David Priess is man of many national security hats. Long before becoming Lawfare's head of operations, Priess was an intelligence officer, manager, and briefer with the CIA, including some time spent as a primary PDB briefer to then-FBI director Robert Mueller and Attorney General John Ashcroft. Since leaving government, Priess has become a historian of national security, intelligence, and the presidency, most recently writing on the history of presidential removal in the book "How to Get Rid of a President: History's Guide to Removing Unpopular, Unable, or Unfit Chief Executives." Lawfare's Mikhaila Fogel sat down with David to discuss his recent book, his research process, and the national security implications for these historic episodes.

David Priess returns to deliver a colorful political history of the schemes, maneuvers, and conspiracies that have attempted to remove unwanted presidents.  He discusses the various President’s who’ve died in office of natural and unnatural causes including two President’s who some suspect may have been poisoned and a bizarre conspiracy by a cabal of wealthy businessman to overthrow President Franklin Roosevelt.  He explains the 25th Amendment which allows for the President’s Cabinet and Congress to declare a leader physically or mentally unfit to serve, the two Presidents who played instrumental roles in crafting it, and the closest we ever came to using it.  He walks us through the surprising history of Presidential mental illness and why some of Richard Nixon’s closest advisors questioned whether he was mentally stable.  We talk about the process of impeachment, when Presidential lies rise the level of a "high crime or misdemeanor," and whether he thinks Congress could realistically impeach President Trump.  Plus, the man who served as the daily intelligence briefer to former FBI director Robert Mueller weighs in on the Russia investigation, what might be going through Mueller's mind right now, and what we can expect as the investigation winds toward a conclusion. Scott interviews former CIA officer David Priess delivered the President’s Daily Brief to Special Counsel Robert Mueller when he was the FBI Director and got to know him over the course of a year working closely with him. Priess signed an open letter this past week opposing the President’s politicization of the top secret clearances held by former top-ranking intelligence officers and agency directors. He told Scott why that was such a corrosive decision, and gave him his opinion of the Mueller probe based on his extensive experience in the highest ranks of American intelligence. Priess’ first book was co-authored with President George H. W. Bush named the President’s Book of Secrets and has a new book coming out on November 13th entitled How to Get Rid of a President: History’s Guide to Removing Unpopular, Unable, or Unfit Chief Executives.
