Since the pandemic hit in March of 2020, Dallas County Judge Clay Jenkins has been capitalizing on the emergency powers afforded to him during the crisis. The County Judge is considered the County's “Chief Executive Officer” for the purposes of signing contracts and executing other matters approved by the Court. Dallas County is the second largest in Texas. After more than a decade of political theater under Jenkins' leadership, Dallas County residents on both sides of the aisle are ripe for change. Billy Clark is the Democratic challenger to Clay Jenkins for the March Primary in 2022. Billy is has three daughters and one son. He has over 20 years of military experience both enlisted and as an officer. Clark is also the Managing Attorney of The Clark Law Firm, PLLC where his practice area includes Criminal Defense, Civil Rights, and Aviation law.Prior to starting his legal career, Clark was a teacher at Klein Forest High School in Houston, Texas. He was the Senior Aerospace Science Instructor for the Junior Air Force ROTC program. After Hurricane Harvey, Clark returned to Dallas County.Billy shared his concerns about the current leadership over the Commissioners Court, the elections office, public health, emergency management, and the recent malfeasance with more than $600,000 in Dallas County Jail inmates' commissary funds stolen. I shared my concerns about Jenkins' attempt to steer CARES money to his buddies, Miguel Solis, a former DISD trustee and current employee of Commit, and his former campaign manager Philip Hiatt Haigh. A bipartisan trio of commissioners thwarted a scheme by Jenkins to use “ZuckBucks” which would have been in direct violation of Texas election law. The Democrat-dominated court voted 3-2 to eliminate Jenkins' plan to use Communities Foundation to funnel money to more of his “favorite folks.”Dallas has an opportunity for change in leadership in 2022. A través de este trámite tanto las educadoras de párvulos, como las técnicas y auxiliares de los nueve jardines infantiles VTF que administra el Municipio en la comuna podrán acceder a este bono. Un importante avance en la gestión educacional municipal de la comuna, especialmente a nivel de los nueve jardines infantiles VTF, es la gestión del alcalde Johnny Piraino con la Dirección Regional de la Junji, para que aceptara fuera de plazo el plan de metas de cada comunidad educativa, lo que permitirá acceder a todas sus funcionarias a una bonificación financiera. Es importante precisar, que cuando asumió este Gobierno Comunal, no se había presentado el plan de metas de los jardines infantiles que son administrados por el Municipio, ante esta situación el alcalde de La Calera solicitó a Junji Regional que aceptara recepcionar esta planificación con el objetivo de que las trabajadoras de los jardines infantiles no perdieran el beneficio de optar a un bono de reconocimiento por su labor. El Director Daem La Calera, Miguel Solis, indicó los alcances de esta iniciativa “ en julio de este año se detectaron que la administración anterior había desestimado la presentación al 31 de mayo de un plan de metas que significa una bonificación financiera para todas las funcionarias de los jardines infantiles, que pueden ser rendidas con los recursos transferidos por la Junji, nuestro Alcalde nos encomendó la gestión para resolver dicha situación y elaborar el plan de metas de forma participativa con las funcionarias gestionando Junji la rendición”. El Departamento de Educación Municipal de La Calera se reunirá con los equipos de los nueve jardines infantiles vtf de la comuna, para construir en conjunto este plan de metas, el que debe contemplar diversas acciones a desarrollar en este segundo semestre, tras su evaluación y ejecución se procederá al pago de la bonificación tanto a las educadoras de párvulos, como a las técnicas y auxiliares de servicio. El alcalde Johnny Piraino agradeció a la Junji Regional su disposición y colaboración para el desarrollo de estos procesos “el departamento de educación municipal tiene la línea vtf que son los jardines infantiles que dan cobertura a los niños y niñas de sala cuna y niveles medios, donde hay una posibilidad real de que todas las funcionarias puedan acceder a un bono, de acuerdo al cumplimiento de metas. Sin embargo, producto a la mala gestión de la administración anterior no se presentó ese plan afectando los ingresos de cada uno de los trabajadores de los jardines infantiles, este alcalde junto al Director DAEM hicimos todas las gestiones para poder permitir que se presentará un nuevo plan de metas, el que se está trabajando participativamente con cada una de las personas y de esta manera poder tener este importantísimo bono, que va a mejorar la motivación de cada uno de los actores de los jardines infantiles que son parte de la red VTF”. El pago de este bono de desempeño a cada una de las funcionarias, el Daem espera concretar en un corto plazo durante el presente año.
