A new book published this month provides an in-depth look into the devastating policies of the Ford government across a wide range of public policy issues: from health care to labour and Indigenous lands. Against the People was co-authored by Brian Evans and Carlo Fanelli. Ryan Kelpin is one of more than 20 contributors to the book. He joins us to talk about Doug Ford's radical restructuring of municipal governments.

The Greenbelt and the Auditor General ReportThe Ontario Greenbelt's history has been a contentious one. From its creation, it has been resisted by developers whose sought to make obscene profits from unended sprawl. The Greenbelt Act in 2005 did not deter them, only increased their involvement and investment in Provincial politicians.Ford Nation also has a complicated history with the Greenbelt and political resistance to his plans to carve it up and hand it over to his biggest donors. But now, the receipts are official in the form of the Auditor General's report on the land selection process by the Ontario Progressive Conservatives. Remember all the noise from the Ontario government about getting daycare rebate cheques to families in May, after Ford Nation agreed to be part of the national daycare program? Well, no cheques in May. No cheques in June. In fact, there's only one municipality in the GTA that has opened up its application process for daycare operators. There is precious little indication that this program will do much for the families who need the support or for the licenced operators who provide the service. The promise was to have the $10/day program fully implemented by 2025. At this rate, the majority of kids who need the daycare now will "age out" by the time the government gets its act together.

More seats, more popular vote means four more years for Premier Doug Ford in Ontario. And he did it by staging near perfect campaign. He didn't engage the media. He didn't engage the Opposition, except on Debate Night. He barely spoke in public during the final ten days of the campaign and he came away with a resounding win. Of course, when one party wins 60% of the seat in the legislature, it means at least one opposition party had a very bad night. In this case, both the NDP and the Liberals are battered and bruised. And they're both looking for a new leader. The New Democrats will likely bounce back with fresh blood in the Leader's chair. Under new leadership, the NDP can take full advantage of being only one of two official parties in the legislature and make the Liberals completely irrelevant by 2026. Given the party's decision to choose Steven Del Duca as Kathleen Wynne's successor was a huge mistake. He was stuck with the baggage of the Wynne government AND HE GOT TROUNCED in his own riding in 2018. Add to that, the ridiculous decision to have Del Duca lead the party for two years without having a seat in the legislature and the game was all but over before the campaign even started. I'm not convinced the Liberal party gets up off the mat, let alone takes a standing 8 count. This is another four years of wandering in the wilderness. And this defeat is worse than the Wynne loss in 2018. The bar was so low, Del Duca should have been able to clear it without much difficulty. But he ran the campaign like it was a Limbo Challenge when it was Hurdles Race.

All agree Doug Ford's below-the-radar approach to this election campaign is working for him. All indications are, he'd have to stumble hard to be reduced to a minority government. But does the peek-a-boo strategy hurt when several communities were hit by a deadly and devastating spring storm? Meanwhile, have the Liberals admitted they can't win? Internal party polling was leaked to Rob Benzie at the Toronto Star, suggesting the Liberals believe they can hold the PCs to a minority if they can win tight fights against the NDP.
Polling and seat projection numbers seem to be fluid, with less than 2 weeks to go before Election Day in Ontario. In three separate stories over the Victoria Day weekend, the Toronto Star says the Liberals could hold Ford Nation to a minority, the NDP is gaining at the expense of the Liberals, and the Liberals out poll the NDP but would finish third. National Post columnist Kelly McParland is of the opinion that "Pierre Poilievre is too big a risk to lead the Conservatives" McParland calls Poilievre's attack on Bank of Canada Governor Tiff Macklem "reckless and dangerous". You might even call it the stuff of unhinged conspiracy theories. What a contrast between the CPC wannabe PM and Doug Ford, the wannabe re-elected premier of Ontario. Dull Doug's approach to the provincial campaign is working. He appears to be on track to lead another majority government. No drama. No meme material...so far. Campaign ain't over. But Ford's team has managed to plot a safe and steady track for Ontario PC leader. They've avoided any accusation of guilt by association with Poilievre. He's proving he can appeal to the conservative "core" and still win the general election. On the other hand, McParland says, "There is an imperiousness and inflexibility in (Poilievre's) performances that bodes poorly for someone who would need to bring a divided party together, and then do the same for a divided country."

It's as if they've taken a few laps to get their legs and jockey for positioning and now the provincial parties in Ontario are preparing for the final lap bell to ring. The party leaders are all in debate prep mode and the dead gallop for the final two weeks leading up to Election Day on June 2nd. The Ontario Progressive Conservatives were already at an advantage among decided voters prior to Budget Day. Now, Doug Ford and his team will run on the fiscal plan presented this past Thursday. The legislature will not sit Monday or Tuesday, meaning no vote on the budget before the Lt. Governor officially dissolves the legislature on Wednesday and officially sends Ontarians to the polls June 2nd. Most of what's in the budget has already been announced or leaked. But is it possible that what's NOT in the budget will be the backbone of debate during this campaign. The opposition are pointing to a litany of promises made in 2018 the Tories failed to keep or simply bailed out on.

In this interview Nashwa and Ryan wanted the audience to learn more about Andrea and the Ontario New Democrats. This episode focused on provincial issues such as the vaccine rollout. The rollout continues to be a disservice to Ontarians as many have witnessed egregious lines at pop-ups and people rely on a community-driven twitter feed for information about the vaccines. Ryan and Nashwa also ask about the Ontario NDP's launch of the Green New Democratic Deal. Although this was recorded during phase two and we are now in phase three the rollout remains disjointed and inequitable. As a podcast project, we are constantly thinking about a world beyond electoral politics and hope for electoral politics with teeth that go beyond platitudes. Ryan wraps up by asking an evergreen question about the future of the Ontario NDP, how the base is being built, and how the provincial party plans to retain power. During the pre-show, Ryan and Nashwa discuss the current state of so many political issues throughout Ontario and why we want Ford out. While we vehemently recognize and acknowledge the limitations of electoral politics we hope this episode presents an alternative to the Ford Conservatives. Last week Doug Ford's Conservatives rammed through Bill 307. For the entirety of the pandemic, there was no urgency for an adequate paid sick days plan, to stop COVID evictions, to roll out an accessible vaccination program, to redress long-standing issues throughout the Long-Term Care system, and so much more. The list of moments throughout this pandemic that were urgent for so many Ontarians and not prioritized by Ford Nation are quite obvious. At the same time, we are witnessing a burgeoning fascist movement in Ontario and throughout Canada. We have been experiencing a rising unchecked white supremacy grow in Canada, overlapping with the anti-mask conspiracy parades. We fear that as Canada “goes back to normal” hate crimes will inevitably increase (terminology that frankly requires its own reckoning and further complexity). This contingent, which was emboldened after Donald Trump's election as well as the general acceptance of far-right hate speech in Canada's political discourse has been left entirely unaddressed. The Ford government is part of this. With cabinet members like Merrilee Fullerton and friendships with people like Charles McVety it is rather clear that this is a government that is friendly to bigotry. Bill 307 was rammed through last week after courts had deemed it unconstitutional because it unjustifiably violated Ontarians' right to freedom of expression – in particular affecting this important right during elections. Instead of appealing the decision, the Ford government invoked s. 33 of the Charter: the Notwithstanding Clause. The legal rule is an emergency tool governments can use to override certain Charter rights, even after a court deems a law unconstitutional. This tool has never been used in Ontario because invoking the Notwithstanding Clause means that a policy is going to violate fundamental civil liberties. This shows just how far Ford will go to achieve his political goals.Regardless of where you fall politically, even if you are beyond electoral politics, Ford's time in office has been devastating for activists and organizers throughout the province fighting like hell to keep people safe and alive. From his austerity cuts and right-wing populism, the racist dog whistles he has used to signal that he's on the side with the white supremacists, Ford needs to go. In Ontario, one could describe the current electoral political arena as something like the Sanders versus Trump showdown that never materialized in the US. With decades of Liberal governments neglecting Long-Term Care, destroying our public services, and so much more, the NDP finally holds a position as the official opposition in a way they previously have not. We have less than one year to get the Ford government out of office, but we can also dream far beyond that. We are very cognizant of the limitations of electoralism, as we've expressed on many occasions on this podcast, but it is also important to recognize multi-method action. The Ontario legislature is now in its summer break. MPP's will be back at Queen's Park in September. In the meantime, there is a good deal of speculation, if not expectation, that Premier Doug Ford will shuffle, maybe blow up, his front bench. The Toronto Star is reporting that Ford is considering a major cabinet shakeup as he prepares to present a team worthy of re-election a year from now.
As we recorded this session, it was the first time in months that we could say, "Premier Ford didn't meet the media this week." (NOTE: He did so a few hours after we wrapped our recording). All in all, it marked a relatively better week for the Ontario government. There are still plenty of critical voices, pointing to the Auditor General's report on LTC during the pandemic, too few "paid sick days", and the Opposition managed to resurrect the Rod Phillips scandal. But the vitriol and steam have come out of the discourse, so that qualifies as a "relatively" good week for Ford Nation.
Bad days have quickly turned into bad weeks for Premier Doug Ford and his Ontario government. Now, it's clear that the province's handling of the growing COVID crisis has shaken public confidence in Ford Nation. Polling by Maru Opinion indicates 8 in 10 Ontarians believe the Ford government is "flying by the seat of its pants" and only 1 in 5 would commit to voting for the Progressive Conservatives. An emotional news conference by Ford capped off what is becoming a disastrous month for him and his cabinet.

We have have documentary evidence that Councillor Rob Ford was writing letters of support for an organization that was seeking funding from Qatar Charity. This funding they were seeking is given only to those groups who support the ideology of the Muslim Brotherhood. But given that Mr Rob Ford is deceased it seems unreasonable to pursue this any further without his being able to identify what he was thinking at the time. But we do have Doug Ford. The examples we will discuss today will show that there are Islamist influences in his government which are commonly known. But yet he chooses to take no action. This does seem strange. Ontario’s Finance Minister Rod Phillips delivered the Fall Economic Statement in the legislature this week and it was criticized by the left and the right. The opposition NDP accuse the Ford government of making drastic cuts to programs and services while staunch conservatives shout about Ford spending more than the Kathleen Wynne government. Getting heat from both sides suggests to Phillips they got the balance just about right. They’ve added cash to health and education, focused on some tax relief, (especially for small business) and have a plan to flatten the deficit a year into their next mandate. Above all, the ON THE LEDGE crew agrees this Economic Statement is a much needed reset for Ford Nation.
Is there a movement to draft Jane Philpott as a Liberal leadership candidate? Is it time for the New Democrats to replace Andrea Horwath? It’s nearly universally acknowledged that Ford Nation spent its time well during the five-month recess at Queen’s Park if, for no other reason than, it changed its tone and approach, finally shifting from “campaign” to “governing” mode. And the ON THE LEDGE panel says that’s made it more difficult for the opposition to lay a glove on the Tories. The question then is how will the change in tone by the PCs effect the immediate and longer-term strategies of the opposition NDP and Liberals.
The Ontario legislature was back in business this past week after a nearly five month recess. Things kicked off with a "day of action" demonstration by public service unions but it wasn't as spirited as one may have expected. The ON THE LEDGE panel chalks that up to an obvious change of tone from Premier Doug Ford. There was some barbs in house during Question Period but there was a noticeable change in behaviour. Spectator could not only hear the questions, they could hear the answers. Premier Ford may be speaking softly but it would be wrong to think he doesn't still carry a big stick.
This week, after a five-month long hiatus, it's finally "Back to School" time for the Ontario Legislature. Observers have been wondering if the extended break might allow for a more collegial tone to fall on Queen’s Park, especially as the government faces a number of pressing and challenging issues. Who better to ask if this is the case than our own MPP Mike Schreiner? As you all know, the late return of the Legislature is due to the Federal Election. After Justin Trudeau and the Liberals retained power, it looked like a new Doug Ford was taking over, he was making media appearances, and talking about how the Feds and the Province will now work together to improve life for everyone. That's a big change from the ruckus, combative Ford regime we're seen so far in Question Period. Schreiner's not so sure he buys this new tone. True, it looks like efforts are being made, but the Ford government is still chasing a Supreme Court challenge to the carbon tax, is still insisting gas stations post their anti-carbon tax stickers, and is still facing labour disruption with teachers and other provincial employee unions. How long can the shiny happy version of Ford Nation last? Is it even built to last? On this edition of the podcast, Schreiner will talk about his criticism of the carbon tax court challenge, and why Premier Ford should give it up in the wake of the election. He also talks about how the new tone worked, at least on the first day of Question Period, and why he suspects that it might not last. Schreiner then discusses why people need to keep up the pressure on the government over the next couple of months, and why he hopes that his private members bill to protect the Paris-Galt Moraine might bring people together. One week after the Doug Ford government celebrated its first year since since winning a sweeping majority in Ontario and reducing the governing Liberals to less than party status, the premier didn't just shuffle his cabinet - he blew it up and rebuilt it. Doug Ford fired/demoted some of his key front benchers. Barely a couple of months after tabling his first (and only, it seems) provincial budget, Vic Fedeli lost his job as the Finance Minister - demoted to a lesser portfolio as Minister of Economic Development, Job Creation and Trade. Education Minister Lisa Thompson was bumped down to Government and Community Services. And Lisa MacLeod was nearly gleeful when she was shifted out of the Children, Community and Social Services ministry to take over Tourism, Culture and Sports. Rod Phillips got the nod to take over the Finance portfolio, leaving Environment to Jeff Yurek, who was shifted out of Transportation in favour of Caroline Mulroney. And rookie Doug Downey assumed the robes and role of Ontario's Attorney General. So this was a first class shake up; it was described as 'the reset' for Ford Nation; it was cast as the government's opportunity to rehab some of the self-inflicted wounds it suffered in the first year since being elected. Not so fast. The cabinet shuffle was completely sidelined, derailed and torched by a series of questionable patronage appointments, (announced mere hours after the new cabinet was introduced), the Premier's decision to rescind the appointments a day later AND the sudden resignation of his Chief of Staff, Dean French. Add to that the province's announced decision to cancel Canada Day festivities at Queen's Park as a cost saving measure and it turned into another bad week for Premier Ford and his team. The new year starting much the same way the old year ended.
