PennDOT is embarking on a long-term project to make major improvements along Interstate 83 in the Harrisburg area. This multi-phase project will have a major impact on motorists in the Capital region for the next several years. Richard Reisinger, Design Chief of the project, shared an overview about the improvements planned for the I-83 Eisenhower interchange. “Specific to the Eisenhower interchange, it will be a brand-new interchange constructed. That will include new connections to all the legs for traffic, so it will be connections to Interstate 283, 322 to the Hershey area, the main line of Interstate 83 along with local road connections in that vicinity, “said Reisinger.According to John Bachman, Project manager, this will be a long-term, multi- phase project. “Well, I guess we go back to the master plan that was done and started in 2001 and finished in 2003. We have East Shore Section 1, which is union deposit to 81. That's already through design and construction. Right now, we have in final design the Eisenhower interchange and also East Shore Section 3, which is down in the city of Harrisburg, and that piece there is under construction right now. Construction again, as we said, is kind of jump from Section 1 to Section 3. Until we get everything done, it's probably going to be around 2038 up at the Eisenhower, “said Bachman. Bachman says they are working to keep the interstate flowing during the construction. “So we're going to maintain the lanes we have out there now. That varies as you drive through the corridor from the Susquehanna River up to the Eisenhower interchange. There will be detours. As people are familiar with the Eisenhower, it is a multi -level interchange with ramps connecting, as Rich noted, between 83, 283, 322, and then you have the local streets” However, Reisinger, believes these upgrades overall will improve safety and traffic flow once completed. “Well, anyone who travels the corridor knows. There are several bottleneck areas where traffic queues and has heavy volumes and slows down, so the intention here is to, in basic terms, provide three lanes of travel, three through lanes of travel in each direction. Certain areas, there will be additional auxiliary lanes that will serve as ramp connections, so to make that improvement, to keep the traffic that really wants to flow through the area continuing to flow, not providing or not having those backups and queuing and a lot of lane change potential should help with safety greatly, along with, as we mentioned, that local road connection, so Paxton Street, Union Deposit, trying to clean up some of those connections and make the local road network also more user friendly, “said Reisinger. I first met Andy Bachman when he was a rabbinical student and he tutored my son Jon for his bar mitzvah. Bachman later served as Senior Rabbi at Congregation Beth Elohim, the reform synagogue in Park Slope, Brooklyn. In August, Bachman was supposed to participate in a discussion at the Powerhouse Arena bookstore. When he arrived, he found a sign in the window that said the event had been cancelled. Bachman later found out the discussion had been called off because he's a Zionist. This is an important conversation about intolerance, war and political divisions. “Now What?” is produced with the help of Steve Zimmer, Lucy Little and Jackie Schwartz. Show Notes: Robert Frost married his high school girlfriend 10 days after graduating. After moving back to New York, Robert worked at a consulting company called A.T. Kearney. He was interested in business and thought consulting would be a good way to go while working towards becoming a CEO. However, three weeks in, he realized consulting wasn't for him. From Columbia University to Real Estate Robert worked with Kearney's Global Business Policy Council, which provided political advice to senior leaders in business and advised governments on business practices. He worked on projects advising countries on transitioning to free market economies. He also worked with Kearney on cultivating C suite level clients. After a few years, Robert went to business school at Columbia University. At Columbia, he was attracted to investment banking and private investing. After pursuing more technical training, he worked at Bear Stearns in the real estate gaming and lodging group from ‘97 to 2000, but while he liked the work and people, he didn't like the lifestyle. and later found a partner and started buying real estate. They bought and sold real estate in New York during the up market, but in 2006, they realized there was nothing to buy. They sold most of their property, found another partner, and started building affordable housing units in the Bronx, rezoned industrial real estate and built housing units. President of the Lucius N. Littauer Foundation and Buying a Football Team Robert became the president of the Lucius Littauer foundation in 2011, which he helped streamline. Robert talks about how his business ventures are built on a foundation of unlocking processes. More recently, he has been involved in other projects, such as buying a third-division soccer team in Lisbon, Portugal, which had a beautiful old stadium but needed money to pay bills and become professional. They raised money from investors and bought the team from the club. They professionalized the organization, hiring a head of football, administration, scouting department, and investing in the beautiful stadium. They also invested in a hospitality suite to become a destination for Lisbon visitors. Robert talks about the experience of running a football team and the real estate component of the business play. Harvard and the Jewish Community Robert shares a little about his background, his father, and his experience with the Jewish community. His father attended Harvard, joined the navy, and later became the founding president of Harvard Hill. He talks about the culture at Harvard at that time, how it influenced his father, and how, both his father's and Robert's role with the Littauer Foundation. Robert talks about the foundation's involvement with the Jewish community and how his father's legacy continues to influence the foundation's future, as it continues to support the Jewish community and provide funding for various programs and projects. The conversation turns to antisemitism, Robert and his father's experience at Harvard, and how the university's anti-Semitism efforts have evolved over time, with some factors being institutional and others being intentional. Rezoning in New York City Robert discusses the process of rezoning in New York City, which involves both formal and informal steps. In the formal process, a draft environmental impact statement is filed, which goes through a series of reviews and approvals by various constituencies, including community boards, borough presidents, city councils, and mayors. The informal process involves scoping of the study on the environmental impact and analyzing the community's needs, and attending numerous community board meetings. He talks about the areas they focused on and why, the transactions made, and putting together teams. Building Affordable Housing The conversation turns to the importance of affordable housing, and Robert shares how they developed affordable housing. They have almost no tenants who make more than 60% of the average median income, and their rents are programmatically sized to accommodate 20-30% of people coming out of the homeless system. Robert notes that this industry has existed for a while, but it is now difficult to build true affordable housing due to inflation, land costs, and construction costs. Currently, the Affordable Housing Program is a leveraging of the federal Low Income Housing Tax Credit Program, which grants tax credits to not-for-profit entities to build affordable housing. However, this approach has led to increased costs for developers. New York City has provided supplemental financing through second and third mortgages and low interest rate grants, but these grants have not kept up with inflation in construction and land costs. He also talks about financing and regulatory issues. The Decision to Leave Consulting Robert explains why he did not like consulting and how his perspective on sales and selling has changed since his time at Kearney. His early experience with consulting led him to realize that he wanted to be in charge of his own business. He initially thought he wanted to run a big organization but realized that he didn't like the level of responsibility over people's lives. He prefers running a small organization and having services provided by third parties, as he doesn't enjoy the human responsibility of running a big organization. Influential Harvard Professors and Courses Robert recounts his experience at Harvard Student Agencies (HSA) before becoming president. He explains how his role involved budgeting and rolling up a corporate overhead budget for 10 different businesses. The board was not supportive, but from this experience, Robert learned about dysfunctional dynamics. He emphasizes the importance of learning from mistakes and not allowing one person to dictate the dynamics. She received her bachelor's degree from Washington State University, in Elementary Education with an endorsement in English Language Learners. Her first year teaching was spent at a Title 1 school, and after that year she felt inspired to learn more about how to support her students' emotional and behavioral needs. She went back to school and received her master's from Bellarmine University in Trauma Informed Practices. This program has shifted Karissa's perspective and helps her better meet her student's emotional needs, which in turn has allowed her to more effectively meet her students' academic needs.

This week on a far-ranging episode of Transmissions: guitarist, folklorist, and all-around-top-notch thinker Daniel Bachman. A songwriter and composer from Fredericksburg, Virginia, Bachman first began releasing records under the name Sacred Harp, before adopting his own name for a series of finger-picked classics like 2012's Seven Pines and 2015's River, which Aquarium Drunkard's Tyler Wilcox called “a solo acoustic tour de force that can easily stand proud next to John Fahey's Days America or Jack Rose's Kensington Blues. It's that good.” In the years since, Bachman's music has grown more and more experimental, and also, it's become more directly informed by climate change. His latest, for the fine folks at Longform Edition, who've appeared on this very podcast, is called Quaker Run Wildfire (10/24/23–11/17/23) for Fiddle and Guitar. A 25-minute piece of drone, guitar, fiddle, and field recordings, it was inspired and directly confronts the devastating wildfire that tore through the Middle Appalachians. “How additional global heating at the cost of extractive industry will impact future climate breakdown in the region remains unknown. This past weekend I was out of town, or to be completely honest I will have been out of town, because I'm getting this episode ready well in advance. Since July 4 was only a few days ago, or will have been only a few days ago, and July 4 is Independence Day in the United States of America, I thought it might be fun to talk about a very American bird, Washington's eagle. We talked about it before way back in episode 17, and I updated that information for the Beyond Bigfoot & Nessie book for its own chapter. When I was researching birds for episode 381 I revisited the topic briefly and realized it's so interesting that I should just turn it into a full episode. We only have two known species of eagle in North America, the bald eagle and the North American golden eagle. Both have wingspans that can reach more than 8 feet, or 2.4 meters, and both are relatively common throughout most of North America. But we might have a third eagle, or had one only a few hundred years ago. We might even have a depiction of one by the most famous bird artist in the world, James Audubon. In February 1814, Audubon was traveling on a boat on the upper Mississippi River when he spotted a big eagle he didn't recognize. A Canadian fur dealer who was with him said it was a rare eagle that he'd only ever seen around the Great Lakes before, called the great eagle. Audubon was familiar with bald eagles and golden eagles, but he was convinced the “great eagle” was something else. Audubon made four more sightings over the next few years, including at close range in Kentucky where he was able to watch a pair with a nest and two babies. Two years after that he spotted an adult eagle at a farm near Henderson, Kentucky. Some pigs had just been slaughtered and the eagle was looking for scraps. Audubon shot the bird and took it to a friend who lived nearby, an experienced hunter, and both men examined the body carefully. According to the notes Audubon made at the time, the bird was a male with a wingspan of 10.2 feet, or just over 3 meters. Since female eagles are generally larger than males, that means this 10-foot wingspan was likely on the smaller side of average for the species. It was dark brown on its upper body, a lighter cinnamon brown underneath, and had a dark bill and yellow legs. Audubon named the bird Washington's eagle and used the specimen as a model for a life-sized painting. Audubon was meticulous about details and size, using a double-grid method to make sure his bird paintings were exact. This was long before photography. So we have a detailed painting and first-hand notes from James Audubon himself about an eagle that…doesn't appear to exist. Audubon painted a few birds that went extinct afterwards, including the ivory-billed woodpecker and the passenger pigeon, along with less well-known birds like Bachman's warbler and the Carolina parakeet. He also made some mistakes. Many people think Washington's eagle is another mistake and was just an immature bald eagle, which it resembles. But here's the problem. Audubon wasn't always truthful. He painted some birds that he never saw but claimed he did, because another bird illustrator had painted them first. Once he claimed he went hunting with Daniel Boone in Kentucky in 1810, but at that time Boone would have been in his 70s and was living several states away. Audubon also claimed that he discovered a little bird called Lincoln's sparrow, but this wasn't the case.
