La darrera sessió de ple municipal de l'any centrà bona part del debat en l'aixecament de dues objeccions suspensives emeses per la intervenció municipal i relacionades amb les operacions comptables necessàries per a mantenir la continuïtat dels serveis de bus urbà i neteja, fins que no estiguin adjudicades les licitacions dels mateixos. En el cas dels bus urbà l'Ajuntament ha d'assumir una despesa de 578000€, i en el cas del contracte de neteja caldrà assumir 4,1M€ per a mantenir el servei i els salaris dels treballadors fins al juny del 2026, sense poder garantir que per aleshores el contracte ja estigui adjudicat a la nova empresa. El govern apel·là a la responsabilitat dels grups per donar suport a una mesura obligada per a mantenir ambdos serveis, i l'oposició es mostrà unanimement molt crítica pel fet d'haver d'assumir la responsabilitat d'un retard en la tramitació de les licitacions que consideren fruit de la mala gestió del govern. Amb tot, a l'hora de votar l'oposició es dividí entre els grups que s'abstingueren i els qui votaren negativament. Finalment, les abstencions ajudaren a l'aixecament de les suspensives i l'aprovació dels punts. L'entrada Ple de desembre: l’aixecament de dues suspensives per a mantenir els serveis de neteja i de bus urbà enfronten govern i oposició per la gestió de les licitacions dels contractes ha aparegut primer a Radio Maricel.
El ple extraordinari sobre l’estat del municipi ha estat un intercanvi de retrets entre l’equip de govern del PSC i l’oposició de Junts, Tots, ERC i Sumem. Mentre els socialistes han defensat la feina feta al llarg del 2025, els grups de l’oposició han coincidit en criticar que no hi ha lideratge ni gestió. D’entrada, l’alcalde Lamelas (PSC) ha destacat que, en ocupació turística, el mes de setembre ha estat “el millor de la temporada” i ha recordat els 85 milions d’euros que ha invertit el sector privat aquest any a Lloret. Ha afegit que estan organitzant activitats al llarg de l’any, com les de Nadal, per desestacionalitzar, a més de rebre una subvenció de més de 600.000 euros per renovar equipaments esportius, com el tartan de les pistes d’atletisme, el camp de futbol i la tanca del camp del Molí. Adrià Lamelas també ha recordat que aquest any han inaugurat l’amfiteatre dels Jardins de Santa Clotilde, el bon ritme de les obres de la residència a Can Buch o la reforma prevista a l’estació d’autobusos. Jordi Martínez (Junts), com a cap de l’oposició, qualifica el 2025 “d’un altre any perdut a Lloret, per la paràlisi i l’alcalde incapaç de liderar l’Ajuntament”, a més d’assegurar que l’estiu ha estat “caòtic”. També destaca que han augmentat la venda de droga al carrer. Jordi Sais (Tots) considera que “hi ha desgovern intern”i posa com a exemple que no s’aprova el pressupost del 2026 mentre que es queixa que l’estalvi de 7 milions d’euros respecte del 2024 són “inversions no executades”. Albert Ferrández (ERC) creu que és “molt greu la situació de bloqueig de l’Ajuntament” en no aprovar-se les ordenances fiscals ni el pressupost i demana a l’alcalde que se sotmeti a una qüestió de confiança. Lara Torres (Sumem) afegeix que “Lloret continua amb problemes d’habitatge o d’accés a serveis bàsics”, a més de queixar-se que hi ha “projectes clau encallats com el mercat o la residència de la gent gran”. Sobre aquest últim, Torres s’ha mostrat preocupada per què a hores d’ara, en la recta final de la construcció de l’equipament, “no sabem la gestió ni els serveis per als usuaris”. Coque Hernando (Vox) ha volgut ser positiva en destacar que la feina feta ha estat fruit de govern i oposició, tot i criticar les ocupacions de pisos i la manca de neteja. Fede Guich (dels ‘comuns’, a l’equip de govern) ha exposat la feina feta al 2025 de les àrees de Relacions Laborals (36 persones ateses), OMIC (més de 2.000 consultes), OIAC (més de 31.000 usuaris atesos) – en què es detecta casos de frau en el padró i s’obren 42 expedients-, del SOM, del Teatre (en què s’estan recuperant el nombre de lloguers) i la subvenció de més de 600.000 euros per renovar equipaments esportius. També ha demanat que es renovi la tanca de la pista multiesportiva del barri de Can Ballell. Alejandro Pérez (PSC) ha respost a les crítiques en assegurar que “tot i el que diu l’oposició, s’han fet les coses bé com inversions en via pública, parcs, educació o luminària”. Després d’un breu recés, s’ha iniciat el ple ordinari del mes de desembre, en el qual s’ha donat compte que es prorroga el pressupost del 2025. El regidor d’Hisenda, Carlos Costa, explica que el motiu és que “es continua negociant el pressupost del 2026” i afirma que és una pràctica habitual en altres ajuntaments i el de Lloret. En la mateixa sessió, s’ha decidit suspendre la tramitació durant un any de llicències per a la implantació d'un heliport a Lloret de Mar, davant l’interès d’un particular, per poder estudiar la normativa. L’oposició de Junts, Tots i ERC ha presentat una moció per denunciar la situació del servei de Protecció Civil, arran de la seva absència en el rescat d'una menor setmanes enrere en un temporal a Lloret. Demanen rebutjar la retallada d'hores que “ha afectat greument la capacitat d'operativa del servei, posant en risc la seguretat de la ciutadania”. Tot i el debat generat, la proposta finalment no ha estat aprovada pels vots en contra de PSC i Sumem, a més de l’abstenció dels ‘comuns’ i de VOX. La consellera de Territorio, Vivienda y Transición Ecológica y portavoz del Govern catalán, Silvia Paneque, ha defendido en el 24 horas de RNE la nueva regulación del alquiler aprobada por el Parlament, destinada a cerrar vías de escape a los topes de precios. Paneque ha explicado que, aunque la medida ya estaba conteniendo los precios, se había detectado una “fuga hacia otras modalidades”, como el alquiler por habitaciones. Con la nueva norma, ha subrayado, “aseguramos que ya no haya este incentivo especulativo”, ya que el límite se aplicará por vivienda y no por estancias, aunque se mantenga la posibilidad de alquilar por habitaciones.Paneque se ha mostrado convencida de que la mayoría de propietarios cumplirán la ley y ha defendido que la norma ofrece seguridad jurídica. “La mayoría de pequeños propietarios en Cataluña quieren cumplir la ley, quieren un marco jurídico seguro”, ha afirmado, recordando que el Govern cuenta con un régimen sancionador y con inspectores para garantizar su aplicación. Frente al temor a una caída de la oferta, la consellera ha señalado que, pese a advertencias similares en el pasado, los contratos de alquiler “han crecido en 12.000”, lo que, a su juicio, demuestra que la regulación no expulsa viviendas del mercado.El objetivo último de la medida, ha insistido, es garantizar el acceso a una vivienda digna y asequible. “No estamos legislando en contra de la propiedad privada ni de que haya un beneficio razonable”, ha señalado, pero ha defendido que las familias no destinen más del 30% de sus ingresos a la vivienda. Paneque ha enmarcado la regulación en una política de cohesión social: “No hablamos solo de cuatro paredes y un techo, hablamos de cohesión en nuestros barrios”, y ha asegurado que el Govern está “convencido de la seguridad jurídica” de la norma frente al recurso anunciado por el PP.Escuchar audio
