Dr. Kristen Payne holds the legislature responsible for the problems and argues that if the community is so deeply engaged, then the government should step up to help create change. The coalition asserts that enhancing lead hazard controls could result in savings of $1.7 billion for each birth cohort due to a decrease in violent crime rates.
