Not only do we see it in the Old Testament, we see it in the new testament because John the Baptist comes to Herod and says, Herod, it is not lawful for you to have your brother, Phillip's wife. And he commands Herod to correct the situation. The only way Herod could correct the situation was to put away Herodias and no longer be married to her because she still was the wife of Philip.
