In National Liberation in Postcolonial Southern Africa: A Historical Ethnography of SWAPO’s Exile Camps (Cambridge University Press, 2015), Christian Williams tells the stories of the many exiles that lived in camps established by the South West Africa People’s Organization (SWAPO) during Namibia’s three-decade liberation struggle. In National Liberation in Postcolonial Southern Africa: A Historical Ethnography of SWAPO’s Exile Camps (Cambridge University Press, 2015), Christian Williams tells the stories of the many exiles that lived in camps established by the South West Africa People’s Organization (SWAPO) during Namibia’s three-decade liberation struggle. Through extensive use of oral testimonies as well as photographic and documentary materials, Williams describes the wide range of experiences that exiles encountered at many of the camps managed by SWAPO throughout Southern Africa. Kongo in the Age of Empire, 1860-1913: The Breakdown of a Moral Order (U Wisconsin Press, 2017) traces the history that led to a violent insurrection that erupted in the town of São Salvador, then capital of the Kongo Kingdom in 1913. The rebels were chiefs who sought to depose the King on account of his inability to prevent the violent means by which their followers were being recruited to work in Portuguese plantations. Jelmer Vos explains how the origins of the insurrection date back to the years that followed the abolition of the trans-Atlantic slave trade, when Portugal increased its political and economic presence in northern Angola and, to that end, sought the cooperation of the leaders of the Kongo kingdom. This was the latest iteration of an almost two-hundred year long relationship between the two states and marks the beginning of Portuguese colonial expansion in the region. The book offers a detailed and layered account of how the new relationship between the Portuguese and the Kongo elites allowed the latter to re-invigorate the economy of the Kingdom and reinforce their hold on power. The Portuguese, on their part, gained greater access to labor and other resources through the cooperation of Kongo leaders who effectively acted as intermediaries between the Portugal and the people of Kongo. The decline of the rubber trade and the creation of a plantation economy changed the nature and intensity of Portuguese demands and put increasing pressure on Kongo leaders to recruit workers for the plantations. This ultimately led to violence and the increasing discontent that erupted at the rebellion of 1913 when it was clear that the moral order that the King was charged to uphold and represent had broken. In The Politics of Disease Control. Sleeping Sickness in Eastern Africa, 1890-1920 (Ohio University Press, 2019), Mari K. Webel tells a history of colonial interventions among three communities of the Great Lakes region of East Africa. At the dawn of the twentieth century, Eastern African societies faced a range of social, political and economic challenges, many of which were connected to the establishment of British and German colonial regimes. In the midst of these, African societies experienced an epidemic outbreak of human African Trypanosomiasis, commonly known as “sleeping sickness.” The epidemic posed a serious threat to the economic prospects of colonial regimes who felt it necessary to authorize and fund large scale campaigns aimed at researching a treatment that could cure and stop the spread of the disease. Dr. Webel locates these colonial interventions in the context of the rich intellectual worlds that Great Lakes' communities used to make sense of experiences of misfortune and illness. She argues that only by understanding the concepts and strategies that Africans had historically used to navigate challenging times, can we explain how and whether they chose to interact with the health efforts promoted by colonial authorities. The book highlights the long, largely neglected, and mostly unsuccessful, quest to eradicate or treat human African trypanosomiasis. It explains the impact that early campaigns to contain the disease had on the rationale and design of subsequent public health interventions in other parts of Africa, and how colonial narratives continue to affect modern research agendas into tropical diseases. Moreover, the book underscores the importance of paying attention to local, cultural and historical factors in the design of any public health campaign. Legislative Development in Africa: Politics and Postcolonial Legacies (Cambridge University Press, 2019) examines the development of African legislatures from their colonial origins through independence, autocracy and the transition to multi-party rule. In it, Ken Ochieng' Opalo seeks to explain the different trajectories that African legislatures have taken, why some have become stronger than others, and what are the conditions that allow for democratic institutions to emerge from an autocratic system. The book combines a broad historical analysis of legislatures throughout Africa with the comparative case studies of Kenya and Zambia. It employs both quantitative and qualitative data to support the argument that despite the limitations imposed by autocratic rulers, the seeds for the development of strong legislatures can be planted during periods of non-democratic rule. Histories of African nationalism and decolonization have often assumed that political ideas such as freedom and democracy were imported into African colonies and helped motivate Africans to seek their independence. Through an insightful reading of Swahili language press, Dr. Emma Hunter's new book Political Thought and the Public Sphere in Tanzania (Cambridge University Press, 2017) documents the emergence of a public sphere in Tanzania, which predated the nationalist period and allowed for a wide range of voices to debate ideas about political authority and society. Without losing sight of the transnational arena where many of these ideas were vigorously discussed, the book examines the diverse meanings that notions such as progress, democracy, representation and freedom acquired in local contexts. By doing so Dr. Hunter offers a longer and more complex history of political thought in Tanzania from the early twentieth century to the first decade after independence. In his book Colonial Buganda and the End of Empire: Political Thought and Historical Imagination in Africa (Cambridge University Press, 2017), Dr. Jonathon Earle illustrates the rich and diverse intellectual history of Buganda, an East African kingdom that came to be incorporated into the modern state of Uganda. Earle constructs the intellectual biographies of four important Ganda activists who articulated and debated ideas about kingship, political pluralism, citizenship, and justice. Their views on state and society were drawn from a diverse range of sources such as religious texts, classical political thinkers and local histories. Earle's book shows that often used distinctions between “sacred” and “secular” or “African” and “European” oversimplify and obscure what was a more pluralistic intellectual milieu. In writing this book, Earle uses a wide range of primary and secondary sources among which are several private archival collections that had not been previously available to historians. The book is currently a finalist for the 2018 Bethwell A. Ogot Prize presented by the African Studies Association to the author of the best book in East African Studies. Today we spoke to Gregory Mann about his book From Empires to NGOs in the West African Sahel: The Road to Non-Governmentality (Cambridge University Press, 2014). Gregory Mann investigates how the effectiveness of government institutions declined in the years following the independence of nation-states of the West African Sahel and gave way to a state of non-governmentality. Rather than presenting a linear explanation of this decline, Mann describes instances in which one can see its multiple roots and intricate evolution. These stories describe the activities of anticolonial leaders and intellectuals during the waning years of the colonial empire and its immediate aftermath, debates over the status of migrants and immigration within the Sahel and to France, the arrival of NGOs in light of governments inability to address the drought and famine that afflicted the Sahel between 1973 and 1974 and, finally, the role human rights organizations in the handling of Saharan prisons. By telling these stories Mann illustrates how current understandings of government decline as the result of either neocolonial or neoliberal interventions are both misguided and insufficient and sets the stage for a more nuanced debate about the role of the state in Africa that goes beyond its brief post-colonial past.
