In this episode, I discussed what I learned at the ABA Tax Section May 2023 Meeting in Washington, D.C. I mentioned several important sessions I attended and how I had the chance to ask IRS Commissioner Daniel Werfel a question during his closing plenary remarks. This episode also includes interviews I conducted, at the conference, with two great colleagues and mentors, Leslie Book and Mandi Matlock. They both generously agreed to sit down with me on the final day of the conference to discuss their careers and their perspectives. At Villanova Law, Professor Les Book, a nationally recognized scholar on tax procedure and coauthor of the Procedurally Taxing blog, teaches several tax courses and has experience in numerous roles there that include Director of the Federal Tax Clinic. I had the privilege of having Professor Book as my professor of Introduction to Federal Income Tax in my 3L spring semester at Villanova. Since then, he has helped me get to where I am today, including in receiving the ABA Tax Section Brunswick Public Service Fellowship. Professor Mandi Matlock, who recently served as Interim Director of the Federal Tax Clinic at the Legal Services Center of Harvard Law School, has worked as a low income taxpayer clinic attorney at Texas RioGrande Legal Aid for over two decades. In the meantime, she became a nationally renowned expert on tax and consumer law matters as she was of counsel to the National Consumer Law Center and was a Local Taxpayer Advocate in Austin, among other roles.

A followup of the 2019 ABA Tax Section May Meeting May 9-11. Two talks from IRS Commissioner Rettig, Tax Court judges on panels and in the audience, a Tax Court announcement, our panel on Collection Due Process, and more. Plus, May 10 had the IRS Kansas City Campus Combined Practitioner Liaison Meeting. This episode is a recap and I will dig into several of these topics in future episodes.
Next week is the ABA Tax Section 2019 May Meeting in Washington, D.C. (May 9-11). I talk about some highlights and panels I might attend. IRS Commissioner Charles Rettig will be speaking twice, basically at the beginning and end of the conference (Tax Bridge to Practice and the plenary luncheon). I also detail the Collection Due Process panel I will be on with Carolyn Lee (Morgan, Lewis and Brockius of San Francisco) moderating and panelists Tax Court Judge David Gustafson, Keith Fogg of Harvard Law School, Mitch Hyman of IRS Chief Counsel, Professor Erin Stearns from the University of Denver LITC, and me (William Schmidt, Kansas Legal Services LITC). We hope it is an innovative panel, bringing discussion of possible solutions to help taxpayers through the process. It would be wonderful if the panel leads to further discussion that brings systemic change in CDP for the better. The next episode will be posted following the conference.

The American Bar Association Tax Section offers a variety of resources. I discussed publications, CLEs (continuing legal education), and conferences, plus other added benefits. I will be moderating a CLE for the ABA Tax Section on September 18 on Offers in Compromise from 1:00 to 2:30 p.m. Eastern.
Tax professionals will descend on Washington, D.C., May 10 for the American Bar Association tax section's spring meeting. The conference serves as an opportunity for top government officials to address recent developments and get feedback from practitioners on the year's regulatory agenda. A topic on nearly everyone's mind this year is the new tax law enacted at the end of 2017. The tax section's chair, Karen Hawkins, joined Talking Tax host Allyson Versprille to offer a look into what those attending the conference can expect. Hawkins previously served as the director of the Internal Revenue Service Office of Professional Responsibility, but has rejoined the private sector as an educator and consultant.
The American Bar Association Section of Taxation meeting in San Diego this month was all about how IRS and Treasury officials view the new tax law. The tax reform bill becoming law is only the first step: the Internal Revenue Service and Treasury Department will be providing guidance on the statute's provisions for years to come. During the meeting, Bloomberg Tax reporters spoke with government officials about how they plan to prioritize regulations as they implement changes to complex areas of the 2017 tax act (Pub. L. No. 115-97), such as changes to international taxation, tax accounting, and transfer pricing. Reporters Laura Davison, Allyson Versprille, Alison Bennett, and Isabel Gottlieb spoke with Talking Tax host Matthew Beddingfield on Feb. 12 about how the IRS and Treasury plan to tackle the law's changes.
