Innovation has been a part of a successful business strategy since business existed. This episode highlights two financial leaders who have had exceptional careers - Ardell Butler, former CFO of Unity Health Care in the Washington DC area and John Chiang, former CFO of Asian Health Services in Oakland, California both were holding the reigns and responsibility of massive budgets for their community health centers. Some years it felt like a smooth ride in a pasture and some years felt like a bucking bronco that needed a steady hand, a cool composure and a situational awareness that allowed them to make critical decisions in the moment without flinching. They are here to talk about challenges they had and strategies they used to keep their organizations moving forward. Listen in to learn more about how these two former CFO's led with their fiscal caps on, while holding the value of remaining open to new ideas, listening to input and always acting in the best interest of the organization, the employees and the mission they had to serve their communities.Connect with Ardell on LinkedIn: https://www.linkedin.com/in/ardell-butler-5a9b7527/Connect with John on LinkedIn: https://www.linkedin.com/in/john-chiang-850a761/Show edited by: Tim Pogo timpogo@timpogo.com

John Chiang, former California State Treasurer and Fall 2020 Fellow at the USC Dornsife Center for the Political Future, joins co-directors Bob Shrum and Mike Murphy to discuss his career in politics, the pandemic's lasting economic impact on California, and its implications for the November election and beyond. Chiang served as California's 33rd State Treasurer until 2019. As the state's banker, he oversaw trillions of dollars in annual transactions, managed a $75 billion investment portfolio, and was the nation's largest issuer of municipal bonds. As State Controller during the Great Recession, his cash management decisions were instrumental in keeping California's credit rating from plunging into junk status, and his actions saved taxpayers millions of dollars. Chiang aggressively used his audit programs to identify more than $9.5 billion of fraud, waste and abuse in government programs, the most by any Controller in California's history. He serves on several boards and will be teaching a course in the fall titled, “From Financial Crisis to COVID-19: California Policy Responses to the Financial Fallout” with the USC Center for the Political Future.

*At the time of recording this episode, the Small Business Administration Paycheck Protection Program (SBA-PPP) was just announced. Since the airing of this show, it was also announced that the $349 billion program has already reached its funding limit. There is a discussion that the U.S. Government will authorize additional funding, so we encourage you to listen to this show to understand how to get through the application process. In this episode of Silicon Valley Insider, Keith Koo's special guests are Tong Qin, CPA of CFOs to Go and John Chiang, CPA retired CFO and independent financial consultant and advisor. Tong is the former deputy CFO of the Small Business Administration and also a Regional Director for the San Francisco Region. John is a former bank executive as well as the former Mayor of Piedmont, California and the former CFO of Asian Health Services. This entire show is dedicated on how to navigate the SBA-PPP process. In the first segment, Tong and John explain what the SBA-PPP is and how small businesses can utilize this program to obtain much-needed support given the economic impact COVID-19 is having on small businesses. In the next segment, Tong and John discuss how they have successfully filed SBA-PPP applications for their clients and the documentation required for a small business to apply. They give specific actions to take to make sure that your business is in the best position to apply for the SBA-PPP. Immediately following this recording, Tong Qin did a webinar for Fiona Ma, the California State Treasurer on how to apply for the SBA-PPP. Keith, Tong and John end the show with a reminder that even though the initial program may reach its funding limit, it is important to keep abreast of government actions for further stimulus packages.

It’s not often that the California State Treasurer makes national news, but that’s exactly what happened when John Chiang suspended ties with Wells Fargo last year over the bank’s creation of some two million fraudulent accounts. With its $75 billion portfolio, Chiang describes how California sets the example for holding partners to high ethical standards and for public investing in policies that lead to better lives for its residents, reductions in income inequality, and effective responses to climate change. Chiang is the 2017 speaker for Michael Nacht Distinguished Lecture in Politics and Public Policy presented by the Goldman School of Public Policy and the Berkeley Forum at UC Berkeley. His poll numbers are dismal and he is not as TV-friendly or well known as some other candidates, but State Treasurer John Chiang is a man to watch in the 2018 California governor’s race. In an interview with This Golden State’s Randy Shandobil, the state’s banker reveals a maverick side. Wonkish, but defiant at times; he has a history of standing up to power and a backstory filled with discrimination and family tragedy.
This week: John Chiang takes the 2018 gubernatorial plunge. Plus, we examine the political path ahead for gun control in California and then dig deep into a week's worth of Golden State political potpourri. With John Myers of the Los Angeles Times and Anthony York of the Grizzly Bear Project.
