Operator 83 has become the admirer of a wonderful new voice flowing through the static. He shares a recording of a mysterious dream story (starring Close Michael), and finds important meaning in some very persistent bells.   But his report is interrupted, and 83 must handle a tricky visitor at The Outpost... Controversial water-based event “Fear Swim” is something of a nightlife myth.
