It's still two years away, but California's political focus is shifting to the race that will decide who will succeed Gavin Newsom as governor. A new poll suggests outgoing Congresswoman Katie Porter is leading the field. There are five major declared candidates for governor in 2026 already, as some statewide officeholders and others try to get a head start on the field. They are lieutenant Governor Eleni Kounalakis, superintendent of public instruction Tony Thurmond, former state senate president pro tem and assembly speaker Toni Atkins, former state controller Betty Yee and former Los Angeles mayor Antonio Villaraigosa. There are at least half a dozen more who are seriously considering running for governor, including Orange County representative Katie Porter, who gave up her seat to run for senate (a race she lost in the primary to Adam Schiff). Porter's political action committee just commissioned an internal poll that shows her with 24 percent support, and everyone else in single digits. This internal poll being released to the media indicates that Porter is very seriously considering a run for governor. For more, KCBS Radio political reporter Doug Sovern spoke with Anna Sampaio, professor of ethnic studies at Santa Clara University.

On May 19, Governor Newsom offered a series of proposals to revise the California Environmental Quality Act ( CEQA). The 1970 law was intended to limit unintended consequences of development, but has increasingly been used to slow or derail environmentally-positive projects ranging from infill development to solar installations. Reforming CEQA has long been a priority in Sacramento, and Newsom's proposals were hailed by many in both the business and environmental communities.Legislative leaders were less impressed - especially with the lighting fast timeline -  and a Senate budget committee sidelined the proposals a week later. However, we all know that nothing ever dies in Sacramento, so the Governor's plan is more likely than not to be revisited - the question is when. Many of the ideas in these reform proposals were contained in a California Forward report that detailed a set of actions that would accelerate infrastructure projects, and "promote equity, environmental sustainability and economic growth in the state." The report was the culmination of a partnership between Governor Newsom's office, former Los Angeles Mayor and and State Infrastructure Advisor Antonio Villaraigosa, CA FWD and the Boston Consulting Group, a strategic advisor on delivering new infrastructure ecosystems. On this episode of the Capitol Weekly Podcast we are joined by Mayor Villaraigosa and CA FWD CEO Micah Weinberg, who detail the results of the report and discuss why CEQA reform is - in their view - sorely needed. And, as always we tell you who had the worst week in California Politics.Notes:2:21 The report, and the governor's take on it7:11 Met with over 1000 shareholders7:55 What about CEQA's defenders11:01 The Green Bank financing system12:51 Workforce?16:50 Where are the disparate labor groups on this?17:44 "A once in a generation opportunity"20:35 What next?24:26 "No state would be so stupid as to have environmental exceptions for sports stadiums but not for climate adaptive infrastructure"31:05 WWCAWant to support the Capitol Weekly Podcast? Autism expert Dr. Doreen Granpeesheh gives the definitive talk about anxiety as it relates to autism.  Anxiety has a great deal to do with a person's ability to cope, learn, and grow.  Masking the anxiety is not always the answer.  Listen as Dr. Doreen talks about successful ways to treat, and overcome the debilitating side of anxiety, so we can productively get back to learning and living. Dr. Doreen Granpeesheh Dr. Doreen Granpeesheh has dedicated over forty years to helping individuals with autism lead healthy, productive lives. She is licensed as a psychologist in California, Texas, Virginia, Oregon, Colorado, Michigan and Arizona and holds a Certificate of Professional Qualification in Psychology from the Association of State and Provincial Psychology Boards. She is a doctoral level Board Certified Behavior Analyst and is licensed as a behavior analyst in Arizona, New York, Nevada, Louisiana and Virginia. Dr. Granpeesheh began her studies in autism as an undergraduate at UCLA earning a bachelor's degree in 1984, and a Master's degree in psychology in 1987, followed by a Ph.D. in psychology from UCLA in 1990. While completing her degrees, Dr. Granpeesheh worked with Dr. Ivar Lovaas on the groundbreaking outcome study published in 1987 which showed a recovery rate of close to 50% among the study's research participants. Dr. Granpeesheh built on Dr. Lovaas's work, developing the CARD Model, which is a comprehensive, evidence-based approach to treating autism. In 1990, Dr. Granpeesheh founded the Center for Autism and Related Disorders, also known as CARD.  Under Dr. Granpeesheh's 30 years of leadership, CARD became one of the world's largest providers of ABA-based treatment for individuals diagnosed with autism spectrum disorder. With over 260 locations throughout the United States and internationally, CARD employed over 6,000 highly skilled professionals, and was a leading employer of Board Certified Behavior Analysts (BCBAs) providing behavioral treatment to thousands of families worldwide. CARD's highly regarded behavior management and skill acquisition programs were the culmination of decades of research in the field of autism treatment. As part of the nation's third largest non-governmental organization contributing to autism research, CARD researchers published groundbreaking studies that contributed significantly to the field of autism treatment research. In 2011, Dr. Granpeesheh founded Autism Research Group, a nonprofit organization whose mission was to identify and conduct treatment research that improves the quality of life for individuals with autism spectrum disorder. To increase access to evidence-based treatment, Dr. Granpeesheh founded Skills™, an innovative web-based platform that optimizes treatment programs for individuals with autism spectrum disorder.  Skills™ provides comprehensive assessment and curriculum, positive support planning for challenging behavior, progress tracking, and treatment evaluation.  and enables healthcare professionals, teachers, parents, and/or caregivers to design and manage comprehensive, individualized treatment programs for children and adolescents with autism spectrum disorder as well as tracking progress in real time by collecting and uploading data electronically. From 1990 to 2019, as CARD's CEO and chief clinician, Dr. Granpeesheh developed extensive state-of-the-art training programs for CARD's clinical employees, parents and caregivers, and school personnel.  As demand for CARD training programs increased, Dr. Granpeesheh established the Institute for Behavioral Training which provides web-based and in-person training programs targeting the specific training needs of school districts, parents and caregivers, physicians, and autism treatment providers. Dr. Granpeesheh has been a member of numerous scientific and advisory boards including the US Autism and Asperger's Association, The Autism File Journal, Autism 360-Medigenesis, the 4-A Healing Foundation and the Defeat Autism Now coalition.  In addition, Dr. Granpeesheh has served on the National Board of Directors of the Autism Society of America (ASA), the practice board of The Association for Behavior Analysis International (ABAI) as well as the Autism Human Rights and Discrimination Initiative Steering Committee, the Early Intervention Taskforce of the Senate Select Committee on Autism and Related Disorders and the Oversight Committee of the Department of Developmental Disabilities. In 2008, Dr. Granpeesheh produced and co-directed the documentary “Recovered: Journeys through the Autism Spectrum and Back”, a film about 4 children diagnosed with Autism who, after three years of intensive intervention, recovered and now lead productive and healthy lives. This documentary received significant recognition including “Best Documentary” in the Director's Chair Film Festival, official selection in the Victoria Independent Film Festival and special recognition in the ReelHeART International Film Festival of Toronto. As one of the foremost experts in autism diagnosis and treatment, Dr. Granpeesheh has appeared on numerous TV shows including Dr. Phil, the Doctors, Fox and Friends and other notable news segments to shed light on and answer questions regarding autism. In August 2009, her research entitled “Retrospective Analysis of Clinical Records in 38 Cases of Recovery from Autism” was published in the Annals of Clinical Psychiatry, showing that recovery from autism is possible with early, intensive intervention using ABA. This study echoed the results of Dr. Lovaas's earlier study and garnered Dr. Granpeesheh the prestigious George Winokur Clinical Research Award. In 2014, Dr. Granpeesheh co-authored the book Evidence-Based Treatment for Children with Autism, a comprehensive description of the model of treatment she developed over her 30 years of leadership at CARD. She has also authored over 50 peer reviewed publications on subjects concerning the diagnosis and treatment of Autism. In 2015, Dr. Granpeesheh co-authored a series of 4 articles that were published in the prestigious journal Pediatrics. These articles were the culmination of work from several think tanks concerning the early diagnosis and treatment of autism and continue to define the guiding principles of therapeutic process for medical and psychological professionals today. In 2020, Dr. Granpeesheh retired as CEO of CARD and continues to contribute to the autism community as founding member and president of Autism Care Today (ACT), a nonprofit organization that she co-founded in 2005. ACT builds awareness and provides grant funding to families struggling with autism.  In addition, Dr. Granpeesheh remains a member of the Finance Committee of The Association for Behavior Analysis International, sits on the board of advisors of the Board of Psychology of UCLA, and is a member of the Board of Directors of the Behavioral Health Center of Excellence. As Mayor of Los Angeles, Antonio Villaraigosa presided for eight years over the nation's second largest city, but his life might have turned out very differently. He grew up poor, in a tough neighborhood on the city's east side…A high school dropout at age 16. He returned to school and at the University of California, Los Angeles, Villaraigosa distinguished himself as a student leader in the civil rights and antiwar movements. As a union organizer, labor leader and Speaker of the California State Assembly, he earned the admiration of allies and adversaries alike with his formidable gift for building consensus across party lines and ethnic divides. In 2005, he was elected Mayor in a historic landslide. The first Latino to lead the city in over 130 years, he won election with support from every community in the most diverse of American cities.

Demographic changes at both the national and local levels continue to have tremendous impacts on America's political system. As diversity in the United States continues to flourish, the United States is evolving into a true multi-racial society. Yet the country remains deeply divided. What roles are demographic changes and a backlash to those shifts playing in shaping America's civic life? Leading demographer and political commentator Justin Gest believes he has some answers to these questions as the country 's citizens continue to grapple with what happens to the country when there is no longer a majority demographic group. In his new pathbreaking book Majority Minority, Dr. Gest uses the case studies of six societies that have undergone the majority-minority transition to reveal insights as to the role of government in tempering nationalist sentiment and allowing diversity to flourish. He argues that the state and politicians can be powerful actors to help groups integrate and form a common identity for the benefit of all, while still respecting and celebrating the differences between them. Supplementing his analysis with surveys, studies and careful analysis of trends in the United States, Gest explains that the coming years will be formative in how diversity lives on in America, and how our society can gracefully transition into a majority-minority country. The 2022 elections and, of course, the 2024 presidential election will be shaped by the impact of America's demographic changes. To help put these issues into context, Gest has invited former Los Angeles Mayor Antonio Villaraigosa and political journalist Molly Ball to discuss his new book and the critical moment in which the United States finds itself as its future as a cohesive multiracial democracy is regularly called into question. Please join us for an important discussion on how we got here, what it means, and where we can go to remain an inclusive society for all Americans, regardless of origin. Few Californians pay attention to state government (much less visit the state Capitol), and few of us even bother to vote in elections for our weak local governments. So our officials are often elected by the campaign dollars of rich people, powerful developers, and a handful of labor unions. But when crisis hits California—as it so often does—we are quick to demand action and to lash out at politicians whose names we barely know. What can we reasonably expect from California leaders when crisis strikes this sprawling, dysfunctional, and disengaged state? What are essential demands in an emergency, and what is too much to ask? And what lessons do previous crises—giant recessions, earthquakes, wildfires, blackouts, the 1992 riots—hold for today’s leaders? Antonio Villaraigosa, who served as speaker of the California state Assembly from 1998 to 2000 and as mayor of Los Angeles during the Great Recession, visited Zócalo for a blunt back-and-forth on why leaders falter in crises, and how they might succeed. Our featured “Buen Hombre” this week is none other than Antonio Ramón Villaraigosa, a street fighting kid who inspired by his mother’s guidance, years of determination and a clear vision of the idea of service became the 41st Mayor of Los Angeles, from 2005 to 2013. Villaraigosa ran for governor of California in 2016, making it to the final run off between Newsome and Cox in November of 2018.  Villaraigosa’s life has been a testament to the relevance of civic engagement and participation and his biggest campaign and area of emphasis of efforts is getting out the vote in 2020. Join Enrique Morones this week as he reconnects with his old friend Antonio and they reflect on the road to bringing all voices of our communities together to make community life work for all of us.  Before becoming mayor, Villaraigosa was a member of the California State Assembly (1994–2000), where he served as the Democratic leader of the Assembly (1996–98), and the Speaker of the California State Assembly (1998–2000). As Speaker, Villaraigosa was an advocate for working families and helped to write legislation protecting the environment, expanding healthcare access, and increasing funding for public schools. He ran for mayor in 2001 against Los Angeles City Attorney James Hahn, but lost in the second round of voting. Villaraigosa ran for and was elected to the Los Angeles City Council in 2003. In 2005, he ran for mayor again in a rematch against Hahn and won. During his tenure as mayor, he gained national attention for his work and was featured in Time's story on the country's 25 most influential Latinos. He was the first Mexican American in over 130 years to have served as Mayor of Los Angeles. As Mayor, Villaraigosa spearheaded policies to improve student outcomes in the Los Angeles Unified School District, reduce city and highway traffic, and enhance public safety. Since leaving office in 2013, Villaraigosa has continued to be actively engaged in education, civic engagement, water, immigration, transportation, and economic development issues. He speaks nationally and throughout California on these issues. Villaraigosa is a member of the Democratic Party, and was a national co-chairman of Hillary Clinton's 2008 presidential campaign, a member of President Barack Obama's Transition Economic Advisory Board, and Chairman of the 2012 Democratic National Convention in September 2012.  https://www.facebook.com/AntonioVillaraigosa/ (https://www.facebook.com/AntonioVillaraigosa/) https://twitter.com/AVillaraigosa (https://twitter.com/AVillaraigosa)              https://www.instagram.com/antonioforcalifornia/ (https://www.instagram.com/antonioforcalifornia/) Buen Hombre /Magnificent Mujer is a project of GenteUnida.net A 501c3 nonprofit corporation and all donations are tax deductible.  https://www.paypal.com/donate/?token=qxzx4dXXp5A87dyJMH2NwYxYdjWY_KxzUsrfUv_mqgwiVEzSZjoEB3Mq_L_DXPVU2bRlB0&country.x=US&locale.x=US (Donate to Buenhombre/MagnificentMujer) Support this podcast

On Monday, the singer-songwriter Taylor Swift endorsed two Democrats for the US mid-term elections, prompting Mr Trump to tell reporters that he likes "Taylor's music about 25% less now". Swift's comments appear to have contributed to a spike in online voter registrations, especially among young people, according to the voter registration site Vote.org. However, Vote.org said it was not possible to measure the direct impact of Swift's decision to wade into politics - taking into account looming registration deadlines in a number of states and other factors. Swift's remarks once again puts her at odds with West, with whom she has had an on-off public feud since he interrupted her acceptance speech at the 2009 MTV Music Video Awards. In September, West, who is married to Kim Kardashian, wore a hat with Donald Trump's slogan "Make America Great Again" during his performance of Ghost Town on the US comedy show Saturday Night Live. He ended his segment by delivering an impromptu off-air speech praising the president, posted online by members of the audience. "So many times I talk to a white person and [they] say: 'How could you like Trump, he's racist?'" he said. "Well, if I was concerned about racism I would've moved out of America a long time ago." Rep. Maxine Waters, D-Calif., is facing scrutiny from a conservative watchdog group for possibly violating fundraising rules in a slate mailer, with the group requesting that Waters’ campaign committee be audited as a result. The Federal Election Commission received a complaint Monday from the National Legal and Policy Center claiming that Waters, her campaign, and a pro-charter school group called Families and Teachers for Antonio Villaraigosa violated federal election law. The complaint claims the group paid $25,000 for Villaraigosa to be featured in the Waters mailer when he was running for governor in the Democratic primary earlier this year. Although candidates can pay a fee to be included in slate mailers, it’s illegal for outside groups such as Families and Teachers for Antonio Villaraigosa to make such a payment.
