Today we chat with Dr. Jacqueline Whitt. Jackie is the Dwight D. Eisenhower Chair of National Security Studies and Associate Professor of Strategy at the US Army War College. She is also the editor-in-chief of WAR ROOM, the online journal and podcast of the Army War College. Currently, she is detailed as the Acting Deputy Director and Senior Advisor for the Organizational Learning Unit in the Office of Policy, Planning, and Resources for the Under Secretary of State for Public Diplomacy and Public Affairs at the Department of State. There, she is leading the writing and publication of the first-ever doctrine for public diplomacy and helping to stand up a new unit to support learning for organizations and individuals for public diplomacy to remain relevant and adaptable in a complex and changing information environment. She holds a Ph.D. from the University of North Carolina at Chapel Hill. She writes about strategic theory, grand strategy, and narrative and also about the social and cultural history of the US military and, especially, the history of integrating minoritized communities into the armed forces. She has published books, articles, and chapters on a variety of topics. Her books include Bringing God to Men: American Military Chaplains and the Vietnam War (University of North Carolina Press, 2014), which won the Coffman Prize from the Society for Military History for best first manuscript and the Richard W. Leopold Prize from the Organization of American Historians, for the best book on foreign policy, military affairs, historical activities of the federal government, documentary histories, or biography written by a U.S. government historian or federal contract historian. With Kyle Longley, Jackie also published Grunts: The American Combat Soldier in Vietnam (2nd edition, Routledge, 2020). Her current research includes a book project titled “War Stories: Narrative and American Strategy since 1945,” which is under review by the University of North Carolina Press, and a book chapter titled “Managing Sexual Orientation and Gender Identity and Expression” in Managing Sex: The Intersection of History and Policy in the US Military, edited by Kara Dixon Vuic and Beth Bailey (forthcoming with University of Nebraska Press, May 2022). Before coming to Carlisle Barracks, Jackie taught at the Air War College and the US Military Academy at West Point. She is active in the Society for Military History, Model UN, and several other organizations, has been recognized for teaching excellence at the Army War College, Air War College, and West Point, and serves on the editorial board of Modern War Studies for the University Press of Kansas. And yet, for all of the scholarly attention it has received, there are understudied facets of this complicated, multilateral conflict, particularly in its early years, before American ground troops entered the country in large numbers. Jessica Elkind's Aid Under Fire: Nation Building and the Vietnam War (University of Kentucky Press, 2016) does precisely this by examining U.S. development programs that tried to foster a viable South Vietnamese state in the 1950s and early 1960s. The outcomes of those disparate programs ultimately deepened a U.S. commitment to the Republic of South Vietnam and helped set the United States on the road to war. Dr. Elkind's research was conducted using U.S. government sources, private collections from Michigan State University, and South Vietnamese government sources held in Ho Chi Minh City. Michigan State University was an important actor in this narrative because it was responsible for establishing and running certain programs. In each of the book's five chapters, she examines a different aid program, ranging from the resettlement programs created for refugees fleeing the newly-created North Vietnam, to agricultural aid and development, to police training. What emerges from these various perspectives is a view of widely-ranging intentions and goals that often differed starkly. Bradley and Werner’s book We Gotta Get Out Of This Place: The Soundtrack of the Vietnam War (University of Massachusetts Press, 2015) blends musical and personal histories, explaining the backgrounds of specific songs and artists as well as what they meant to the Vietnam soldiers. In a conversation with Gael Fashingbauer Cooper, they discuss everything from the generational differences between Vietnam soldiers and their World War II-veteran fathers to the importance of Bruce Springsteen’s “Born in the USA,” written a full decade after the war ended. Hanoi Hannah, Good Morning Vietnam DJ Adrian Cronauer, Jimi Hendrix, Creedence Clearwater Revival, Nancy Sinatra, Country Joe McDonald and his famous F cheer all played a role in the wars musical history. One of the greatest challenges American military leaders have faced since the American Revolution has been to motivate citizens to forego their own sense of private identity in favor of the collective identity needed to wage war effectively. This problem became more acute in the twentieth century, when mass conscript armies were raised from a disparate American landscape of ethnic enclaves and highly localized regional communities. These challenges, and the US Army’s response from the start of the Second World War through the Cold War until the end of the Vietnam War, are the subject of Christopher DeRosa‘s book Political Indoctrination in the U.S. Army from World War II to the Vietnam War (University of Nebraska Press, 2006). DeRosa investigates the cultures and mechanisms of creating political cohesion in the draftee army during the heyday of American conscription. Insofar as it focuses on the intellectual and cultural legacy of a military institution, DeRosa’s work is clearly identifiable as a contribution to the so-called “New Military History.” But the book also represents just the sort of synthesis of military and social history that is at the core of the “War and Society” approach, in that it places military institutions squarely within the context of the societies they serve.
