You can follow him on X @MatthewFoldi-Attorney General Austin Knudsen grew up just outside of Culbertson, in the northeast corner of Montana, where his family has farmed and ranched for five generations. Austin grew up participating in 4-H, raising steers to show at the fair, and Future Farmers of America (FFA) throughout high school. In fact, Austin met his wife, Christie, while they both served as FFA State Officers during their freshman year at Montana State University-Bozeman.Austin put himself through college in Bozeman working jobs at the local butcher shop and a hardware store, and returning each summer to work on the family farm and ranch, growing wheat and sugar beets, and raising angus cattle. Austin and Christie were married shortly after graduation and moved to Missoula where Austin earned his law degree from the University of Montana.After law school, Austin and Christie moved their young family back to the farm and ranch where Austin worked at a law firm in Plentywood before opening his own practice in Culbertson. As a private attorney, Austin represented just about every kind of legal case imaginable, including estate planning, probate, civil litigation, land use, oil and gas, and real estate transactions.In 2010, Austin defeated a two-term incumbent and was elected to serve as the Representative for House District 34. While serving in Helena, Austin quickly noticed the extent of the disconnect between Helena bureaucrats and the political insiders and the rest of the people across Montana, so he pursued leadership roles in his caucus and was elected Speaker Pro Tempore during his second session. During his third and fourth sessions in 2015 and 2017, Austin was elected by all 100 members of the House of Representatives to lead them as Speaker of the House. Austin was one of the youngest people to serve as Speaker in Montana history — and in the nation. Austin was also the only two-term Speaker since term limits were imposed.The Knudsen family lived just about as far from Helena as any other legislator, so during the sessions Austin and Christie and their three kids — Leah, Connor, and Reagan — would move as a family to Helena. As a Legislator and Speaker, Austin worked to ensure his constituents had a voice, and that taxpayers were getting the most out of the hard-earned money they send to the state. In addition to his maximum four legislative sessions, Austin presided over a 2017 Special Session in which he led a united Republican caucus to defeat multiple tax increase attempts by the Governor.Back in Culbertson as a private attorney, Austin was astounded by the lack of prosecutions coming out of the County Attorney's office, and the illegal drugs and related crime that was devastating his community. Following a drive-by shooting outside of their kids' school, Austin and Christie knew they had to do more to make their community safe, and in 2018 Austin was elected Roosevelt County Attorney.As a county prosecutor, Austin worked hand-in-hand with the full range of law enforcement personnel, including on the Fort Peck Reservation, to ramp up prosecutions and put violent offenders behind bars. In 2020, Austin ran for Montana Attorney General because the illegal drug pandemic and resulting violence are a statewide problem. In fact, violent crime has increased more than 30% in just over a decade.As Attorney General, Austin has made combating the drug pandemic and supporting law enforcement a main focus — ensuring that Montana is a safe place to live and raise a family. California Treasurer Fiona Ma's husband Jason Hodge is a Ventura County resident and firefighter. Consequently she has a long history with Ojai and so stopped by the studio for a chat on a recent visit. Surprisingly, Ma is only the second CPA to hold the position of the state's chief accountant, managing California's $310 billion budget in the state's $3.8 trillion economy, which, depending on how Germany is doing at the moment, is the world's fifth or sixth largest. Fiona Ma graduated from the Rochester Institute of Technology, and received her master's from Pepperdine. Fiona was first elected to the state Assembly in 2006 and was the first female to hold the Speaker Pro Tempore position, the second-highest ranking office in the body. She was also elected to the state Board of Equalization before being elected to the Treasurer post in 2018. We talked about the daily challenges of running the finances of such a giant state with her staff of 500, the current deficit estimated at $38 billion or more, tackling the problems of homelessness and climate change, her run for Lieutenant Governor this fall, and much more. For nine days, Susan Smith spoke to reporters, pleading for the safe return of her two sons, 3-year-old Michael and 14-month-old Alexander. On October 25th, 1994, she alleged that an African American man carjacked her at gunpoint and kidnapped her children. However, on November 3rd, 1994, Susan's car was retrieved from a lake, along with the bodies of her young sons. That day, Susan revealed her story was a lie, and that she was the killer for whom the community searched. State Representative Tommy Pope was the 16th Circuit Solicitor in South Carolina and prosecuted the Susan Smith case. He discusses his work on the high-profile trial and reflects on her conviction 30 years later. Tommy Pope currently serves as the Speaker Pro Tempore in the South Carolina House of Representatives and serves as a South Carolina House Member from the 47th District. In 2008, he was awarded South Carolina's highest civilian honor, the Order of the Palmetto. I'm naming so-called red states because the legislature in North Carolina is a Republican majority. Gotta say, normally I'm down for a little weird. I find it mostly charming. But with the information I have at present about what's going on in North Carolina, I don't love this for you. And when I say “you,” I pretty much mean any family who happens to live in North Carolina or any businesses in North Carolina trying to afford their employee health benefits right now. This whole shebang and the reason I'm covering this on Relentless Health Value is that it is also extremely relevant to anybody else in this country as a case study or a cautionary tale, depending on your point of view. So look, there's two pieces of legislation running through North Carolina's Senate and House right now, but both of these pieces of legislation—one that Blue Cross Blue Shield (BCBS) is angling for and the other one that UNC, a big hospital chain in North Carolina is all hachi machi to get passed—both of these have precedents. Both of these things were done elsewhere, and the results were not great, to put it mildly. BCBS wants to be able to open up a holding company that is able to take BCBS policyholder payments and invest them in for-profit ventures—BCBS being a nonprofit and all. Here's a quote Chris Deacon mentioned on LinkedIn from an article on this topic: “A 2019 examination of the aftermath of 11 conversions of BCBS affiliates showed that fully insured premiums increased roughly 13 percent … suggesting a post-conversion exercise of market power. Significantly, rivals of these large converting insurers also raised their prices following the conversions.” And here's a link to a Health Solutions podcast with Cristy Gupton, Chris Deacon, and North Carolina Commissioner Mike Causey. So, that's one of the pieces of legislation on the docket. Then, on the hospital side of the equation, we also have a proposed bill that could give UNC Health Care a green light to expand and buy more physician practices and hospitals without as much oversight. Proponents of the bill say that this will better enable UNC to take over struggling rural hospitals in danger of closing. Considering that UNC has already taken over rural hospitals in danger of closing, not exactly sure how or why basically removing federal and state antitrust scrutiny is helpful here. I went around looking for evidence that if you reduce antitrust scrutiny and enable more unfettered consolidation and expansion that population health outcomes improve. I could not find any. I did find lots of great talking points, but all of them seemed a little light on the evidence. There is, however, an insane amount of evidence at this point that shows unfettered hospital chain consolidation harms local communities from a financial standpoint without improving the quality or outcomes of patient populations, especially when hospital chains, in conjunction with third-party payers, are not willing to share their pricing, even with their largest customer. But I'm getting ahead of myself, because this is exactly what I'm talking about in this 2019 interview with Dale Folwell, the state treasurer of North Carolina. And it is a doozie of a frustrating story, just to cut to the chase. Look, you might be able to hear I definitely have an opinion formed on this topic, and I don't want to sway yours until you look into all of this yourself. But I loved what Jeff Leston wrote the other day. He wrote, “The North Carolina Legislature proves that they report to the healthcare industry in the State, not the people who actually elected them.” Okay … teeing up the interview today, this whole thing started when the North Carolina State Employees Health Plan (SEHP) crafted a proposal to pay network hospitals based on a transparent pricing schedule. Considering that SEHP purchases benefits for 720,000 people in North Carolina at a cost to taxpayers of billions of dollars, this seems reasonable. When you're the fiduciary of thousands of dollars, let alone add six more zeros, it would seem to be nonnegotiable to actually see the numbers and not write a check to a black box. Nonetheless, a few of North Carolina's largest hospital chains disagreed. They wanted to bill whatever they wanted to bill shrouded in a cloak of secrecy. As the keeper of the public purse, Treasurer Folwell is responsible for a $100 billion state pension fund that provides retirement benefits for more than 900,000 teachers, law enforcement officers, and other public workers. Under Treasurer Folwell's leadership, the pension plan was rated among the top five highest funded in the country and won accolades for proactive management and funding discipline. In 2018, the state's coveted AAA bond rating was reaffirmed by every major rating agency, making North Carolina one of only 13 states in the country to hold that distinction. Treasurer Folwell also oversees the State Health Plan, which provides medical and pharmaceutical benefits to more than 720,000 current and retired public employees and is the largest purchaser of healthcare in North Carolina. Folwell was first elected to public office as a member of the Winston-Salem/Forsyth County Board of Education. He brought his problem-solving skills to the North Carolina General Assembly in 2004, where he served four terms in the House of Representatives, including one term as Speaker Pro Tempore. Hansen is the Speaker Pro Tempore of the South Dakota House of Representatives and also serves as Vice President of South Dakota Right to Life. Hansen and Pauley discuss the implications of the proposed constitutional amendment, which would be placed on the ballot for the November 5, 2024 election, if sponsors are able to gather the legally required number of signatures. Supporters of the amendment describe it as an initiative to put Roe v. Wade into the state constitution, but Hansen explains the amendment would impose a legal regime of unrestricted abortion-on-demand that is far more radical than the policy under Roe.

This week on Breaking Battlegrounds, Chuck and Sam are joined by Austin Knudsen, Republican Attorney General for Montana. Later in the show, Michael McKenna of the Washington Times calls into the show.-Austin Knudsen grew up just outside of Culbertson, in the northeast corner of Montana, where his family has farmed and ranched for five generations. Austin grew up participating in 4-H, raising steers to show at the fair, and Future Farmers of America (FFA) throughout high school. In fact, Austin met his wife, Christie, while they both served as FFA State Officers during their freshman year at Montana State University-Bozeman.Austin put himself through college in Bozeman working jobs at the local butcher shop and a hardware store, and returning each summer to work on the family farm and ranch, growing wheat and sugar beets, and raising angus cattle. Austin and Christie were married shortly after graduation and moved to Missoula where Austin earned his law degree from the University of Montana.After law school, Austin and Christie moved their young family back to the farm and ranch where Austin worked at a law firm in Plentywood before opening his own practice in Culbertson. As a private attorney, Austin represented just about every kind of legal case imaginable, including estate planning, probate, civil litigation, land use, oil and gas, and real estate transactions.In 2010, Austin defeated a two-term incumbent and was elected to serve as the Representative for House District 34. While serving in Helena, Austin quickly noticed the extent of the disconnect between Helena bureaucrats and the political insiders and the rest of the people across Montana, so he pursued leadership roles in his caucus and was elected Speaker Pro Tempore during his second session. During his third and fourth sessions in 2015 and 2017, Austin was elected by all 100 members of the House of Representatives to lead them as Speaker of the House. Austin was one of the youngest people to serve as Speaker in Montana history — and in the nation. Austin was also the only two-term Speaker since term limits were imposed.The Knudsen family lived just about as far from Helena as any other legislator, so during the sessions Austin and Christie and their three kids — Leah, Connor, and Reagan — would move as a family to Helena. As a Legislator and Speaker, Austin worked to ensure his constituents had a voice, and that taxpayers were getting the most out of the hard-earned money they send to the state. In addition to his maximum four legislative sessions, Austin presided over a 2017 Special Session in which he led a united Republican caucus to defeat multiple tax increase attempts by the Governor.Back in Culbertson as a private attorney, Austin was astounded by the lack of prosecutions coming out of the County Attorney's office, and the illegal drugs and related crime that was devastating his community. Following a drive-by shooting outside of their kids' school, Austin and Christie knew they had to do more to make their community safe, and in 2018 Austin was elected Roosevelt County Attorney.As a county prosecutor, Austin worked hand-in-hand with the full range of law enforcement personnel, including on the Fort Peck Reservation, to ramp up prosecutions and put violent offenders behind bars. In 2020, Austin ran for Montana Attorney General because the illegal drug pandemic and resulting violence are a statewide problem. In fact, violent crime has increased more than 30% in just over a decade.As Attorney General, Austin has made combating the drug pandemic and supporting law enforcement a main focus — ensuring that Montana is a safe place to live and raise a family.-Michael McKenna, a columnist for The Washington Times, is the president of MWR Strategies. Later in the show, David Drucker of the Washington Examiner joins us to break down the week's biggest headlines and offer his insight into upcoming elections nationwide. -Jeanette M. Nuñez was born and raised in Miami, Florida. She was elected as Florida's First Hispanic Female Lieutenant Governor of Florida in 2018. She previously served as a State Representative of the Florida House of Representatives from 2010 to 2018 and was named Speaker Pro Tempore from 2016 to 2018. In November 2016, Lieutenant Governor Nuñez was named Speaker Pro Tempore of the Florida House of Representatives. She served as the Vice Chair of the Appropriations Committee and served on the Rules and Policy Committee. She was appointed Chair of the Select Committee on Hurricane Response and Preparedness. In the past, she chaired the Health Quality Subcommittee, Government Operations and Technology Appropriations Subcommittee, and Higher Education and Workforce Subcommittee. She began her healthcare career working at Jackson Health System in 2004 as the State Director for Government Relations and handled all aspects of the organization's state affairs. In 2006, she was promoted to Vice President of Government Relations and was responsible for overseeing the advocacy efforts at the local, state and federal level. In addition to her duties, she served on numerous boards and healthcare organizations, including the National Association of Public Hospitals Fellowship Program. In 2010, Lieutenant Governor Nuñez joined Hospital Corporation of America (HCA) as their Vice President of Community Affairs for both Kendall Regional Medical Center and Aventura Hospital and Medical Center. She oversaw their community outreach for 3 and half years and was responsible for a number of marketing and business development initiatives. In late 2013, Lieutenant Governor Nuñez began her own consulting firm, OnPoint Strategies. She has been working with Jackson Health System, providing them with strategic advice on service line and business development. She has also been tasked to work with the Managed Care Department and Population Health.  Over the years, Lieutenant Governor Nuñez has demonstrated her ongoing commitment to the South Florida community through her active involvement in various local organizations and professional groups. She has been involved with the Greater Miami Chamber of Commerce, Leadership Miami, WHEN, and Women in Government. In 2007, Lieutenant Governor Nuñez was named Hispanic Woman of Distinction. From 2007 – 2015, Lieutenant Governor Nuñez served on the Board of Kristi House, an organization dedicated to children who are victims of sexual abuse. Additionally, Lieutenant Governor Nuñez served as a member of the Statewide Council of Human Trafficking. The 15-member Council, chaired by State Attorney General Pam Bondi, was created to support victims of human trafficking by enhancing the available care options. Recently, Lieutenant Governor Nuñez was appointed to the National Assessment Governing Board which sets policy for the National Assessment of Educational Progress (NAEP), also known as The Nation's Report Card. She was also appointed to the Constitution Revision Commission which examined the Florida Constitution, identified issues, performed research and possible recommendations to amend the Florida Constitution. Lieutenant Governor Nuñez is a proud graduate of Florida International University (FIU) and a lifetime member of the FIU Alumni Association. She earned her Bachelor of Arts in International Relations and Political Science, her Master of Public Administration from FIU, and a Six Sigma Certificate from the University of Miami. Lieutenant Governor Nuñez has served in the past as an adjunct professor at Florida International University.  She is also a graduate from Leadership Miami. Lieutenant Governor Nuñez attends Christ Fellowship West Kendall Campus. Less than a month into the 2020 legislative session, there is unrest in the State house between the Speaker and a group of retired lawmakers.Then, the Mississippi Supreme Court upholds a 12 year sentence for contraband cell phone. Plus, the William Winter Institute's Day of Racial Healing.Segment 1:Four freshmen members of the Mississippi House might have to give up their legislative seats if they continue to serve and receive state retirement. A new regulation adopted by PERS--the Public Employees Retirement System allows retirees to collect their pensions while serving in the legislature. The regulation changed is based on an opinion written by then-Attorney General Jim Hood. But, House Speaker Phillip Gunn has advised the House Management Committee to disregard the new PERS regulation over questions of statute.Representative Billy Andrews of Lamar County is one of the four freshmen lawmakers. He tells MPB's Michael Guidry the AG opinion influenced his decision to run for office.Representative Jason White of Holmes County is the Speaker Pro Tempore. He tells MPB's Desare Frazier he believes the law is clear-- that elected officials can not serve in the legislature and draw state retirement.Segment 2:The Mississippi Supreme Court's confirmation of a 12-year prison sentence for an African American man who carried his mobile phone into a county jail cell is shining further light on the need for sentencing reform. Willie Nash was given the twelve year sentence by a trial judge in August of 2018. A 2012 Mississippi law sets a sentencing range of three to 15 years for inmates found with deadly weapons, cellphones or components of cellphones in state jails and prisons. Cliff Johnson, Director of the MacArthur Justice Center at the University of Mississippi tells our Michael Guidry the court's decision highlights the need to look at the prison crisis holistically.Segment 3:Today marks the fourth annual National Day of Racial Healing; a day to address the historic and contemporary effects of racism. The North Carolina State Employees Health Plan (SEHP) crafted a proposal called the Clear Pricing Project. The Clear Pricing Project proposed to pay network hospitals based on a transparent price schedule. Considering that SEHP purchases benefits for something like 720,000 people in North Carolina at a cost to taxpayers of billions of dollars, this seems reasonable. When you’re the fiduciary for thousands of dollars, let alone add six more zeros, it would seem to be non-negotiable to actually see the numbers and not write a check to a black box. Nonetheless, a few of North Carolina’s largest hospital chains disagreed. They want to bill whatever they want and to do so shrouded by a cloak of secrecy. I don’t want to put words in anyone’s mouth, but it appears that the CFOs and CEOs of these hospital systems don’t believe that the treasurer of the state has a right to see what he’s spending taxpayer money on. And these CFOs and CEOs have expressed their position with a brutal onslaught of personal attacks against the North Carolina Treasurer’s office. I feel like this episode needs a trigger warning. As David Contorno, also from North Carolina, has said on this podcast (EP186), the only way to pay less for health care is to pay less for health care. It’s hard to do that if you don’t know how much you’re paying. It just blows my mind when all across this country, financial toxicity is reducing health outcomes while nonprofit health systems—excluding some of the rural ones—are yanking in record profits, and employers and public entities are not messing around when they say that health care prices are an existential threat.  Let’s all get on the same side of this issue, please. Folwell, CPA, was sworn in as State Treasurer of North Carolina in January 2017. As the keeper of the public purse, Treasurer Folwell is responsible for a $100 billion state pension fund that provides retirement benefits for more than 900,000 teachers, law enforcement officers, and other public workers. Under Treasurer Folwell’s leadership, the pension plan was rated among the top five highest funded in the country and won accolades for proactive management and funding discipline. In 2018, the state’s coveted AAA bond rating was reaffirmed by every major rating agency, making North Carolina one of only 13 states in the country to hold that distinction. Treasurer Folwell also oversees the State Health Plan, which provides medical and pharmaceutical benefits to more than 720,000 current and retired public employees and is the largest purchaser of health care in North Carolina. Folwell was first elected to public office as a member of the Winston-Salem/Forsyth County Board of Education. He brought his problem-solving skills to the North Carolina General Assembly in 2004, where he served four terms in the House of Representatives, including one term as Speaker Pro Tempore. Treasurer Folwell began his career as a blue-collar worker and became a Certified Public Accountant and investment adviser after earning bachelor’s and master’s degrees in accounting from UNC-Greensboro.
