Marisol LeBrón's new book, Policing Life and Death: Race, Violence, and Resistance in Puerto Rico (University of California Press, 2019), examines the rise of and resistance to punitive governance (tough on crime policing policies) in Puerto Rico from the 1990s to the present. Alberto Harambour's new book Soberanías Fronterizas. Estados y capital en la colonización de Patagonia (Argentina y Chile, 1840s-1920s) (Universidad Austral de Chile, 2019) examines the explosion of foreign-owned sheep farming, the fitful expansion of Argentine and Chilean sovereignty, and the violence of primitive accumulation and genocide in southern Patagonia and Tierra del Fuego. Soberanías Fronterizas wrestles with the multiple and competing sovereignties articulated during the Age of Empire, Latin America’s export boom, and the dispossession of autonomous indigenous peoples through settler colonialism. It asks how, over the course of less than a century, this vast territory described by Europeans and outsiders as inhospitable, unknowable, and uninhabited, came to be a wildly profitable export enclave. Harambous uncovers how foreign (predominantly British) capital came into possession of millions of hectares of land for sheep raising, effectively establishing sovereign control at the expense of the indigenous inhabitants, Chile, and Argentina. To do this, he reconstructs how foreign investors, merchants, and elites and politicians in Santiago and Buenos Aires built networks of corruption to facilitate land acquisitions, infrastructural improvements, and immigration of labourers. Marisol LeBrón's new book, Policing Life and Death: Race, Violence, and Resistance in Puerto Rico (University of California Press, 2019), examines the rise of and resistance to punitive governance (tough on crime policing policies) in Puerto Rico from the 1990s to the present. As in the United States, LeBrón shows how increased investment in policing did not respond to a spike in crime. It actually emerged as a strategy to shore up the local political and economic establishment mired in the crisis of the archipelago's postwar colonial development policy “Operation Bootstrap,” spiking unemployment, lack of U.S. investment, and a growing informal economy which included the drug trade. Karin Rosemblatt’s new book, The Science and Politics of Race in Mexico and the United States, 1910–1950 (University of North Carolina Press, 2018), traces how U.S.- and Mexican-trained intellectuals, social and human scientists, and anthropologists applied their ethnographic field work on indigenous and Native American peoples on both sides of the Rio Grande to debates over race, national culture, and economic development. The book’s backdrop—the rise of populist movements and governments in both countries in the aftermath of the Mexican Revolution, the onset of the Great Depression, and the instabilities of the interwar period in both countries—provides an excellent opportunity to explore how scientific thought inflected the social construction of race and influenced policy in the Americas.
