De afbouw van publieke diensten, krapte op de woningmarkt, een onzekere energiemarkt en druk op de sociale zekerheid leidt tot toenemende 'Existenzangst' of 'bestaansonzekerheid', ook bij de lagere middenklasse. Topvrouw van de vakbond Miranda Ulens (ABVV) komt met een aantal krachtige oplossingen om de balans na de verkiezingen ten goede te kantelen: de afschaffing van de loonnormwet, de kortere werkweek, de vermogensbelasting en de uitbouw van basisdiensten. In deze aflevering gaat Paul Buitink in gesprek met Paul de Grauwe, professor aan de London School of Economics. Aanleiding voor het gesprek zijn de torenhoge winsten die de Europese grootbanken hebben kunnen bijschrijven in het eerste halfjaar van 2023. De winsten zijn zo opgelopen omdat de banken een rentevergoeding krijgen voor de deposito's (reserves) die zij aanhouden bij de centrale bank. Inmiddels is deze rente opgelopen tot 3,75%. Spaarders bij de bank zien dit niet terug in een hogere spaarrente omdat grootbanken veel macht hebben en er weinig concurrentie is. Paul de Grauwe geeft aan dat banken op deze manier hun klanten uitbuiten en slapend rijk worden. Hij pleit voor het beperken van de rente die grootbanken krijgen. Hij meent dat deze winsten de centrale banken en dus de belastingbetaler toebehoren. Tot slot wordt ook de kwetsbaarheid van de euro besproken. De kwetsbaarheid van de euro komt volgens De Grauwe voort uit het feit dat de nationale overheden schuldpapier uitgeven in euro's, maar geen directe controle hebben over uitgifte van de euro zelf. Paul De Grauwe (1946) is professor economie aan de London School of Economics en professor emeritus aan de KU Leuven. Hij werkte vroeger ook voor het IMF en was een tijd senator voor Open VLD. Hij schreef columns voor De Morgen en de Financial Times, kreeg de Arkprijs van het Vrije Woord en verschillende eredoctoraten aan universiteiten. Hij publiceerde verschillende boeken over economie, waaronder De limieten van de markt: De slinger tussen overheid en kapitalisme. Ik zocht Paul De Grauwe thuis op in Leuven, waar we in de woonkamer aan tafel gingen zitten, ik keek uit op een enorme boekenkast; daarvoor staat een grote rode zetel. Hij vertelt in ons gesprek over de extra boekenkasten in zijn bureau, waar meer vakliteratuur staat. Hij vertelt over zijn vrouw die hem zegt dat hij enkel onthoudt wat er in boeken staat, en niet wat zij hem zegt. En het gaat uiteraard over economie: ik vraag hem wat er in zijn denken over economie veranderd is doorheen de jaren. L’Union Européenne est au cœur de tous les enjeux dans la crise de nos démocraties occidentales : accueil des migrants, aspirations à davantage de justice sociale et fiscale, peur d’une perte de souveraineté, d’une dissolution des identités,… Face à cela, les institutions européennes peinent à convaincre. Elles sont souvent considérées, par les citoyens, comme désincarnées, peu démocratiques et peu lisibles. Alors, l’Europe est-elle une illusion de démocratie ? Dans ce 5ème épisode de « Démocratie en question(s) nous posons la question à la philosophe Cynthia Fleury, à Benoît Frydman, président du centre Perelmann de Philosophie du droit à l’ULB, à Paul De Grauwe, professeur à la London School of Economics, à Vincent de Coorebyter, président du CRISP ainsi qu’à l’écrivain flamand David Van Reybrouck.

Historiquement, le capitalisme et la démocratie sont nés dans le même creuset du libéralisme politique. Mais aujourd’hui, alors que les états semblent souvent bien désarmés face aux grandes multinationales, obligés à une course vers le bas qui grève leurs finances publiques, on peut se demander si le capitalisme et la démocratie ne sont pas en train de devenir contradictoires. Avec la globalisation et la révolution technologique, les lois du marché s’exercent à une échelle mondiale alors que le pouvoir des états s’arrête à leurs frontières. Le capitalisme aura-t-il, dès lors, la peau des états ? Démocratie en question(s) tente d’y répondre en croisant les avis de Paul De Grauwe (professeur à la London School of Economics), du philosophe du droit Benoît Frydman (ULB), du président du CRISP Vincent de Coorebyter, et de l’écrivain David Van Reybrouck.

Il y a quelques mois, le philosophe italien, Raffaele Simone recensait, dans un essai - couronné du prix du livre européen - tous les dangers qui pèsent, selon lui, sur nos démocraties occidentales: dégringolade voire désintégration des partis traditionnels, irruption de mouvements populistes, évaporation du pouvoir politique en dehors du cadre d’action des états, défi migratoire,... Pour lui l’affaire est entendue, notre démocratie est arrivée à la fin d’un cycle... Alors, dans ce premier épisode (d’une série qui en comptera 8) nous avons mis la question sur la table: notre démocratie sociale-libérale pourrait-elle purement et simplement disparaître?
