In 2013, India's Supreme Court made a landmark ruling aimed at transforming the lives of acid attack survivors. It followed a campaign led by Laxmi Agarwal, who at the age of 15 was burned by acid thrown over her body. The attack changed Laxmi's life and scarred her face. In 2006, she took legal action demanding a ban on the sale of acid and more help for survivors. But it took seven years of campaigning before the court made a ruling, as Laxmi tells Jane Wilkinson. India tragically tops the global charts when it comes to acid attacks targeting women. Despite stricter laws and harsher punishments, the number of such attacks continues to increase on the subcontinent. In India, acid attacks are a gender-based crime, often associated with relationship, marriage or dowry issues. This contrasts with the United Kingdom where males are the usual victims, and where attacks usually result from gang-based activities. In either case, the attacks are designed to seriously hurt and maim victims, rather than kill them, thus causing significant and protracted physical and emotion suffering. Numbers are rising The Indian victims are attacked over domestic or land disputes, because of rejected marriage proposals, or spurned sexual advances. Figures released by the National Crime Records Bureau (NCRB) found that between 2014 and 2018, there have been nearly 1, 500 victims of acid attacks in the country. At least one acid attack is perpetrated every day. However, the country with the highest number of acid attacks has the lowest number of convictions – less than 5 percent – according to activists who work closely with victims. This slow rate of investigation and conviction means that the number of cases that remain unsolved keeps adding up with the police and courts. "You are fighting for justice here but then you lose faith in it. The attackers think that they can do anything and simply get away with it," says Pragya, whose NGO sees at least 250 cases of acid attacks every year. A recently released movie “Chhapaak” meaning ‘splash’, is an inspirational story, and a realistic depiction of the brutal aftermath of acid attacks. A movie to highlight problems The movie is based on the life of Laxmi Agarwal, who was burned with acid in the Indian capital in 2005 when she was 15 years old. She has since become an advocate for banning the sale of acid in India and supporting acid attack survivors. “The film is bound to create more awareness and remove ‘acid’ from the minds of people who used it as a weapon to take revenge,” said Agarwal. “Otherwise also, as and when some celebrity raises an issue, it becomes an issue of the society as people realize that someone from among them made the attack.” It has been found that acid survivors often shun social interaction and live as outcasts and it has been estimated in a study of survivors in India that more than a third suffer anxiety, depression and post-traumatic stress. Uttar Pradesh and West Bengal top the list of states reporting the highest number of acid attacks and attempted attacks.

Debabrata Saikia, Leader of the opposition in Assam Legislative Assembly, has criticized the decision of the Union Home Ministry which had downgraded the security cover level of former chief minister Tarun Gogoi from ‘Z+' to ‘Z' category. In a letter to Union home minister Amit Shah, the MLA from Nazira Constituency called the current government “vindictive” and blames the government for withdrawing security cover of those who are critical of the BJP. Singer Zubeen Garg from Assam, who has been participating in anti-CAA agitations in the state, has vowed to not shave until CAA is scrapped. Garg was earlier quoted as saying that he would rather “die” then allow Citizenship Amendment Act in Assam. CAA aims to protect religiously persecuted Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan by giving them Indian Citizenship. The cut-off date for those to be given citizenship in India has been fixed at, on or before 31st December 2014. Patients queued up to avail services at Lifeline Express, the world's first hospital train, which reached Gauripur Railway Station in Dhubri on Saturday. Deputy Commissioner Anant Lal Gyani inaugurated the train. Patients will be treated free of cost, according to reports. Last year, the train reached Churaibari Railway Station of North Tripura district. Lifeline Express, a train healthcare service, was set up as a joint initiative of Impact India Foundation, Indian Railways and Ministry of Health in 1991. JP Nadda was declared BJP National President for the year 2019-22 at the BJP headquarters in New Delhi. The party which tweeted a congratulatory message in Hindi informed that the party's National Election Officer, Shri Radha Mohan Singh, declared Shri JP Nadda unopposed as the BJP National President for the year 2019-22. Nadda was earlier the party's working president and Amit Shah was the BJP National President. In a widely shared TikTok challenge video, Bollywood actress Deepika Padukone states three of her favourite looks to a TikTok user @faby_makeupartist. The actress says that her favourite looks being Om Shanti Om, Piku and Chhapaak. The user then tries those looks. Many Twitter users have accused her of being “insensitive” and “demeaning” for turning the look from Chhapaak into a TikTok challenge. The movie directed by Meghna Gulzar is based on the real-life story of acid attack survivor Laxmi Agarwal. Padukone essayed the role of Agarwal in the movie. Bibek Debroy, author and Chairman, Economic Advisory Council to the Prime Minister was conferred the Prolific Author Award at the SKOCH Public Policy Lit Fest. The award is part of an endeavor to bring public policy literature to the forefront of public discourse and decision-making.
