David Sligar discusses the most means tested welfare regime in the world - Australia. At its best points in the 20th century, Australia seemed to contradict Esping-Andersen's 3 Worlds typology, embodying the means testing associated with liberalism but with a reasonable amount of egalitarian redistribution and a conception of welfare as a social right. David focuses on the two largest payments - age pension and child benefits, on which Australia's commitment to means testing wavered in the mid 20th century only to come back with a vengeance along with a more privatized and conditional model of social provisions.
