My guest today is David Miliband. David is CEO of the International Rescue Committee (IRC), a global humanitarian aid, relief, and development NGO, founded in 1931 by Albert Einstein. Before joining the IRC, David held several cabinet positions in various Labour governments, including that of British Foreign Secretary. In 2017 he published the TED book “Rescue: Refugees and the Political Crisis of Our Time” and in 2019 he gave a Fulbright Lecture entitled “The New Arrogance of Power: Global Politics in the Age of Impunity”. David Miliband is President and CEO of the International Rescue Committee (IRC), where he oversees the agency’s humanitarian relief operations in more than 40 war-affected countries and its refugee resettlement and assistance programs in over 20 United States cities. Under Miliband’s leadership, the IRC has expanded its ability to rapidly respond to humanitarian crises and meet the needs of an unprecedented number of people uprooted by conflict, war and disaster. The organization is implementing an ambitious global strategy to bring clear outcomes, strong evidence and systematic research to the humanitarian programs through collaborative partnerships with the public and private sectors. From 2007 to 2010, Miliband was the 74th Secretary of State for Foreign Affairs of the United Kingdom, driving advancements in human rights and representing the U.K. throughout the world. In 2006, as Secretary of State for the Environment, he pioneered the world’s first legally binding emissions reduction requirements. He was Member of Parliament for South Shields from 2001 to 2013. Miliband graduated from Oxford University in 1987 and received a master’s degree in political science in 1989 from the Massachusetts Institute of Technology, which he attended as a Kennedy Scholar. David Miliband, a former British foreign minister, has been the president and CEO of the International Rescue Committee since 2013. He's the author of a new book about the global migration crisis, Rescue: Refugees and the Political Crisis of Our Time (Simon & Schuster/TED Books). On February 19, 2018, Miliband gave a lecture on this topic as an American Academy in Berlin, as an Airbus Distinguished Visitor. We sat down with him afterwards to discuss the challenges facing the 65 million worldwide refugees, the challenges facing the nations that are taking them in, and the state of the international liberal order. How should the international community tackle this humanitarian crisis? An EU naval mission, "Operation Sophia," is aimed at cracking down on people smugglers. But the ships that take part also rescue refugees on the high seas -- more than 12,000 so far. One of the ways that the EU is dealing with the refugee crisis is to launch a naval mission, called "Operation Sophia." Its primary mission is to track down people-smugglers, and destroy their boats. But the ships that take part in the mission also rescue a lot of refugees on the high seas -- 12,000 since early 2015, in fact. 14 states are taking part in the operation. Germany has sent a corvette and a supply ship. Our reporter meets an officer cadet who's serving on board the supply ship, the "Frankfurt am Main," and shows us how the crew are dealing with their new mission.
