As always, we're keeping it local with a quick round up of top news from around the Tahoe region and then the majority of our show will be spent getting to know Hayley Williamson, Chairperson of the Governing Board at the Tahoe Regional Planning Agency. In addition to her position on the Tahoe Regional Planning Agency (TRPA) Governing Board, Hayley Williamson has more than a decade of public utility law experience. She is the Chair of the Public Utilities Commission of Nevada (PUCN), where she started in 2013, was first appointed Chair in 2020 by Governor Sisolak then reappointed Chair in 2023 by Governor Lombardo. As a Commissioner, she has been responsible for developing rules to implement many important pieces of legislation, including Nevada's Renewable Portfolio Standard, renewable natural gas requirements, and Natural Disaster Protection Plans. Hayley was also elected by her national peers to serve on the Board of the National Association of Regulatory Utility Commissioners in 2022.

Our guest today is Anthony Star, the former Director of the Illinois Power Agency (IPA). The IPA is the authority that oversees renewable energy implementation in Illinois. It was established in 2007 by Public Act 95-0481. In 2017, they established the Illinois Solar program as mandated by the Future Energy Jobs Act (FEJA). The Illinois solar program has risen from 80 MW in 2017 to over 1.5 GW of solar installations in 2021. In Sept 2021, the Climate and Equitable Jobs Act (CEJA) became the law of the land and greatly enhanced our Renewable Portfolio Standard (RPS) and solar programs. CEJA is tasked to establish rebate and grant programs for electric vehicles and charging stations and oversee the phase-out of fossil fuel-fired electrical generation units in Illinois. They aim to get Illinois to 100% renewable energy and achieve 46% renewable energy by 2030, including over 17,000 MW of new solar energy and 6,300 MW of new wind energy.Anthony Star was appointed as the Director of the Illinois Power Agency in 2013. In his role there, he oversaw the procurement of electricity for Illinois default service customers and the implementation of the state's Renewable Portfolio Standard. In this episode of the podcast we focus on Alaska's unique energy landscape. Our guest is Chris Rose, Executive Director of the Renewable Energy Alaska Project, or REAP. We begin with an overview of energy in Alaska today, then delve into the unique way Alaska's grid operates without oversight from FERC—the Federal Energy Regulatory Commission—and how reforming the grid's system-wide governance can improve efficiency and reliability and reduce costs. We look into the reasons behind the growth of renewable energy despite the lack of a statewide Renewable Portfolio Standard, including how Alaska's high energy costs can make new technologies more economical than in the lower 48 states, and we highlight an innovative flywheel energy storage system on Kodiak Island. Etan Gumerman presents on his recent work using a customized version of the National Energy Modeling System to examine the environmental and economic impacts of expanded and updated estimates of clean energy resources on Southern states. This modeling focused on aggressive energy efficiency, renewable policies, and possible legislation implementing a Renewable Portfolio Standard or a price on Carbon. Among the renewable resources, wind, biomass, and hydro are anticipated to provide the most generation potential. As the integration of renewable sources expands through the modeled time horizon, wind gradually out-competes biomass in the renewable electricity market. Cost-effective customer-owned renewables could also contribute significantly to electricity generation by 2030 in the South, under supportive policies.
