La police a décrété un couvre-feu mercredi dans la capitale économique de Tanzanie où des centaines de personnes ont violemment manifesté, hurlant leur opposition au régime le jour d'élections présidentielle et législatives dont l'opposition était largement écartée. Première présidente de Tanzanie, promue à la mort de son prédécesseur John Magufuli en 2021, Samia Suluhu Hassa, qui aspire à être élue, est accusée de mener une répression sévère contre les voix critiques.

La Tanzanie fait partie des dix pays africains où la population augmente le plus vite. Parmi les défis que cela implique : l'éducation. Un secteur encore sous-financé et aux nombreux problèmes. Illustration à Dar es Salaam à l'école islamique d'Ubungo. De notre correspondante à  Dar es Salam,  « Ici, ce sont certaines des classes et des laboratoires. »  Ramadhan Mbwana est le directeur de l'école privée islamique d'Ubungo, à l'ouest de Dar es Salaam. Sous son aile, ils sont 250 élèves âgés de 13 ans et plus. Et depuis l'an dernier, il doit s'adapter au nouveau programme scolaire mis en place par le gouvernement. « Parmi les défis qu'on rencontre, c'est le manque d'outils pour la formation professionnelle, par exemple, notre gouvernement a fait imprimer des livres, mais il n'y en a pas assez pour tous les étudiants. Il y a aussi le problème de la formation, ajoute Ramadhan Mbwana, notre gouvernement a essayé de former les enseignants, mais ils ne l'ont pas tous été. » À l'école islamique d'Ubungo, sur 29 professeurs, seuls douze ont été formés au nouveau programme. Malgré ces manquements, l'établissement est privé et donc plutôt privilégié. Financé uniquement par les frais de scolarité qui s'élève à environ 900€ par an pour les internes, il dispose d'équipement informatique notamment et l'éducation s'y fait en anglais. Hemedi est élève ici depuis deux ans, il étudiait auparavant dans une école publique et note la différence : « L'école d'Ubungo est mieux parce que les infrastructures sont bonnes et les professeurs aussi. » Des classes surchargées dans les écoles publiques Le nombre d'élèves par exemple va du simple à plus du double, comme l'explique Said Sumuni, 29 ans, professeur d'anglais : « Dans les écoles publiques, il y a beaucoup, trop d'élèves. Par exemple, dans une classe, vous pouvez avoir pas moins de 100 élèves. » L'école publique, c'est pourtant là où étudie la majorité des enfants tanzaniens. Si l'éducation est obligatoire à partir de sept ans, beaucoup abandonnent après le primaire. En cause, des longs trajets, un manque de moyens pour payer l'uniforme par exemple ou parce que certaines jeunes filles tombent enceintes très tôt. L'autre problème, c'est l'apprentissage par cœur avec très peu de pratique, selon Rajabu James, volontaire à l'association IBET qui vise à améliorer l'éducation en Tanzanie : « Ils ne font pas de lien entre l'apprentissage et la situation dans la vraie vie. On est trop basé sur la théorie au lieu de la pratique. » Un défaut que le nouveau programme tente de palier. L'an dernier, 12,5% du budget du gouvernement était alloué à l'éducation. Maar zodra de wapens spreken komen die afspraken onder druk te staan, een schone oorlog bestaat niet. Om daar iets aan te doen stelde men die afspraken op schrift en werden er internationale verdragen gesloten. Er kwamen toezichthoudende organen, die door sommige landen niet erkend werden. Met de wereldvrede, intussen, schiet het nog niet echt op, maar, zo betoogt Ed, als we de internationale verdragen en de toezichthouders niet hadden, zou het nog veel erger zijn gesteld. Ed wordt sinds de terreuraanslagen van Hamas in Israël geconfronteerd met wat het betekent als het humanitaire oorlogsrecht met voeten wordt getreden. That's my guest, Alex Salam, with one of the most riveting reasons to become a filmmaker I've ever heard. Given their significant training, it's practically impossible to do, but I wish we had more doctor/filmmakers in the world.
