En RDC, le cobalt, le coltan et le germanium sont considérés comme des minerais stratégiques. Mais leur rentabilité, notamment celle du cobalt, a baissé à cause de la surproduction enregistrée en 2024. L'exploitation, quasiment artisanale, du coltan dans l'est du pays, échappe en outre à l'État. Face à cette situation, la société civile a appelé, lors du forum Alternative mining Indaba, à la mise en place d'une nouvelle politique nationale sur les minerais stratégiques. En définissant trois substances minérales comme stratégiques en 2018, la RDC, qui détient 70 % des réserves de cobalt, voulait mieux contrôler et valoriser ses ressources, pour en tirer profit au maximum. « C'était à l'époque du boom du cobalt, donc on a voulu le sortir du lot en le désignant minerai stratégique. On a également défini le germanium et la colombo-tantalite [coltan, NDLR] comme stratégiques, se souvient l'ancien ministre des Mines, Simon Tuma Waku. La production de coltan reste artisanale Sept ans plus tard, l'ancien ministre estime qu'il est urgent de revoir cette décision. « Nous produisons combien de tonnes de colombo-tantalite ? Pour le moment, la production est artisanale. Le germanium, il n'y a que la société STL qui produit, constate-t-il. C'est l'ensemble des minerais qui doivent être considérés comme stratégiques », juge-t-il. Actuellement, la RDC n'a pas encore défini de vision claire sur tous ses minerais. Et pourtant, selon les projections de l'Agence internationale de l'énergie (AIE), la demande mondiale de certains d'entre eux pourrait quadrupler d'ici à 2050. « Si on a une production de 3 millions de tonnes de cuivre, d'ici à 2050, on aura peut-être besoin de 15 millions ou de 20 millions de tonnes, anticipe Fabien Mayani, le responsable du programme climat au sein du Centre Carter. De même, pour le cobalt, aujourd'hui, la production de la RDC s'élève à 200 000 tonnes et le besoin pourrait aller jusqu'à un million de tonnes ». Élargir la liste au cuivre ? Du côté du gouvernement, un groupe de travail étudie la mise en place d'une stratégie nationale sur la gestion des minerais stratégiques, avec l'appui de l'ONG internationale Ressource Matters. « Je pense que c'est important de dire quels sont les minerais stratégiques sur lesquels nous voulons vraiment nous concentrer, estime Jimmy Munguriek, représentant de Ressource Matters en RDC. La stratégie du gouvernement doit aussi définir le profil des investisseurs. Il y a également le rôle de l'État. Le système de quota ne devait pas seulement s'appliquer sur le cobalt. Et le dernier élément de la stratégie porte sur la transformation des minerais. » Le ministère des Mines souhaite pour sa part la mise en place rapide d'une politique nationale sur les minerais stratégiques, qui tiendra compte, assure-t-il, des recommandations de la société civile.
