Arranca esta segunda-feira, em Nice, França, a 3.ª Conferência dos Oceanos das Nações Unidas (UNOC3). Em cima da mesa o reforço da mobilização global para a preservação e uso sustentável dos oceanos. A UNOC3 é co-presidida pela França e pela Costa Rica. Os Estados Unidos são os grandes ausentes da cimeira. O presidente da associação ambientalista portuguesa ZERO, Francisco Ferreira defende que esta conferência “é uma oportunidade de acção” para “dar prioridade àquilo que o oceano representa”. RFI: O que é que a ZERO espera desta terceira conferência sobre os Oceanos?Francisco Ferreira: Nós achamos que esta conferência será, sem dúvida, mais um marco importante de discussão e, acima de tudo, de dar relevo e prioridade àquilo que é o oceano, quer do ponto de vista dos serviços que nos presta, quer da absoluta necessidade da sua salvaguarda e protecção e também do “sofrimento” que o oceano, com as grandes crises climática, da biodiversidade, da exploração de recursos, tem sofrido.Se não fosse o oceano, a temperatura da nossa atmosfera não estaria apenas a 1,6 graus acima da era pré-industrial, como esteve em 2024, mas muitos mais graus acima porque tem sido o oceano, através do seu aquecimento, com consequências dramáticas - nomeadamente para os bancos de coral, para o oxigénio que consegue estar dissolvido nos oceanos - que tem acomodado esse aumento temperatura.Portanto, o oceano tem de ser salvo e nós precisamos de o proteger e salvaguardar.Esta conferência, apesar de não se esperar realmente resoluções vinculativas e é algo que decorre da sua própria natureza, vai, sem dúvida, juntar um conjunto de líderes e uma oportunidade de acção que para nós é extremamente importante. Esperamos o estímulo ao aumento das ratificações para conseguirmos a entrada em vigor do Tratado do Alto Mar. Estamos com 29 países que já ratificaram. E são precisos 60 para a ratificação do Tratado do Alto Mar?Exactamente. Estamos a falar de um território que representa mais de 70% do oceano e que é fundamental ser reconhecido como bem comum da humanidade e gerido com base na ciência, e com base também na equidade entre os vários países.Por outro lado, também é crucial que tenhamos, do ponto de vista científico, esta possibilidade- de tal como para o clima- termos um Painel Intergovernamental para as Alterações Climáticas, para a Biodiversidade também um painel semelhante, dedicarmos o mesmo tipo de relevo, de juntar os melhores cientistas e a melhor informação e conhecimento para gerir o oceano. E essa plataforma para nós é, sem dúvida, um aspecto muito relevante.Há, ainda, outros aspectos que achamos cruciais: a participação de grupos minoritários que são cruciais para a sua sustentabilidade económica e social na gestão do oceano - os pescadores de pequena escala, os povos indígenas - e, por outro lado, ainda, a necessidade de darmos um relevo realmente muito maior ao oceano no quadro das alterações climáticas.À semelhança daquilo que acontece com as diferentes COP, Cimeira das Nações Unidas para o Clima, não podemos ter aqui mais do mesmo? Os documentos que saem destas conferências não são vinculativos, o que faz com que não haja consequências para os países que não os respeitem.Essa, aliás, a principal crítica da parte da Zero e também da Oikos, uma outra organização mais ligada ao desenvolvimento - estamos a acompanhar juntos esta conferência - é que realmente podemos ter determinadas acções que têm um peso vinculativo grande, como é o caso do Tratado do Alto Mar, mas muitas das outras decisões, inclusive aquilo que venha a ser a adopção do “Plano de Acção de Nice para o Oceano”, a “Declaração do Nice para a Acção no Oceano”, tudo isso, pura e simplesmente, poderá passar não mais do que meras intenções.De boa vontade?De boa vontade e não vincular realmente os países. Sem dúvida que, para nós, é esta discussão multilateral entre os vários países que é fundamental fazer e, portanto, a conferência é, sem dúvida alguma, uma enorme mais-valia. Perde por, no quadro internacional, não ter uma expressão vinculativa, principalmente no que diz respeito à mobilização de recursos financeiros, no que diz respeito às metas de protecção e salvaguarda, mas indirectamente -e esse é o nosso apelo - há tratados, convenções, essas sim, com um espírito mais vinculativo. Por exemplo, a Convenção da Biodiversidade ou da Diversidade Biológica e a própria Convenção do Clima, onde poderei integrar a valência dos oceanos de uma forma muito mais importante do que tem acontecido, principalmente no clima. Na Convenção do Clima, os oceanos têm tido uma menção e uma é uma atenção muito reduzida face aquilo que tem sido o papel dos oceanos, quer na redução dos impactos quer nas consequências para o oceano de termos temperaturas mais elevadas e mais dióxido de carbono na atmosfera.Em relação a Portugal, qual é o ponto da situação das políticas em relação precisamente à protecção do oceano?Portugal ratificou recentemente o Tratado para o Alto Mar e, portanto, é uma excelente notícia. Mas, por outro lado, no que diz respeito à limitação de várias áreas em termos de conservação da natureza nas zonas costeiras do continente e, por outro lado, também naquilo que são ameaças em relação a áreas que foram recentemente anunciadas, como foi o caso das áreas marinhas protegidas dos Açores e onde se quer flexibilizar determinada pesca - e o mesmo se passa na Madeira - temos aqui uma certa contradição entre alguma ambição que Portugal tem demonstrado e ameaças ou a falta de concretização daquilo que Portugal já deveria ter feito e assegurado de forma muito clara em termos de apoio.Há um outro aspecto também importante, Portugal alinhou naquilo que respeita à exploração dos fundos marinhos numa moratória para até 2050 - infelizmente não é para sempre - não embarcar nesse tipo de exploração, nomeadamente de materiais críticos no fundo do mar, na zona da sua jurisdição.

Igår svors Donald Trump in som USA:s 47:e president och inledde därmed sin andra mandatperiod i Vita huset. I sitt invigningstal målade han upp en vision av en ny era för amerikansk styrka, med löften om att ena landet och leverera resultat. Till skillnad från hans tal 2017, där han talade om "American carnage", betonade han nu optimism, nationell enhet och att uppfylla Martin Luther Kings dröm om lika möjligheter för alla. Samtidigt var budskapet tydligt: kriminalitet, illegal invandring och det han kallar den korrupta politiska eliten ska bekämpas med full kraft.I dagens avsnitt av Rak höger diskuterar jag detta med två gäster som båda har följt amerikansk politik noggrant, men ur olika perspektiv. Ronie Berggren, författare och grundare av podden Amerikanska nyhetsanalyser, var en av de första svenskarna att öppet stödja Trump inför valet 2016. Han har bland annat skrivit boken Donald Trump - en synnerligen amerikansk president (Nomen 2020) och driver i dag Bulletins USA-podd. Han menar att Trump är en missförstådd ledare som nu, mer erfaren och strategisk, kan driva igenom de reformer han tidigare stoppades från.Min andra gäst är Arvid Hallén, som är samhällsdebattör och chef för tankesmedjan Oikos. Till skillnad från Berggren ser han Trumps återkomst med en mer skeptisk blick. Han pekar på att Trump fortfarande bär på samma svagheter som tidigare – en splittrande ledarstil och en oförmåga att bygga långsiktiga strukturer.Vi pratar om hur Trumps budskap har förändrats från 2017 till 2025. (each person commits to their action for one week using an “I will…” statement)5. Who are you going to tell about what you discovered?
