Farmers are keeping an eye on how some aspects of Resource Management Act reforms will work in practice. The Government's new framework for planning includes new acts around development of land and on protection of the natural environment. It also includes greater property rights – including allowing landowners to seek compensation against unjustified restrictions on their land. But Federated Farmers RMA spokesperson Mark Hooper told Andrew Dickens it's important local voices take precedence. There's relief over imminent changes to resource management rules on private farmland. The Government has announced a second amendment to the Resource Management Act, which will set new national directions for areas such as infrastructure, energy, and farming. Federated Farmers resource management spokesperson Mark Hooper told Ryan Bridge this change is less significant than the first but gives more freedom to the primary sector. He says the fact the government is addressing specific concerns within the highly productive land national policy statement is good to see. Federated Farmers is urging the Government to pick up the pace with replacing the RMA system. The percentage of applications processed within statutory time frames is falling, from 89% in 2020-2021, to a record low of 76% the next year. Federated Farmers RMA reform spokesperson Mark Hooper told Mike Hosking that the Government is taking it seriously, but the window is narrowing. He says the data highlights the urgency and replacing the RMA is the most meaningful long term economic reform the government could deliver for them. Farmers see RMA reform as common sense returning to the farm gate. Changes across farming, water, and mining will be introduced to Parliament next month. Federated Farmers RMA spokesperson Mark Hooper says farmers already have good systems in place. He told Mike Hosking they have farm environment plans which show where the risk factors are and a winter grazing plan, which tells them actions to take, in the case of adverse events. Federated Farmers says it's concerned about the Ministry for the Environment handing out money to encourage participation in reform of the Resource Management Act. The advocacy group claims it's been offered $600,000 over three years to fund submissions and appearances at hearings. Spokesperson Mark Hooper says it's a high price tag and the timing doesn't make sense. "Why try and push this through in the six-week leadup to a general election, when we know that there's opposition parties that are talking about repealing some of these reforms?" Private landowners and a Tai Rāwhiti contracting company have joined forces to reopen access to cyclone-hit rural communities in the Tokomaru Bay region.
