Our Global Head of Thematic and Fixed Income Research Michael Zezas and our U.S. Public Policy Strategist Ariana Salvatore unpack the market and economic implications of a looming government shutdown.Read more insights from Morgan Stanley.----- Transcript ----- Michael Zezas: Welcome to Thoughts on the Market. I'm Michael Zezas, Morgan Stanley's Global Head of Fixed Income Research and Public Policy Strategy. Ariana Salvatore: And I'm Ariana Salvatore, U.S. Public Policy Strategist. Michael Zezas: Today, our focus is once again on Washington – as the U.S. government fiscal year draws to a close and a potential government shutdown hangs in the balance.It's Friday, September 26th at noon in New York. Ariana we're just four days away from the end of the month. By October 1st, Congress needs to have a funding agreement in place, or we risk a potential shutdown. To that point, Democrats and Republicans seem far apart on the deal to avoid a shutdown. What's the state of play? Ariana Salvatore: Right now, Republicans are pushing for what's called a clean continuing resolution. That's a bill that would keep funding levels flat while putting more time on the clock for negotiators to hammer out full fiscal year appropriations. And the CR they're proposing lasts until November 21st. Democrats, conversely, are seeking to tie government funding to legislative compromise in other areas, including the enhanced Obamacare or ACA subsidies, and potential spending cuts to Medicaid from the One Big Beautiful Bill Act, which Republicans signed earlier this year. Remember, even though Republicans hold a majority in both chambers, this has to be a bipartisan agreement because of exactly how thin those margins of control are. But Mike, it seems as we get closer, investors are asking more infrequently whether or not a shutdown is happening – and are more interested in how long it could potentially last. What are we thinking there? Michael Zezas: So, it's hard to know. Shutdowns typically last a few days, but sometimes there are short as a few hours, sometimes as long as a few weeks. Historically, shutdowns tend to end when the economic risk, and therefore the attached political risk gets real. So, consider the 35-day shutdown under President Trump in this first term. The compromise that ended it came quickly after there was an air traffic stoppage at New York's LaGuardia Airport – when 10 air traffic controllers who weren't being paid failed to show up for work. So, we think the more relevant question for investors is what it all means for economic activity. Our economists have historically argued that a government shutdown takes something like 0.1 percent off of GDP every single week it's happening. However, once employees go back to work, a lot of times that effect fades pretty quickly. Now it's important to understand that this time around there could be a wrinkle. The Trump administration is talking about laying employees off on a durable basis during the shutdown. And that's something that maybe would have more of a lasting economic impact. It's hard to know how credible that potential is. There would almost certainly be court challenges, but it's something we have to keep our eye on that could create a more meaningful economic consequence. Ariana Salvatore: That's right. And there are also some really important indirect macroeconomic effects here. Like delayed data releases. Much of the federal workforce, to your point, will not be working through a shutdown – which could impede the collection and the release of some key data points that matter for markets like labor and inflation data, which come from BLS, the Bureau of Labor Statistics. So, assuming we're in this scenario with a longer-term shutdown. Obviously, we're going to see an increase in uncertainty, especially as investors are looking toward each data print for guidance on what the Fed's next move might be. What do we expect the market reaction to all of this to be? Michael Zezas: Well, the obvious risk here is that markets might have to price in some weaker growth potential. So, you could see treasury yields fall. You could see equity markets wobble; be a bit more volatile. It could be that those effects are temporary, though. And that volatility could easily be amplified by having to price risk in the market without the data you were talking about, Ariana. So, investors could overreact to anecdotal signals about the economy or underweight some real risks that they're not seeing. So, that's why even a short shutdown can have outsized market effects. When Caitanya Mahāprabhu asked, "What is the most unbearable pain in this world?" He said, "The most unbearable pain in this world is separation from the Vaiṣṇava." There's nothing more severe than that, which indicates that the way that one finds this thread of connection is to become very deeply attached to a Vaiṣṇava. The way to become most definitely connected is through service necessity. The service is passed down through the disciplic succession. If one can find a Vaiṣṇava who's fully engaged in service, having had that bequeath to him or her, and then one is able to take that same service mood, then one also, even more readily, becomes attached to Kṛṣṇa through that service from the Vaiṣṇavas. And we find the same taste and association with the Vaiṣṇavas when we're able to associate and serve Vaiṣṇavas. Prabhupāda writes in the Caitanya-caritāmṛta, Ādi-līlā, first chapter, that in the absence of one's spiritual master, one should take the instruction of the spiritual master as one's life and soul; even if there's some physical separation, one never feels separated. I had experienced this when Prabhupāda left the world, and I was in New York at the time, at 340 West 55th. And every day, I was going to LaGuardia Airport with my godbrother Praghoṣa. As we heard the news that Prabhupāda left there in the temple, we stayed up all night chanting, and there was a feast the next morning. Everyone was emotionally and physically exhausted, but Praghoṣa came to get me, and he said, "Of all days, today we have to go out and do our service." And we got in our station wagon, and we drove to LaGuardia Airport rather dazed. As I went up the escalator to approach the place I usually would distribute books, I felt disconnected from the world. But as soon as I stepped on that little area where I was supposed to stand every day going to the airport, I suddenly felt this acute sense of connection to Prabhupāda that I had not felt so acutely throughout my devotional life. Because I put my foot on the floor, there was a sense of spiritual electricity coming through, and a revelation that you'll never be separated, because that service is there. Here I am between James Brooks the Long Island artist who in 1940-42 painted a huge mural titled, “Flight” affixed on Belgian Linen on the upper walls of The Marine Air Terminal (MAT) at LaGuardia Airport and Laurance Rockefeller who put up the money to save the mural after he learned it was painted out of sight (read on) in 1952.Once upon a time I was hell bent for leather working with my air cargo publication Air Cargo News in 1979 to save The Marine Air Terminal (MAT) at LGA, home base in New York City to Fixed Base Operator (FBO) Butler Aviation, today's Signature Aviation.The manager of Butler was Vince Costanza and I, as a struggling publisher, was in a kind of kinship with him to save the place by restoring the WPA Mural painted by James Brooks in 1942.Mural was painted over in 1952 by some McCarthy era lunatics from The Port Authority who thought artist Brooks was a communist.But I found the artist and told him if he gave me photographs of the panels of his 237 feet circular X 12 feet high mural titled “Flight,” I would build a floor display in the lobby outside the door of the Butler Aviation FBO, where during the late 1970s at MAT, all the New York City high rollers had a private airplanes at LGA Well Vince and the Airport Manager Tim Peirce (dear hearts) gave consent and support so I built the display.I needed sponsors and always could lean on Vince who would grin and say something like:“Yeah, I can help, we are pumping Kero like crazy.”Last I heard, Vince was selling Bibles in Massachusetts.Of course, the Port Authority here has never spoken to me again!But at the mural restoration/celebration sit down dinner, I arranged in 1980 for all the art colony big wigs to be there, including William Lieberman, Director of Manhattan's Museum of Modern Art and many others.At that party Laurance Rockefeller walked over and said to me very quietly:“I'd like to stand next to you . . . I know what you did here.“I saw your display one day when I was travelling with my friend Dewitt Wallace,” (founder of Reader's Digest).Of course, before I could say something stupid like ‘knock yourself out,' he said, “call me Laurance.”He then continued, “When my brother Nelson was Governor of New York State, he hired Jim to paint a mural for Empire State Plaza.“We checked him thoroughly.“He was no Communist!”Shortly after the party, I received a hand signed picture from “Call me Laurance” with himself taking tea with me at the party.Good to have low friends in high places!
It was exciting the first time I landed at LaGuardia Airport in New York City. There's the skyline of Manhattan out the window, and water all around us as the plane touched down on the runway. It was only after I had landed that my host in New York told me how they built LaGuardia Airport. He said, "Oh, they built it on the garbage of New York." Landfill in the bay created a base on which an airport could be built. I'm Ron Hutchcraft and I want to have A Word With You today about "Recycling Your Personal Garbage." It's amazing what they can do with garbage, isn't it? They recycle what seems vile and useless and they make it into something useful. That's the very kind of miracle God's been doing for people for a long time, and He wants to do it for you. In a past summer God used the brokenness, the courage of a team of young Native Americans to bring unprecedented numbers of reservation young people to a commitment to Jesus Christ. I've seen it for like 32 summers. Some of the most powerful moments we experienced with our "On Eagles' Wings" team were when some of these young people, representing some 20 or more different tribes, stood in the middle of Indian villages and shared what they call their Hope Story. They poured out the pain of some horrific backgrounds, and then the incredible hope they have found in Jesus Christ. And kids who listen to no one listened to them, and over the summer hundreds gave themselves publicly to Jesus Christ. One night, at a reservation outreach, Mary shared her heart-wrenching story of sexual abuse and the drugs and alcohol she used to sedate her pain. It's a story that's always hard for her to tell, but one which powerfully turns young people's hearts to Jesus. After telling her story at a second outreach, Mary came to me and said, "I can't believe how God uses the stuff I've been through to change so many lives." That's it. Garbage, recycled by God, to help other people find life and find hope. In Genesis 50:20, our word for today from the Word of God, Joseph summarizes the perspective God has given him on the junk of his life. He's been nearly murdered by his brothers as a teenager, he's been sold into slavery, unjustly imprisoned in a foreign land, but ultimately rescued by God and made the assistant Pharaoh of Egypt, the second most powerful man in the world. In that position, his God-directed plans to prepare for a coming famine, saves many lives in Egypt and even the lives of the brothers who betrayed him many years before. No betrayal and he never would have been in Egypt. No Egypt and many would have died, possibly even his own family. So here's Joseph's summary of it all, explained to his brothers: "You intended to harm me, but God intended it for good to accomplish...the saving of many lives." See, that's what God wants to do with all the garbage of your life - make it into something that can touch and heal many other lives. If you'll release all that junk, all that pain to Jesus, He alone can heal it and He alone can redeem it, and He'll make it into a magnet for some other hurting lives. If you harbor it, it's just going to make you hard and bitter and largely useless in a wounded world. But if you surrender all that garbage to Jesus, He can turn it into a beautiful compassion, because you know how it feels. And that will cause many other struggling people to identify with you, to open their hearts to you, to trust you, and perhaps to let you lead them to your Jesus. He's the One who was "a man of sorrows," the Bible says, "familiar with suffering" who "took up our infirmities and carried our sorrows." And the Bible says it is, "by His wounds we are healed" (Isaiah 53:4-5). Or in the words of a broken young native woman who has experienced His healing, He will "use the things you've been through to change so many lives."

Episode No. 662 features artists Sarah Sze and Zoë Charlton. The Nasher Sculpture Center in Dallas is showing "Sarah Sze," a presentation of new works that explore how memory marks time and space, and how art negotiates image and object. The exxhibition is on view through August 18. Sze represented the United States at the 2013 Venice Biennale. Other -ennials at which her work has been featured include the Whitney (2000), Carnegie (1999), Berlin (1998), Guangzhou (2015), Liverpool (2008), and Lyon (2009). She has made public artworks for sites such as LaGuardia Airport in New York, and Storm King Art Center. Charlton is included in "A Movement in Every Direction: Legacies of the Great Migration" at the Berkeley Art Museum and Pacific Film Archive, University of California, Berkeley. The exhibition presents impressions of the Great Migration as considered by a dozen contemporary artists. The exhibition, which was co-curated by Ryan N. Dennis and Jessica Bell Brown, was organized for Berkeley by Anthony Graham with Matthew Villar Miranda. It's on view through September 22. Charlton's work often addresses culturally loaded landscapes and histories. It has been included in exhibitions at museums such as the Studio Museum in Harlem and Crystal Bridges Museum of American Art, Bentonville, Ark. Just this week, video of a UFO taken by a passenger on a plane coming in for a landing at LaGuardia Airport in Queens, New York, made international news. Video footage of UFOs constantly appears online and more often than not leads to a dead end for researchers trying to identify witnesses or turns out to be faked. In this case, not only was the witness identified, but she appeared on News Nation for an interview, along with a researcher looking into the case who considered the video to be authentic.The witness is Michelle Reyes, who was capturing video of the New York skyline while sitting next to her daughter, who had the window seat. The Verrazano Bridge is centered in the frame as a black, elongated, oval-shaped UFO goes whizzing by from right to left, which in this case is northeast to southwest. Reyes posted the video on Facebook, and researcher/investigator Ben Hansen (who was a guest on PodcastUFO on February 16, 2021) managed to find her and interview her.
