In the midst of all of the Zion's Camp craziness, the church in Kirtland still needs to grow and stay organized. Hence, D&C 102. When difficulties arise, it's good to have that High Council to help “settle” those matters - all in an effort to help a member grow closer to Christ.

The early Saints were fascinated with the concept of Zion. There are lots of words and adjectives to describe Zion…including one word in D&C 97 that appears on the surface to be a little out of place
