Fresno Mayor Lee Brand and Mayor-Elect Jerry Dyer announced Tuesday the police department’s next chief. Juan “Paco” Balderrama will be the first Hispanic police chief in the city’s history. “It’s been clear from the start that Fresno wants a chief who can make changes, build trust, and increase safety for all of our residents,” Brand said at the press conference, referencing the many public community discussions and surveys conducted by the Fresno Police Reform Commission . Balderrama said he wants to work to improve the relationship between Fresno residents and the police department. When he steps into office on January 11 replacing current Police Chief Andy Hall, he said his main priorities will be community trust and safety. “I really think that through professionalism, accountability, transparency and community engagement we can get those things done,” he said. Street2Home was announced in 2018 as an initiative by the city and county of Fresno to coordinate homelessness mitigation across organizations . But in a report released Monday , the Fresno County Grand Jury found it doesn’t have a staff, or board yet. H. Spees, director of strategic initiatives for Fresno Mayor Lee Brand, says that’s true, but work is getting done. “Although Street2Home has not been implemented in name, it’s been field tested and a virtual collective impact structure was formed, and it’s really paid off,” said Spees. The structure has been virtual because it came together after the pandemic hit. COVID-19 has delayed some efforts, he says. Still, CARES Act funding has helped the city make headway in developing low-income housing. “When COVID hit we were able to take the millions of dollars that are coming our way to put together a community-wide, COVID-19 homeless response that has been incredibly effective,” said Spees. The Fresno City Council voted Tuesday to approve its billion dollar budget , just in time for the July 1 deadline. However, it will have to be reconsidered in three months. Fresno Mayor Lee Brand proposed the council pass a continuing resolution that would keep city expenses at the same level as last year, at least for 90 days. But the city council still asked that certain community demands be honored. “When the mayor came forward about a month ago with a doom and gloom budget, he also asked us to be a rubber stamp and the council said no,” said Council President Miguel Arias. Throughout the budget hearings, councilmembers insisted on having park employees, not police, handle graffiti. Residents demanded the council allocate $300 thousand dollars for Advance Peace, a gun violence prevention program. Both resolutions passed , along with the continuing resolution. With state approval, dine-in restaurants can now reopen in Fresno County , as long as measures like social distancing and employee face coverings are used. This comes just after the city of Fresno announced an end to its shelter-in-place order, starting Tuesday. Fresno Mayor Lee Brand said the decision to end the order was not made half-heartedly. “Today the city of Fresno is flipping the script and saying we can effectively manage the curve while keeping our most vulnerable people and our senior citizens safe while getting our businesses open and putting people back to work,” said Brand. Instead of “Essential” and “Non-Essential” designations, businesses in the city will either be “Authorized” or “Non-Authorized” .
