Two Months AD (After Dean) Signals a Change in Tone for Doug Ford's Tories

Dean French left the Premier's Office at Queen's Park about two months ago and, by accident or design, the tone and approach of the Doug Ford government has shifted significantly. That tone was front and centre this past week at the annual AMO (Association of Municipalities of Ontario) meeting in Ottawa. It wasn't a love-in by any stretch of the imagination. Local governments are still struggling with Queen's Park's decision to cut funding for municipal services including public health and child care. But, there was dialogue. The premier and his cabinet entertained some 600 meetings with municipal mayors, councillors and adminstrators during the AMO conference.  While the reception for Premier Ford may be described as cool, Municipal Affairs Minister Steve Clark got a rock star welcome. The local governments feel he's listening. And listening hasn't been a strong suit for this government so far. It's also worth noting that this is the final week of the summer vacation for school kids and for all the predictions of an all out war with the teachers' unions, it would appear that Ontario students are going to head back to class without a lot of drama. It doesn't mean it won't be an issue as we move into the fall term, but for now, all's relatively quiet on the labour front. None of that would have been even considered two months ago when Dean French ruled the roost as the premier's chief of staff. It not only signals a change in tone, it signals a government that may have finally moved from campaign mode (a year after winning office) to governing mode.

Over those “send her back” chants at a rally. And yet, he hasn't said a peep about a Quebec upper court upholding the Religious symbol ban. A heavy handed and expensive process. And the pot shop simply got its own fork lift and moved them. Since he took office, Ontario Premier Doug Ford’s popularity has plummeted, with his approval rating currently sitting around 20 percent. Last month, his chief of staff Dean French resigned amid allegations of nepotism after it was revealed that he had personal connections to two people appointed as trade representatives for the government. Several other resignations have followed.  Host Tamara Khandaker speaks with Travis Dhanraj, the Queens Park Bureau Chief for Global News about the cronyism accusations lobbied against the Ford government and how the scandal plaguing the Ontario government could impact Andrew Scheer’s Conservatives in the upcoming federal election.

To discuss the topics of the week, Libby Znaimer is joined by John Capobianco, Senior Vice President & Senior Partner of FleishmanHillard HighRoad, Charles Bird, Managing Principal of Earnscliffe Strategy Group in Toronto, and Kim Wright, Principal of Wright Strategies. The provincial premiers are meeting in Saskatoon and for the first time in a long time, there is not a single woman among them. Does that matter? The five Conservatives got a head start at the Calgary Stampede yesterday reinforcing their stance as a united front against the carbon tax. Doug Ford, of course coming off a really bruising legislative session and refusing to answer questions about the Dean French patronage scandal which hit after the cabinet shuffle that was supposed to mark a major reset. In the midst of all this, it appears the Conservatives have all but lost their lead over the Liberals in the latest polling which shows that Justin Trudeau is finally recovering after his own disastrous session.

This week on Open Sources Guelph is no jaunty burger flipping affair. Of course, we weren't the ones demoted from being finance minister after just one budget, but it's hard to believe that's a cause for celebration. We're going to cover the upheaval at Queen's Park last week, and speaking of disasters, we'll revisit the Trump White House again. In the back half of the show, we'll look at the ongoing concerns of election security, and the potentially greater threat of nuclear power (or is it a threat?). This Thursday, June 27, at 5 pm, Scotty Hertz and Adam A. Donaldson will discuss: The French Disconnection. Late last week, Premier Doug Ford tried to hit the reset button on his barely one-year old administration by shuffling all but seven people in his cabinet, including some of its most high-profile members. Then he announced new economic envoys with plum six-figure salaries, and all was well until it was discovered that two of those people had personal connections to chief of staff Dean French, who suddenly realized it was time to go back to the private sector. What next for Doug and Co.? Great Generals. The Iran situation has some how gotten both worse and better. In retaliation for the shooting down of an unmanned drone, U.S. President Donald Trump decided to launch a counterattack, but ended up scrubbing the mission with 10 minutes to spare when he asked out of idle curiosity what the casualty estimates would be. In the meantime, Trump is being pushed to act by chicken hawks in his administration, while some of his Fox News friends and other Republican urge restraint. So there's that, and we've ran out or room to talk about the new rape allegation... We're Still Not Safe. Elections experts are warning (again) that this fall's Federal Election is going to be highly vulnerable to all sorts of social media interference. In all, it seems like Facebook, Twitter et al have not learned the lessons of 2016, and have still left us all vulnerable, through in-action, to the same fake news, fake players, DDOS attacks, and other sorts of bad actors on the internet be they domestic or foreign. How concerned should we be about the integrity of our election, and is anyone in authority going do anything? Free Nuclear? A Globe and Mail opinion piece tried to make the case to go nuclear, which is to say revisit nuclear power as a viable alternative to our energy concerns as we try and reduce our carbon footprint. It's been decades since nuclear has been seen as a viable method to solve future energy needs, but the recent HBO miniseries Chernobyl reminded us that the dangers with nuclear power are considerable, and its not entirely "clean" either. So what do we think? Is it time to reconsider the past and think nuclear for the future? Open Sources is live on CFRU 93.3 fm and cfru.ca at 5 pm on Thursday.

One week after the Doug Ford government celebrated its first year since since winning a sweeping majority in Ontario and reducing the governing Liberals to less than party status, the premier didn't just shuffle his cabinet - he blew it up and rebuilt it. Doug Ford fired/demoted some of his key front benchers. Barely a couple of months after tabling his first (and only, it seems) provincial budget, Vic Fedeli lost his job as the Finance Minister - demoted to a lesser portfolio as Minister of Economic Development, Job Creation and Trade. Education Minister Lisa Thompson was bumped down to Government and Community Services. And Lisa MacLeod was nearly gleeful when she was shifted out of the Children, Community and Social Services ministry to take over Tourism, Culture and Sports. Rod Phillips got the nod to take over the Finance portfolio, leaving Environment to Jeff Yurek, who was shifted out of Transportation in favour of Caroline Mulroney. And rookie Doug Downey assumed the robes and role of Ontario's Attorney General. So this was a first class shake up; it was described as 'the reset' for Ford Nation; it was cast as the government's opportunity to rehab some of the self-inflicted wounds it suffered in the first year since being elected. Not so fast. The cabinet shuffle was completely sidelined, derailed and torched by a series of questionable patronage appointments, (announced mere hours after the new cabinet was introduced), the Premier's decision to rescind the appointments a day later AND the sudden resignation of his Chief of Staff, Dean French. Add to that the province's announced decision to cancel Canada Day festivities at Queen's Park as a cost saving measure and it turned into another bad week for Premier Ford and his team. The new year starting much the same way the old year ended.
