Sólo decenas de manifestantes marcaron el domingo 17 de octubre el segundo aniversario del movimiento de protesta antigubernamental de 2019 en Beirut, tres días después de enfrentamientos mortales en un país sumido en una aguda crisis económica, política y social. Con nuestro corresponsal en Beirut, Joan Cabasés Vega, y AFP. Parece un espejismo pero dos años atrás, Líbano vivió un momento único en su historia. Movidos por el hartazgo y de forma espontánea, centenares de miles de ciudadanos tomaron las calles. Reclamaban el fin de la élite política a la que acusaban de estar por encima de la ley. “El 17 de octubre y los dos o tres meses que vinieron después fueron como un sueño, como una película”, dice a RFI el activista Gino Raidy. “Fue increíble. Cada rincón del país tenía gente en las calles y se unieron a la protesta personas de todo tipo de clase social, entorno, confesión religiosa o ideología”. Meses más tarde, aquellas revueltas se diluyeron y desde entonces, la mayoría del país ha caído por debajo del umbral de la pobreza. Muchos se centran ahora en sobrevivir, pero el clamor por la rendición de cuentas es hoy más vigente que nunca. Estos días, Líbano tiembla ante el pulso entre la élite sectaria y el juez Tarek Bitar, que lidera la investigación de la explosión del puerto de Beirut. Hezbollah y sus aliados acusan a Bitar de falta de imparcialidad y exigen que sea expulsado del caso. “Hezbollah está demostrando que hará todo lo que haga falta para frenar la oposición iniciada en octubre de 2017, pero también la investigación por la explosión del puerto o la rendición de cuentas”, dice Raidy. Su campaña de presión para lograrlo incluye el boicot a la actividad gubernamental y la demostración de fuerza militar en las calles. actitudes como la de Hezbollah forman parte del incumplimiento habitual del estado de derecho en el país. “En el centro de los problemas que Líbano afronta hoy se encuentra la cultura de la impunidad, que ha permitido que los partidos políticos cometan todo tipo de abusos con finalidad política sin rendir cuentas ante la justicia”, dice a RFI Aya Majzoub, de Human Rights Watch. “Eso ha alentado a estos grupos a ejercer cualquier medio necesario, incluso la violencia sin sentido, para imponer sus voluntades”, dice Majzoub considera que los tiroteos que tuvieron lugar en Beirut el pasado jueves, provocando siete muertes, son un ejemplo del uso impune de la violencia que algunos grupos practican para conseguir sus objetivos. “Aquel día, seguidores de Hezbollah y de Amal salieron a las calles y ejercieron la violencia para exigir la expulsión del juez Bitar, que lidera la investigación por la explosión del puerto, alegando sin fundamento que está politizado”, dice Majzoub. “Estos grupos están dando a elegir a los libaneses entre justicia y estabilidad. Pero es una elección falsa”. Las siguientes horas son clave para conocer el futuro de la investigación. Mañana martes, el Consejo Judicial se reúne con Bitar y está por ver si Hezbollah y sus aliados consiguen apartarlo.

Aya connects the specific elements of the calls for concrete political accountability surrounding the port explosion to larger systemic issues of systemic economic injustice in Lebanon, as well as government corruption, which have been the focus of major protest movement in Lebanon over recent years. Protests have been denouncing systemic state corruption, but also the inherent injustice of the sectarian political system in Lebanon, which has roots in political impositions connected to French colonialism in Lebanon and the surrounding region. Human Rights Watch researcher and Harvard graduate Aya Majzoub recorded the severe human rights violations recorded during these protests, similar to those during the October 17 Revolution. She also documented the arrest of many activists and journalists due to our weak defamation laws. In a battle of "he said, she said", none of the security agencies took responsibility for these violations; instead, they asserted they will do whatever it takes to stop violent rioters.
