POLICY SEMINAR Farm Subsidies and International Trade Rules MAY 25, 2023 - 9:30 TO 11:00AM EDT The 1994 Agreement on Agriculture, which emerged from the Uruguay Round, imposed the first real international trade disciplines on agriculture, including rules on market access, export subsidies, and domestic support. However, no further progress was made at the Doha Round. Today, many WTO members continue to seek tighter constraints on trade-distorting domestic support, while others seek more room for producer support related to developing countries' food stocks. With the next WTO ministerial conference (MC13) scheduled for February 2024, it remains to be seen if progress will be made on these critical issues. This trade policy seminar will provide a review and future-oriented discussion on domestic support, featuring Lars Brink and David Orden, authors of the recently published book Agricultural Domestic Support under the WTO: Experience and Prospects. The authors will examine the domestic support disciplines in the Agreement on Agriculture, the support governments provide, and the accommodation of support that targets sustainability and climate change goals. Taking recent dispute settlement cases into account, they will evaluate one of the most difficult aspects of the Agreement — the measurement of market price support. Their presentation will be followed by comments from international trade experts and a Q&A session. Right Honorable Ambassador Mike Moore serves the New Zealand government from the embassy in Washington, D.C. He is a former Director General of the World Trade Organization, In that capacity, he initiated the Doha Round of the WTO and saw the assention of China into the trade body. He expresses regret at the inaction of the WTO but has hope it remains a means to negotiate disputes. Amb. Moore is astute and colorful in his observations of world trade and describes the ups and downs of New Zealand's agriculture. He also speculates on the prospects for the Trans Pacific Partnership talks and further trade agreements with Europe. The US can do more to improve its trade outlook, trade analyst Edward Gresser notes. The US can finalize trade agreements with Colombia, Panama and Korea; settle differences holding up the World Trade Organization’s Doha Round; end the Cuban embargo. Industries and government can emphasize quality, streamline costs and prepare an educated workforce. Whining about China’s trade success is not part of the formula.

As the Doha Round lies in a cryogenic state, it is important to recognize that comprehensive, multilateral agreement to reduce trade barriers is not the only way to improve the international trading system. In fact, according to recent studies from the World Bank and other international economic institutions— a new study published by the Cato Institute —“trade facilitation” reforms could do more to increase global trade flows than further reductions in tariff rates. In broad terms, trade facilitation includes reforms aimed at improving the chain of administrative and physical procedures involved in the transport of goods and services across international borders. Countries with inadequate trade infrastructure, burdensome administrative processes, or limited competition in trade logistics services are less capable of benefiting from the opportunities of expanding global trade. And that goes for rich countries as well as developing countries. By streamlining and reforming bureaucratic procedures and encouraging competition in communications and transportation services, governments have been helping increase trade, investment, and growth in their economies. Last year, Sir Charles Crawford, the British ambassador to Poland, called the European Common Agricultural Policy "the most stupid, immoral state-subsidized policy in human history, give or take communism." In spite of partial reform, the CAP remains an immensely wasteful farm subsidy program that harms European consumers as well as some producers in developing countries. The CAP is also one the most important obstacles to the successful conclusion of the Doha Round of negotiations on global trade liberalization. Patrick Messerlin, one of the world's leading authorities on agricultural protectionism, will discuss the prospects for CAP's reform and for the future of Doha.
