The Phoenix pay system may cost as much as $1 billion to fix, according to Public Services and Procurement Minister Carla Qualtrough. The federal government spent $309 million implementing the system and has spent another $400 million trying to fix it. Public sector workers are being overpaid, underpaid and paid late under this system and there's no end in sight to these issues. Why is the system so messed up and why will it cost so much to fix it?
