Hoelang kan het volgens de Fed duren voordat die 2 procent wordt bereikt? Ik heb de dot plot-grafiek van december erbij gepakt, waarin alle leden van het rentecomité aangeven wat zij verwachten van de inflatie in de komende jaren. Is het alleen het wegvallen van de steunmaatregelen? Het gaat om een aanzienlijke groep mensen. Sommigen van hen hebben niet het hele jaar gewerkt of maken weinig uren tegen lage tarieven. Dat geldt zowel voor zzp’ers als voor werknemers in loondienst. Tegelijkertijd willen veel van hen juist méér werken. Dat lukt alleen niet altijd. Een belangrijke oorzaak is de zogenoemde frictiewerkloosheid: niet elke werkloze kan elke openstaande vacature vervullen. Opleiding en ervaring sluiten vaak niet aan. Daardoor blijven mensen vastzitten in de groep van de werkende armen. De hoge inflatie raakt deze mensen ontzettend hard. Maar het is toch te gek voor woorden dat een rijk land als Nederland hiermee te maken heeft? Niet rond kunnen komen hangt niet alleen af van het inkomen. Wie structureel meer uitgeeft dan er binnenkomt, is in mijn ogen geen ‘werkende arme’: dan heb je er zelf voor gezorgd dat de eindjes niet aan elkaar te knopen zijn. Voor de meeste mensen in deze groep geldt echter juist dat zij niet lukraak geld uitgeven. In de afgelopen vijftig jaar is de productiviteit van mensen ruimschoots verdubbeld, onder meer door technologische vooruitgang en globalisering. Tegelijkertijd zijn de lonen veel minder hard gestegen dan die productiviteit. De winsten daarvan zijn ergens anders terechtgekomen: bij bedrijfswinsten en aan de top, bij ceo’s. Welke effecten zie je daarvan terug in de maatschappij? Het verklaart misschien waarom mensen in rijke, westerse, landen op populistische partijen stemmen. De gouden bergen die beloofd werden, door technologische vooruitgang en globalisering, hebben de meeste mensen nooit gezien. De onderkant van de samenleving, mensen met lage inkomens, wordt het hardst geraakt door aanhoudende inflatie. Sinds de jaren zeventig is sprake van structurele inflatie: prijzen stijgen vrijwel elk jaar.
