We take it for granted that water comes out when we turn on our faucets and garden hoses – even in the drought-stricken west. Yet the way some doomsayers talk about the issue, it seems like one day we might wake up to a dry spigot. Such an outcome is unlikely, however, because of the nature of scarcity: when something becomes more precious, people find ways to conserve it. Prices rise to incentivize less use, and greater production.Robert Glennon is one of the nation's preeminent experts on water policy and law, and the author of Unquenchable: America's Water Crisis and What To Do About It. He points to a fatal flaw in the allocation of water, particularly in the western states where resources are more limited: when the majority of water rights were assigned, several decades ago, they were based on incorrect assumptions about the supply. Today, there are more rights to water than there is water.Glennon believes that the fix is multifaceted, and includes a mix of political and market solutions. He joined me to discuss how property rights can be clarified, and new markets created to allow for more efficient distribution of one of our most precious resources: freshwater.

We're running low on clean water in the U.S., and that has a tremendous impact on our economy. Water-intensive industries like manufacturing and agriculture are feeling the pinch, but so is the energy industry. Permits for new coal plants in Texas are being protested by farmers whose crops are already parched with drought, because the farmers don't want to compete for clean water with the energy plant. Downstream states are taking upstream states to court across the U.S. over water rights, and Las Vegas has offered to build San Diego a plant to desalinate the Pacific Ocean in exchange for a portion of its allocation of the Colorado River. Climate change is only exacerbating the problem, yet most Americans have no idea how fragile their water supply is. Just when you didn't need one more thing to be concerned I bring forth unto you another civilization-stunning problem that threatens our modern living and is by it's very nature the issue is a political pariah. The issue is about water, and why we need to educate ourselves on how we use this valuable resource and realize just how scarce fresh water is.   'Water, water everywhere   Nor any drop to drink.'   My guest was Robert Glennon, professor at the University of Anizona and author of the book Unquenchable: America's Water Crisis and What To Do About It. In this interview we discuss the amount of freshwater available vs. the amount of water on earth and how the hydrologic cycle has supplied our earth with freshwater since... well... the beginning of the hydrologic cycle.Since that time, we have had the same amount of freshwater as the dinosaurs but we use freshwater in many different ways that are important to our modern living. Some of which are destroying the freshwaters ability to used for human consumption. It doesn't take more than a passing glance at the statistics of water to be concerned. Robert Glennon does more than just glance at the stats and delves into some serious issues that we face when it comes to freshwater use and it's longer term threat.
