In the run up to the Senedd & Holyrood elections, the Labour Party has started work on a number of projects aimed at remaking the way the UK works to provide a sustainable third way between independence and the status quo. The First Minister calls this 'home rule' and others are calling it 'Radical Federalism'. This discussion chaired by Professor Laura McAllister follows a proposal by the Radical Federalism project for a 'People's Convention' in Wales to lay the groundwork for a renegotiation of the union. The 2019 UK General Election saw the Conservative Party win a host of constituencies in Labour's heartlands of the North of England and North East Wales. These seats had become collectively known as 'The Red Wall' during the campaign and their loss was to cause the Labour Party to reflect seriously on its connection with many of these former industrial areas. The Wales Governance Centre at Cardiff University invited the First Minister to deliver a speech to mark Brexit Day. Taking in lessons from Wales's history, he strikes an optimistic tone for Wales's post-Brexit while addressing some real concerns about the challenges ahead.

Two years after its establishment under former First Minister Carwyn Jones, the Commission on Justice in Wales has published its report “Justice in Wales for the People of Wales” and formally presented it to the Welsh Government and Senedd. The chair of the Commission, former Chief Justice of England and Wales, Lord Thomas of Cwmgiedd, has been praised for the depth of the report's analysis and the clarity of its presentation, all framed within a central recommendation of full legislative devolution to Wales and separation of the longstanding ‘England and Wales’ legal jurisdiction. One the day after the UK Government’s EU (Withdrawal) Bill had its second reading in the UK Parliament the Wales Governance Centre co-hosted an event about the bill in central London. Among the speakers were MPs, academics and legal experts. One of the event’s highlights was a talk delivered by Daniel Denman, Director of Legal Advisors in DExEU - The Department for Exiting the EU. He shared a fascinating insight into how the bill was drafted and why the widely-criticised Henry VIII powers were framed so broadly. On the 15th June 2017, the First Minister of Wales presented the Welsh Government’s new policy paper ‘Brexit & Devolution’ at Cardiff University’s Business School Postgraduate Centre. We discuss the results of the Welsh Political Barometer published on 1st June 2017 which seems to suggest that after weeks of volatile polling, the 2017 General Election seems to be drifting towards a two party contest in Wales, with projected votes for the Conservatives and Labour at their highest levels for 30 years. We also discuss questions of leadership in both Labour and the Conservatives as well as the challenges facing the media and public when political parties mix devolved and non-devolved issues in their manifestos. On the day that the UK triggered Article 50, notifying its European partners of its intention to withdraw from the EU, the Welsh Labour Party convened a number of senior Labour figures from across the UK to discuss the future of the UK constitution. After the event, Lord Prescott spoke to Professor Roger Scully of the Wales Governance Centre at Cardiff University about the Labour Party's vision for a federal future for the UK and how that interlocks with the UK's withdrawal from the EU. On the day the UK formally began the process of Brexit by triggering Article 50, the Welsh Labour Party convened a meeting of senior party figures at Cardiff University to announce their plans for a constitutional convention to explore the federal options for the UK. Carwyn Jones, First Minister of Wales, along with leading figures from across the UK (Gordon Brown, John Prescott, Kezia Dugdale and Jon Trickett MP) discussed their ideas of how a federal UK could work and took questions from an audience crammed with experts. In light of the announcement of a new independence referendum in Scotland, this episode of Golau features a fascinating lecture from Prof. Sir Tom Devine of Edinburgh University. Recorded at the Pierhead in Cardiff Bay in late 2016, he considers the reasons for SNP’s success and the collapse of Labour in Scotland from a historian’s point of view. He concludes with some thoughts on the Scottish question after Brexit and what the future might hold for a restless nation.
