the month of February alone. For an app that was little more than a blip on the radar until recently, it has also caused a fair share of controversy. It is important you determine the best course of action for YOU, based on your own individual health situation. ___________________________________________________________________________ Episode 56 - Rheumy Rounds: Vaccination Hesitation 00:53 - Tiffany welcomes listeners. 01:56 - Tiffany welcomes her fellow patient co-host and co-founder of AiArthritis, Kelly Conway, and special guests Dr. Al Kim, Dr. Vibeke Strand, and Dr. Jeff Sparks. 02:28 - Dr. Al Kim is an adult rheumatologist at the Washington University School of Medicine in St. Louis, MO and the founder and co-director of the Lupus Clinic. 02:47 - Dr. Vibeke Strand is an adult rheumatologist and a member of the faculty at Stanford University Division of Immunology / Rheumatology, as well as a consultant in new product development in rheumatology. 03:32 - Dr. Jeff Sparks is an adult rheumatologist at Brigham and Women’s Hospital and Harvard Medical School. 04:22 - The idea of the AiArthritis Talk Show is to bring stakeholders to the table for a roundtable discussion, not to conduct interviews. 07:46 - The American College of Rheumatology put out clinical guidance on COVID-19 vaccinations which suggests that all rheumatic patients should be vaccinated for COVID-19 and that all medications rheumatic patients take should be continued with very few exceptions (listed in the document) because controlled disease and avoidance of flares is better for the patient when receiving the vaccine. 10:32 - Some patients are stuck in a misinformation limbo where they were told not to get the vaccine by their doctor before the ACR guidance was put out, but they have not heard that the information has changed. 11:00 - Have you seen any hesitancy among rheumatologists to recommend patients receive the COVID-19 vaccine? 11:18 - Dr. Kim has not seen any of his colleagues in St. Louis tell patients not to get the vaccine, but he thinks they may be in a privileged bubble because of their proximity to the medical school. 12:05 - Rheumatologists normally have control over whether their patients receive a vaccine, but with the COVID-19 vaccine they may not even be consulted by their patients in making the decision. Dr. Sparks says most of his patients seem eager to get the vaccine. 12:53 - Patients are reaching out to their rheumatologists about when they will be able to receive the vaccine, but most states are not prioritizing rheumatic patients for vaccination which causes frustration for both patients and their physicians. 13:19 - Dr. Strand thinks that the reliance on Telehealth appointments may also be limiting the amount of information patients are getting from their rheumatologists. 13:47 - Social media is the source of news for many people, which is a blessing and a curse because it opens up access to lots of information - including misinformation. 14:24 - The weather has also caused a lot of delays in vaccine access for many patients in the US. 15:17 - What if my second dose of the vaccine is delayed beyond the due date? 16:32 - Because of the way the immune system functions, it should be fine to get the second dose a week or even two weeks late. 16:54 - If I have to miss my second dose appointment, can I just make an appointment at a different location and get a different vaccine for my second dose? 17:24 - The vaccines are shipped in paired doses, and your second dose is usually reserved for you. You need to receive your reserved dose so that it doesn’t go to waste. Also there have been no tests on patients receiving one dose each of two different vaccines. It’s very important to receive the second dose that was reserved for you. 18:20 - Data from Israel is showing that vaccinated patients may not be carrying or shedding the virus at the same rate as unvaccinated people. 18:56 - Will my rheumatologist be checking in some way to see if I have an antibody response to the vaccine? 19:10 - No, because that information is not clinically actionable. We can’t do anything with that information, so there’s no reason to subject the patient to a test. We also can’t order the ingredients from the vaccine that would be necessary to test the patient for the presence of antibodies. 20:05 - The antibody response is also not the only thing that determines if a vaccine works for a patient. So even if we could test it, the information would not tell us the whole picture. 21:18 - A lot of the hesitancy Dr. Kim has seen has been coming from patients, either because they are concerned that the vaccine will destabilize their disease; they feel like social distancing is working fine for them; or they want to wait for more information before getting the vaccine. 23:36 - Kelly reports that many patients are claiming that the Pfizer vaccine has fewer side-effects than the Moderna vaccine, which is not true. 24:35 - It is important that patients get both doses from the same type of vaccine (2 doses of Pfizer, 2 doses of Moderna, etc.). 24:56 - Because of the lack of available vaccine doses, patients may not be able to choose which brand of vaccine they get. Is this a problem? 25:18 - There are many reasons patients may be hesitant to get the vaccine, and doctors need to try to understand those reasons in order to help those patients. 26:40 - Patients around the world have access to different vaccines than people here in the US. Eventually American people may have access to more than just the mRNA vaccines, and that may impact patient choice as well. 27:12 - The two mRNA vaccines - Moderna and Pfizer - behave very similarly. Some people have reactions to the vaccine, particularly the second dose, from either brand. 27:25 - Having allergies is not likely to cause you to have an anaphylactic reaction to the vaccine because the agent that they believe is causing those reactions is a common ingredient in household substances and foods. 27:54 - It’s extremely unlikely (less than 1% chance) that you will have an anaphylactic reaction to the vaccine. 28:38 - It is very easy to view the ingredients for the vaccines and compare the list to your known allergies. 29:05 - Having a bad vaccine reaction in the past does not mean you will have a bad reaction to the COVID-19 vaccine, and you’re much more likely to have a bad reaction to the COVID-19 virus than to the vaccine. 29:25 - The mRNA vaccines are very safe. 29:44 - Does it make sense to try and wait for a specific brand vaccine with a 95% effectiveness rate instead of one with an 85% effectiveness rate? 30:18 - Most vaccines have effectiveness rates of 50-70%, so all of the COVID-19 vaccines have efficacy rates higher than that. 31:12 - Those numbers are based on antibody responses, which don’t even reflect the entire response to the vaccine. All of the vaccines approved by the FDA are effective and safe. 31:59 - The vaccines are so hard to get right now that if you are offered a COVID-19 vaccine, you should get it regardless of what brand it is. 34:08 - Is there anything else our listeners should know about getting the vaccine? 34:28 - Many people with rheumatic diseases have autoantibodies, so people were worried that an mRNA vaccine could stimulate an autoantibody response. The data with COVID-19 and the vaccine suggests that it’s still much safer for rheumatic patients to get the vaccine than to get the virus. It doesn’t matter if you have autoantibodies. We still want you to have the vaccine so that you don’t get the virus. 35:39 - The phase III clinical trials for both Moderna and Pfizer were the largest clinical trials for any vaccine ever. The results should reassure all of us that these vaccines are safe and effective. 36:44 - We will still need to wear masks after receiving the vaccination until the pandemic ends. 37:14 - How can we as a community assess barriers and benefits of getting the vaccine? How does that impact shared decision-making? 38:25 - Patients need to discuss 3 things with their rheumies: what are your specific risks for getting the infection? Do you have comorbidities that elevate your risk for complications from the virus? What is your risk for infecting others? All of these questions should impact your decision to get the vaccine. 39:50 - The patient’s specific concerns should really influence the conversation the physician is having. Someone who is eager to get the vaccine should be having a very different discussion compared to someone who is concerned about getting the vaccine. 40:23 - The ACR guidance document states clearly that the benefits outweigh the risks, and all rheumatic patients should get the vaccine. 41:16 - Many patients just want to hear about the basics of the vaccine, but not all of their physicians have all of the information to have informed discussions with their patients. 42:10 - What happens if some rheumatologists refuse to endorse the ACR guidelines and continue to discourage their patients from receiving the vaccine? Should patients still pursue shared decision-making with a doctor who is not complying with ACR? 42:33 - Now that there is an official guidance document from ACR, hopefully everyone can utilize that to support those conversations. 43:22 - Are the ACR guidelines useful for rheumatologists in other countries that may not even be using the mRNA vaccine? 43:47 - The ACR guidelines are very relevant because the guidance is drawn from studying previous vaccines, not the mRNA vaccines specifically. It doesn’t matter whether it’s an mRNA vaccine or where the doctor is located, the science is the same. 45:15 - There are discordances among guidances issued by different organizations. The National Psoriasis Foundation recommended that most patients should continue biologic or oral therapy when receiving their vaccines, but they did not offer any specifics. The ACR guidance did offer specific guidance for psoriatic arthritis patients about biologic usage and the vaccine. 47:04 - We don’t really know the answer for sure about what patients should do with regard to their medications and the COVID-19 vaccine, but the vaccine is so effective that whatever you decide with your doctor should be fine. 48:39 - We don’t have any lab test to measure the efficacy of the vaccine for an individual patient because we don’t know what antibody titer would convey protection against the virus. 50:00 - There are already a large population of people who reject vaccines outright, and then they see news stories that focus on misleading interpretations of data. The ACR guidelines offer clarity and impartial information to patients trying to juggle multiple opinions and information sources to decide what is best for themselves and their families. 52:23 - What can we do to get the ACR guidance information in front of the patients who need it to make the best decision for their health? 53:27 - Disenfranchised patients in particular may not want to hear from their physicians at all. That’s one benefit to operating the vaccination clinics through community health centers. 56:30 - How can patients get involved with clinical research about COVID-19 vaccines? 56:43 - Dr. Kim is expecting to report preliminary data in 2-3 weeks on the efficacy of COVID-19 vaccine response in patients on immunosuppressants. 1:00:10 - Rheumatic disease patients and parents of juvenile patients can participate in a survey with the COVID-19 Global Rheumatology Alliance to help researchers understand the impact of the pandemic on rheumatic disease patients. 1:01:33 - Tiffany thanks Kelly, Dr. Kim, Dr. Strand, and Dr. Sparks for participating in this important episode. 1:02:29 - We want to hear from you on social media, especially Twitter where the rheumatologists are active.
