Should I Turn Down My Inheritance? Episode 386 – Why would you ever choose NOT to accept an inheritance? There are a few good reasons. And it's doable if you decide that's what you want. More SML Planning Minute Podcast Episodes Transcript of Podcast Episode 386 Hello, this is Bill Rainaldi, with another edition of Security Mutual's SML Planning Minute. In today's episode: should I turn down my inheritance? So, a family member has died recently and left some assets to you. You should be happy you've been left an inheritance, but it's complicated. Maybe you'd rather the money went to someone else. Or maybe, for whatever reason, it's just not worth the trouble. Do you have to accept it? The answer is no. Why would you ever choose not to accept assets that someone has given to you? There are a few situations where it makes sense. One case might be related to federal or state estate taxes. If you're already a high-net-worth individual who may have an estate tax issue, it may be better to disclaim, assuming your preferred beneficiary is next in line. This is especially true if the next beneficiaries are your children, who are likely to inherit your assets eventually. Why subject the assets to an extra layer of taxation on the way there? Also, inheriting certain assets, such as a traditional IRA, can be very complicated. When you inherit an IRA, unless you're a surviving spouse, current tax law requires you to withdraw the funds—and pay income taxes along the way—within ten years. If you're in a high-income tax bracket, you might not end up with as much as you hoped for. The next person in line, who might be in a lower income tax bracket, could end up with more money after taxes. And they may need the income more than you do. One sophisticated strategy some people use is to set up their favorite charity as a secondary beneficiary to their estate. If the IRA owner trusts his or her heirs' judgment, he or she could leave the IRA to them. They would then figure out whether it makes sense to disclaim the IRA, allowing it to pass to the charity. This could result in considerable income tax savings.[1] Sometimes there are other reasons you might choose to disclaim. The asset could be a rundown piece of real estate with deferred maintenance or environmental issues. In a case like that, you might decide that you just don't want it. Or maybe you simply don't need it. That could be a key consideration if the next person in line is your child or someone else you care about. Just keep in mind that it gets tricky if the new inheritor is a minor. Minors are considered legally incapable of owning assets directly, so they generally can't assume control or management of inherited assets. A court-appointed legal guardianship may be required.[2] So, what happens if you decide the answer is “no, thanks?” You would then need to file what's called a “qualified disclaimer.” If you do it properly, the assets pledged to you will be passed along to the next person in line. Although every state and every situation is different, here are some generic rules you might need to follow:[3] The disclaimer must be in writing. It also needs to be irrevocable and without any qualifications. Once you decide to disclaim, you can't change your mind. Also, you're not allowed to make it contingent on something else happening or not happening. The disclaimer must be made before you accept the assets. You can't give them back once you have them. It must be made in a timely manner. You generally need to submit the disclaimer within 9 months. However, there is an exception if the beneficiary is under age 21. In that case, the deadline is nine months after they reach age 21.[4] The disclaimer also needs to be unlimited. You're not going to be able to attach any conditions to the disclaimer. Note that it is also possible to execute a partial qualified disclaimer, but it can be tricky. For example, if you're scheduled to receive a certain number of shares in a publicly traded company, you may be able to keep a selected percentage of those shares while disclaiming the rest.[5] It's important to understand that a qualified disclaimer has its limitations. Maybe the most important of those is that you have to completely give up any right to the disclaimed assets. In other words, if you say no, you don't get to choose what happens next. You'll need to look closely to see where the money will end up if you disclaim. You might prefer that your children be next in line, but it's not your choice. If it's actually your long-lost cousin Ethel, that could also be a factor in your decision. It's not often that people are in a position to decline inherited assets. But in certain situations, it's nice to know that it can be done, if it makes sense. Even as Washington hints at a quick end to the war with Iran, analysts say Tehran is preparing for a longer strategic struggle. The Middle East is in the grip of a widening conflict following joint US and Israeli strikes across Iran and Tehran's retaliatory attacks. While US president Donald Trump has suggested the war could end soon, many analysts and regional actors see the trajectory very differently. For them, the escalation risks pulling the region into a deeper and more dangerous phase. The European Council on Foreign Relations has warned that the confrontation could become a war with no winners, raising humanitarian risks inside Iran and threatening to destabilise an already fragile region. According to the foreign policy think tank, the latest conflict also risks drawing in global powers such as Russia and China while spreading across multiple theatres, from the Mediterranean to the Gulf. Julien Barnes-Dacey, Middle East and North Africa programme director at the ECFR, says the conflict has already passed the point of easy containment. “We're already at that moment,” he told RFI. “The conflict has quickly expanded and Iran - from the outset - has been intent on demonstrating that this could not be a containable war.” Conflict spreads across the Middle East as Iran names new supreme leader Regional escalation gathers pace Tehran's response has been shaped by a clear strategic calculation – to raise the cost of confrontation and widen the battlefield. According to Barnes-Dacey, the Iranian leadership has deliberately sought to show that any attempt to weaken or topple the regime would trigger a regional backlash. “Iran has been intent on demonstrating that the price of attacking Iran – the price of trying to bring down the regime – would be a conflict that would engulf the entire region,” he said. That approach has already begun to play out across the region. Iranian-backed groups in Lebanon and Iraq have mobilised, while tensions have intensified between Israel and Hezbollah. In Lebanon, Barnes-Dacey says the situation is particularly volatile, with Israel sharply increasing its attacks and speculation growing about a possible ground incursion. Meanwhile, Washington is reportedly exploring additional pressure points against Tehran, including outreach to Kurdish actors who have had an uneasy and often transactional relationship with the US in the past. The result is a conflict that is becoming structurally wider, involving proxy forces and regional actors whose involvement could deepen the crisis. One week into Iran war, the dangers for the US and Trump multiply Strategic vacuum Despite the expanding military campaign, analysts say the political endgame remains unclear. Barnes-Dacey describes the current US strategy as deeply inconsistent. “It's clearly a mess,” he said. “Both in terms of tactics and strategy we seem to be facing a real kind of vacuum at the heart of the US operation.” According to him, Washington's stated goals have shifted repeatedly, ranging from limiting Iran's missile capabilities to pursuing regime change. At times the administration has spoken about a prolonged war, only for Trump to suggest shortly afterwards that the conflict could soon be over. This uncertainty may also reflect strategic differences between Washington and Israel. While the US president may be reluctant to become trapped in a long conflict, Barnes-Dacey says Israel appears more determined to fundamentally weaken – or even break – the Iranian regime. That divergence matters because Iran is not a small or easily subdued country. With a population of more than 90 million and extensive regional connections, any attempt to push the Iranian state towards collapse could have far-reaching consequences. “A state collapse goal would be devastating,” Barnes-Dacey warned, pointing to the potential for regional instability, migration pressures and broader security fallout. Deterrence through resistance For Tehran, the response appears rooted less in ideology than in strategic logic. Iranian leaders believe that making concessions under pressure could invite further attacks in the future. “There does seem to be a sense that from the Iranian perspective they have to definitively draw a line in the sand,” Barnes-Dacey said. He added that rather than negotiate from a position of weakness, the regime wants to demonstrate that the cost of pursuing regime change will be prohibitively high. The goal is to restore deterrence and ensure the survival of the Islamic Republic. This strategy is already visible in the evolving military campaign. Early in the conflict, Iran launched large numbers of missiles at Israeli targets. Those barrages have since decreased – a shift that may partly reflect battlefield losses, but which Barnes-Dacey believes could also be deliberate. Instead of exhausting its arsenal quickly, Tehran may be conserving resources in order to sustain pressure over time. “We now seem to be in a war of attrition between the two sides,” he said. In that contest, the timelines differ sharply. Washington appears eager to limit the duration of the conflict, partly because of fears about energy prices and regional escalation. Iran, by contrast, may be prepared to prolong the confrontation in order to demonstrate resilience. Iran says European countries helped create conditions for US, Israeli attacks Europe on the sidelines For Europe, the conflict poses difficult political and economic dilemmas. Leaders across the continent have sought to strike a delicate diplomatic balance – expressing concern about escalation while avoiding open confrontation with Washington. Barnes-Dacey, however, is critical of that approach. “Irrelevant at best, disastrous at worst,” he said of the European response so far. He points out that many European governments have opted for cautious language, placing much of the blame on Iran while attempting to remain in the good graces of the Trump administration. That calculation is partly driven by concerns about other geopolitical priorities, including the war in Ukraine and economic relations with the US. Yet the conflict itself may ultimately carry heavy costs for Europe. Rising energy prices, instability along key shipping routes such as the Strait of Hormuz and the diversion of military resources away from Ukraine could all have serious consequences. “The Europeans are desperately trying to tread carefully and keep Trump happy,” Barnes-Dacey said. “But they are not putting any real handbrakes on a conflict that could spiral even further out of control.” Who is Mojtaba Khamenei, the influential insider now leading Iran? Hardliners strengthened Inside Iran itself, the war could also reshape the country's political future. Rather than weakening the ruling system, Barnes-Dacey believes external military pressure may strengthen the most hardline elements of the regime. The new leadership emerging in Tehran – under the newly appointed Ayatollah Mojtaba Khamenei – is already seen as more closely aligned with the Islamic Revolutionary Guard Corps. Following the assassination of senior figures during the conflict, including Ayatolla Ali Khamenei, the incentive for compromise is likely to diminish further. “This conflict is only going to exacerbate and entrench hardline forces within the country,” Barnes-Dacey said. At the same time, ordinary Iranians face a grim reality – caught between an increasingly securitised state and an intensifying military campaign. “The Iranian people are suffering all through this,” he said, noting that bombardments have hit not only military targets but also infrastructure and state institutions. Those conditions make it unlikely that large-scale protest movements will emerge in the near term, despite earlier demonstrations against the regime. For now, the conflict appears to be entering a prolonged and uncertain phase. With both sides seeking leverage and no clear diplomatic pathway in sight, the question of how - or when - the fighting will end remains unanswered.

In the EU's enlargement debate, attention usually centres on Brussels—legal benchmarks, progress reports and diplomatic bargaining. But in countries hoping to join the bloc, politics is often decided via informal power networks, fragile institutions and the everyday effort of navigating uncertainty. In this episode we shift from the top-down to the ground level as Jessica Hendrick speaks with Morten Bøås, research professor at the Norwegian Institute of International Affairs (NUPI), who is leading RE-ENGAGE's comparative fieldwork across Albania, Bosnia and Herzegovina, Georgia, Moldova, Serbia and Ukraine. Together, they take listeners behind the scenes of how the project gathers original data in places shaped by war, protest and political pressure. Methods range from training local university students to conduct trust surveys to vignette experiments that test how citizens respond to crises and competing external “relief packages” from China, the EU, Russia and Turkey. What do early findings reveal? What does “trust” really look like in a hybrid regime? How can the EU design programmes that people actually feel, rather than reforms they never see? And what should Brussels learn about democracy promotion to avoid repeating past mistakes? In this episode of Occupied Thoughts, FMEP Fellow Ahmed Moor speaks with Daniel Levy, President of the U.S./Middle East Project (USMEP). They discuss Levy's argument that the way that Israel withdrew Israeli settlements from Gaza in 2005 set the stage for today's genocide; as Levy put it in a recent +972 Magazine piece, the current Israeli paradigm is "not just separating from the Palestinians, relegated to shrinking Bantustans, but annihilating and erasing them." Moor and Levy also discuss the impact of Israel's attacks in Qatar this week both in the near and longterm, the need for Netanyahu to formally deny Israeli involvement in the assassination of Charlie Kirk, and shifting political approaches to Israel/Palestine. Daniel Levy is the President of the U.S./Middle East Project (USMEP), which emphasizes the Palestine-Israel issue alongside regional conflicts, trends and geopolitics. From 2012 to 2016, Levy was Director for the Middle East and North Africa at the European Council on Foreign Relations. Prior to that he was a senior Fellow and Director of the New America Foundation's Middle East Taskforce in Washington D.C. and a Senior Fellow at The Century Foundation in New York. Levy was a Senior Advisor in the Israeli Prime Minister's Office and to Justice Minister Yossi Beilin during the Government of Ehud Barak (1999-2001). He was a member of the official Israeli delegation to the Israel/Palestine peace talks at Taba under Barak and at Oslo B under Yitzhak Rabin (1994-95). Levy is a founder and Advisory Board member of Diaspora Alliance (combatting antisemitism and its conflation), a Council Member of the ECFR, and serves on the board of the European Middle East Project. He is a former Trustee of the Rockefeller Brothers Fund in New York and of the New Israel Fund, a co-founder of J Street, and a founding Editor of the Middle East Channel at foreignpolicy.com. Ahmed Moor is a Palestinian-American writer born in Gaza and a 2025 Fellow at FMEP. He is an advisory board member of the US Campaign for Palestinian rights, co-editor of After Zionism (Saqi Books) and is currently writing a book about Palestine. He also currently serves on the board of the Independence Media Foundation. His work has been published in The Guardian, The London Review of Books, The Nation, and elsewhere. New World Screwworm In Cattle New World Screwworm: What you Need to Know On November 22, 2024, the Chief Veterinary Officer of Mexico informed the United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) of a confirmed case of New World screwworm (NWS, Cochliomyia hominivorax). This alarming detection poses a serious threat to livestock and wildlife in North America. Here's what you need to know about this devastating pest and its implications. What Is New World Screwworm? New World screwworm is a highly destructive pest that affects livestock, other warm-blooded animals, and occasionally humans. NWS larvae infest animals through open wounds or mucous membranes, feeding on living tissue rather than dead tissue or carrion. If left untreated, infestations can be fatal. Key Facts About New World Screwworm: NWS is endemic to Cuba, Haiti, the Dominican Republic, and parts of South America. It has been moving northward since 2023, spreading from Panama to Costa Rica, Nicaragua, Honduras, Guatemala, and now Mexico. U.S. Measures to Prevent NWS Spread To protect livestock and wildlife in the United States, APHIS is taking immediate action: Import Restrictions: Livestock imports, including equines, from Mexico are temporarily restricted. Horses originating from or residing in Mexico within 60 days prior to export will need to comply with stringent import protocols. Established Protocols: Pre-export treatment and examination. Treatment and examination upon arrival. A 7-day quarantine in an approved permanent import facility. These protocols follow the guidelines outlined in eCFR 9 CFR 93.308 and VSG 13424.1. Why Awareness Matters Illegally imported equines and stray animals crossing the border could introduce NWS into the United States. It is crucial for those handling livestock and pets to be vigilant. Signs of Screwworm Infestation: Draining or enlarging wounds. Signs of discomfort such as head shaking or irritated behavior. Presence of screwworm larvae (maggots) or eggs. Screwworm eggs are creamy-white and often found near the edges of wounds. Infestations commonly occur in: Navels of newborn animals. Nasal or eye openings. Genitalia and branding or dehorning wounds. What to Do If You Suspect Screwworm If you notice signs of infestation: Immediately contact your local accredited veterinarian, state animal health official, or APHIS veterinarian. Regularly inspect your pets and livestock, especially if they have wounds or show signs of discomfort. Cattle & Agriculture Industry News Scientists Turn To AI To Reduce Cow Methane Researchers are considering using generative Artificial Intelligence (AI) protocols in order to develop new solutions to reduce methane emissions from cows. A team of scientists at USDA's Agricultural Research Service Livestock Nutrient Management Research Unit and the Department of Chemical and Biological Engineering at the Iowa State University are using AI to sift through large computational models to develop new approaches to managing the methane emissions. The current focus involves the discovery of a group of compound molecules that can inhibit methane production in the largest of a cow's four stomach compartments. One effective molecule has been proven to reduce enteric methane production by up to 98%. AI also may fast-forward the laboratory research process and possibly address the potential costs of launching additional research, according to the scientists.
