A lot of people have had to call out sick from work this winter. Either they had COVID-19, or their kid had it. Now, under a new deal brokered with Governor Gavin Newsom, California workers may get retroactive sick leave for the time they had to take off.  Reporter: Guy Marzorati, KQED  20 states started this year off with a new increase in their minimum wage, including California. A new study finds those wage hikes can help low-income renters avoid eviction.  Reporter: David Wagner, KPCC In downtown Sacramento the restored Sutter Fort is a hot spot for elementary school field trips. People in pioneer costumes. Exhibits of colonial era tools. The fort helped shape California as we know it - but at great cost to Indigenous people.  Reporter: Pauline Bartolone, CapRadio  Along the rugged coast of Mendocino County, groves of towering old growth redwoods were once the hunting and fishing grounds of indigenous tribes. Until European settlers and loggers arrived. Now, one of those forests is being returned to its Native inhabitants. Reporter: Annelise Finney, KQED  Renters in Los Angeles County are getting extra protections to stay in their homes. Here are 2014, 2015, 2016, 2017, 2018, 2019, and 2020. And here are the predictions I made for 2021 (in April; I was really late). Bolded statements happened, italicized statements did not happen (as of 1/1/22). Neither-bold-nor-italic resolved ambiguous. We have a debate every year over whether 50% predictions are meaningful in this paradigm; feel free to continue it. 1. Biden approval rating (as per 538) is greater than fifty percent: 80% 2. Court packing is clearly going to happen (new justices don't have to be appointed by end of year): 5% 3. Yang is New York mayor: 80% 4. Newsom recalled as CA governor: 5% 5. At least $250 million in damage from BLM protests this year: 30% 6. Significant capital gains tax hike (above 30% for highest bracket): 20% 7. Trump is allowed back on Twitter: 20% 8. State Sen. Richard Pan, D-Sacramento, announced the proposal Monday during a news conference at a high school in the Los Angeles Unified School District. Pan, a pediatrician, has long been the Legislature's most outspoken advocate for tighter vaccine requirements. “What we're saying is that if you choose not to vaccinate your child, there's a consequence,” Pan told The Chronicle. “It's to protect the other children because they have rights as well. We need to give confidence and certainty to parents and to school districts that schools can stay open and that they're safe.” The bill, SB871, would expand California's existing COVID-19 vaccine mandate for students by removing the personal belief exemption. A small percentage of students could still receive medical exemptions if they have a bona fide medical condition that prevents them from being vaccinated. California has already eliminated personal belief exemptions for the 10 other vaccines it requires students to receive, including chicken pox, measles, polio and tetanus. It's been five years since California legalized marijuana under Proposition 64 and opened the doors to a new legal market. Yet today, the majority of cannabis consumed here is not legal. A key reason: it's difficult and costly to start and maintain a state-licensed cannabis business. Meanwhile, a robust system for setting up shop as part of the illicit market has been in place long before voters approved Prop 64. Last week cannabis farmers, business owners and advocates gathered at the State Capitol to demand reform to the burdensome tax system that's frustrating businesses and growers of all sizes but making small businesses and farms especially vulnerable to collapse. In outlining next year's state budget proposal this month, Gov. Gavin Newsom said he “supports cannabis tax reform and plans to work with the Legislature to make modifications to California's cannabis tax policy to help stabilize the market.” We'll take stock of California's cannabis industry and proposed reforms.

Single-payer advocates in California scored a big win last week when a proposed law passed through the Assembly Health Committee on an 11-3 vote. Now AB1400, introduced by Assemblymember Ash Kalra (D-27), will go to the lower chamber's Appropriations Committee this Thursday. If it passes, the bill will make its way to the Assembly floor for a vote. Fantastic news, right? It would be, if Governor Gavin Newsom hadn't started to show signs of buckling under the pressure from his millionaire friends in the insurance industry. While Newsom ran his 2018 governor's race on a single-payer platform, he suddenly has flip-flopped on the bill, claiming to reporters that he hasn't read it or the accompanying ACA11, which would lay out the funding for single-payer in California. All of this is happening in the backdrop of the state's private health care system's massive systemic failure to the latest surge in COVID-19. Emergency rooms throughout California are already reaching crisis-level capacity. Here in Sacramento County, positive results are coming back for an incredible 43% of tests. It comes as more and more hospital staff across the state are testing positive for COVID-19. There are an estimated seven million people in the U.S. who are immunocompromised, many of whom don't produce the necessary antibodies to respond to an infection. That leaves them more susceptible to a virus like COVID-19.
