Contract signings rebounded as more states began to relax precautions taken for the COVID-19 pandemic. Based on its pending home sales index, the National Association of Realtors projected sales of 4.93 million houses in 2020, which would be down less than 10% from the 2019 pace. The trade association forecast 2021 sales to grow to 5.35 million. Tuesday The year-to-year rise in housing prices continued to accelerate gradually in April, according to the S&P CoreLogic Case-Shiller home price index. The 20-city composite index showed a 4% price increase from the year before, up from 3.9% in March. An analyst with the survey called the broad, modest price gains "remarkably stable." The trend suggests a steady demand for housing amid low mortgage rates and a limited inventory of houses for sale. The Conference Board reported a rise in consumer confidence in June, with less pessimism despite continued perceptions of weak economic conditions. Confidence is a key component of consumer spending, which generates about 70% of U.S. economic activity. "Faced with an uncertain and uneven path to recovery, and a potential COVID-19 resurgence,” an economist with the business research group said, “it’s too soon to say that consumers have turned the corner and are ready to begin spending at pre-pandemic levels.” Wednesday The Institute for Supply Management reported that its manufacturing index signaled expansion in June for the first time since the pandemic. Based on surveys of purchasing managers, the index had its biggest one-month jump in readings since August 1980. The trade group said survey respondents had 1.3 encouraging comments for every note of caution. The annual pace of construction spending declined in May for the third month in a row. According to the Commerce Department, outlays for building projects dropped nearly $85 billion or 5.8% since peaking in February. Without adjusting for inflation, the annual rate of construction spending dropped to $1.356 trillion, the lowest since last June. Thursday The U.S. economy continued to rebound in June with job gains and lower unemployment, the Bureau of Labor Statistics reported. Employers added 4.8 million jobs following the addition of 2.7 million positions in May. Payrolls still remained 14.7 million jobs or 9.7% short of the peak level reached in February. Meanwhile, the unemployment rate fell to 11.1% in June from 13.3% in May and a record 14.7% in April. February’s rate reached 3.5%, a 50-year low. The four-week moving average for initial unemployment claims fell for the 10th week in a row, remaining historically high because of job losses related to the pandemic. The Labor Department said 31.5 million Americans received unemployment insurance benefits, including COVID-19 relief. That compared to 16 million beneficiaries the year before. Weekly claims remained above 1.4 million, seven times the filings 12 months earlier. Global commerce continued to struggle amid the pandemic in May as the U.S. trade deficit widened by 9.7% to $54.6 billion, according to the Bureau of Economic Analysis. Larger deficits slow overall economic growth, as measured by gross domestic product. The trade gap grew because exports declined faster than imports. Imports fell by 0.9% from April. Exports decreased 4.4% to their lowest level since August 2009. U.S. exports to European Union countries fell to the lowest mark since early 2006. The Commerce Department said factory orders rose 8% in May following declines of 13.5% in April and 11% in March. Year-to-year demand for U.S.

The sales rate was down 26.6% from the 5.3 million closings in May 2019. The latest rate is the lowest since 2010 and comes after hitting a 13-year high in February. The National Association of Realtors expects the housing market to pick up as stay-at-home restrictions relax. The trade association said the sales pace could beat year-ago comparisons in the second half of 2020. Tuesday The Commerce Department reported a 16.6% jump in new home sales in May, reflecting a rebound after three months of decline. At an annual rate of 676,000 houses sold, new homes were about one-sixth of U.S. housing sales in May but contributed much-needed inventory for the market overall. The Commerce figures represent contract signings, as opposed to closings, and suggest a release of pent-up demand in May. The inventory of newly built houses sank to its lowest level in nearly two years. Wednesday No major announcements Thursday Declining only marginally, weekly initial unemployment claims remained near 1.5 million, the  Labor Department said. In all, 30.6 million Americans were receiving jobless benefits from one program or another, including $600 weekly supplements that expire in July. The unemployment rate among workers eligible for insurance rose to 13.4%, vs. 1.2% the year before. The U.S. economy contracted at a 5% annual rate in the first quarter, according to a third estimate of gross domestic product from the Bureau of Economic Analysis. The setback matched the bureau’s second estimate and included a 6.8% rate of decline in consumer spending, which drives about 70% of economic activity. The first quarter included only the first couple of weeks of shutdowns from the pandemic. Some economists are projecting a record plunge of 30% or more for the second quarter. The Commerce Department said demand for manufacturing revived in May with durable goods orders rising 16.6%. That followed declines of 18.1% in April and 16.7% in March. Compared with May 2019, orders were down 13.6% and at roughly the same level as the end of 2010. Demand for automotive products and military aircraft led the May increase. A proxy measure for business investment rose 4% from April but was down 4% from May 2019. Friday The lifeblood of the U.S. economy, consumer spending, rose 8.2% in May after falling $2.9 trillion or nearly 20% from its peak in February. The Bureau of Economic Analysis said the seasonally adjusted annual rate of expenditures grew largely from increased spending on motor vehicles and recreational goods and vehicles. Even with the boost, the spending level was about where it was in March 2017. Consumer income fell 4.2% meanwhile as pandemic relief decreased, although unemployment benefits grew. The personal saving rate fell to 23.2% from a record 32.2% in April. The average saving rate since 1959 was 8.9%. The University of Michigan said consumer sentiment revived in June for the second month in a row with the most notable gains among residents of regions that were slower to reopen from COVID-19 lockdowns. A resurgence of the virus is likely to dampen confidence and curtail spending, according to the report. Additional stimulus could help but  would come as consumers have their lowest opinion of government economic policies since the beginning of 2017. The Commerce Department reported rebounding revenue for each of 13 retail categories, led by a 188% increase in sales at clothing stores and an 89.7% rise for home furnishings. Seasonally adjusted sales levels were still $44.1 billion lower than their peak in January after three straight months of decline. Sales at restaurants and bars—a key indicator in an economy driven 70% by consumer spending—rose by 29.1% from April, which marked their lowest level since 2003. Tabs from dining out still were the lowest in more than a decade. U.S. industrial output hinted at a recovery in May, rising 1.4% from its output in April, the Federal Reserve reported. Still, overall production was down 15.4% from where it was in February, before the COVID-19 pandemic disrupted global supply chains and devastated demand. Manufacturing output rose 3.8% from April with broad gains led by auto makers, but compared to before the pandemic, factory production was down nearly 17%; automotive was off by more than 60%. Factories, mines and utilities operated at 64.8% of their capacity in May, up from 64% in April but still below the 48-year average of 79.8% and even short of the Great Recession low of 66.7%. Wednesday The U.S. housing industry picked up in May with both housing starts and building permits rising from months of setbacks related to the COVID-19 pandemic. The annual rate of housing starts increased 4.3% to 974,000 residences, which was still 23.2% below the May 2019 pace. Permits for future housing rose 14.4% to a 1.2-million building pace, which was down 8.8% from the year before. The start rate of single-family houses was down 35.5% from its post-recession peak in December. Single-family completions declined for the third month in a row to the lowest level since the end of 2018. Thursday The four-week moving average for initial unemployment claims ducked below 2 million for the first time in 12 weeks, continuing its decline from 5.8 million in mid-April. Prior to the pandemic, the record height was 674,000 in 1982. The Labor Department said 29.2 million Americans were receiving jobless benefits in the week that ended June 13. The gradual decline in unemployment applications accounted for about two-thirds of the 2.8% May gain in the index of leading economic indicators, according to the Conference Board. The business research organization also credited improvements in housing permits and stock prices but said factory orders and consumer expectations kept the index from rising more. May’s increase followed index declines of 6.1% in April and 7.5% in March. A panel of independent academic economists determined that both employment and production peaked, marking the end of a 128-month economic expansion, the longest on record, dating back to 1854. The second-longest expansion was 120 months and ran from 1991 to 2001. Monday’s announcement was the bureau’s quickest. It took an average of eight months to determine the previous five downturns. Tuesday U.S. employers posted 5 million job openings in April, a decrease of 1.9 million or 28% from February. The Bureau of Labor Statistics reported further data illustrating the devastation from weeks of shutdowns to stifle spread of the COVID-19 virus. The number of Americans separated from their jobs in April totaled 9.9 million, following 14.6 million who were let go or quit in March. The number of workers hired reached 3.5 million, the fewest in 20 years of data. The gap between the number of job openings and the level of unemployment took a dramatic turn after nearly two years of signals that demand for workers exceeded supply. Wednesday The broadest measure of inflation declined 0.1% in May, the third straight setback, reflecting the suppression of economic demand. The Consumer Price Index included lower prices for car insurance, gasoline, apparel, air fare and used vehicles, although the cost of housing and groceries increased. The so-called core CPI, stripping out volatile prices for energy and food, fell for the third month in a row, which never happened before in 63 years of data. Year-to-year, the core CPI showed a 1.2% inflation rate, half of the 2.4% rate posted in February. Thursday The four-week moving average for initial unemployment claims continued receding from the record 5.8 million mark in mid-April. The latest average remained above 2 million. The Labor Department said 29.5 million Americans were receiving jobless benefits in the latest week, including 10.2 million through special pandemic relief programs. Inflation on the wholesale level began to rebound in May as the Producer Price Index gained 0.4%, the first increase in four months. Meat prices led the recovery, climbing more than 40% from April. Prices for gasoline and small trucks also rose. Excluding volatile costs for food, energy and trade services, the core PPI rose 0.1% for its first increase in three months. Since May 2019, wholesale inflation overall rose 0.8% while the core rate declined 0.4%, the biggest drop in data going back to 2013. Friday Consumer sentiment continued to rise in early June, ticking up from April lows, according to a long-running survey by the University of Michigan. Because consumer spending makes up about 70% of U.S. gross domestic product, economists see consumer attitudes as clues to economic momentum. Although consumers' feelings toward both current conditions and near-term prospects have improved, the survey found nagging fears related to additional waves of COVID-19 outbreak and repercussions from mass job losses. According to the report, about two-thirds of those surveyed expect financial woes for the economy in the next year. The ISM Manufacturing Index rebounded slightly from an 11-year low in April with new orders overall. Export orders especially recovered a little bit of the ground they lost as most operations halted from the COVID-19 pandemic. The trade group said surveys with purchase managers suggested May was a transition month for manufacturing, but demand and supply chains remained uncertain. Construction spending declined in April for the first time in 10 months, the Commerce Department reported. A 2.9% drop in the annual rate of spending followed nearly $1.39 trillion in expenditures in March, the highest rate in 27 years of data. Residential spending, which covers about 40% of all construction dollars, was down 4.5% from March. Most categories declined as April was the first full month for pandemic lockdowns to take effect. Tuesday No major announcements Wednesday The U.S. service sector showed signs of rebounding in May as the ISM index of non-manufacturing activity contracted at a slower rate than in April. The index posted its first back-to-back contractions since 2009. following 122 consecutive months of expansion. Of 18 industries surveyed, four reported growth in May, up from just two in April. The Commerce Department said manufacturing demand declined further in April with factory orders down 13%, following an 11% drop in March. The setback was widespread and was led by transportation equipment, which included a 53.4% decline in orders for motor vehicles and parts. Unadjusted for inflation, factory orders are at their lowest level since December 2009. Thursday The four-week moving average for initial unemployment claims continued receding from historic highs but at 2.3 million applications remained more than triple the average dating back to 1967. More than 42 million Americans filed new claims for benefits since mid-March, according to Labor Department data, amounting to 27% of the 156 million people in the U.S. labor force. Worker output and hours both decreased in the first quarter at the steepest pace since early 2009, the Bureau of Labor Statistics said. As a result, worker productivity declined at an annual rate of 0.9%, revised from a previously estimated drop of 2.5%. For the quarter, output fell at an annual rate of 6.5%, with hours worked down 5.6%. The statistical period includes only the first couple of weeks of the COVID-19 shutdowns in the U.S. Compared to the year before, productivity rose 0.7%, vs. an average annual increase of 2.2% since 1948. The U.S. trade deficit widened more than expected in April, amid disruptions in global supply chains and demand sparked by the pandemic. The Commerce Department said the trade gap grew by 16.7% to $49.4 billion, with exports declining 20.5% and imports off by 13.7%. With a narrower difference between exports and imports in March, the U.S. economy sank at a 5% annual pace. A larger trade gap will contribute to even greater decline in gross domestic product expected in the second quarter. Friday The free fall in employment losses from the pandemic seemed to have bottomed out in April as employers unexpectedly added jobs in May. The Bureau of Labor Statistics said the country had a net gain of 2.5 million jobs after losing 22.1 million in March and April. That put the job level back where it was at the end of 2011. The unemployment rate declined to 13.3% from 14.7% in April, the highest on data going back to 1948. May’s unemployment still was the second highest on record,
