In conversation with Andrew Whitley, Balfour Project Chair.  From 2010 to November 2018 Charles Bird, OBE, was a Teaching Fellow at the Centre for the Study of Terrorism and Political Violence (CSTPV), University of St Andrews, Scotland, UK, and was Course Tutor for the Certificate and Advanced Certificate in Terrorism Studies. Between 1986 and 2010 he was a member of HM Diplomatic Service, specialising in the Middle East, conflict, post-conflict, terrorism and counter-terrorism issues. Postings included to the UAE (1988–92) with involvement in Desert Storm, Belgrade (1992–93) during the war in former Yugoslavia, Macedonia (1999) for the Kosovo crisis, Greece and Nigeria. During tours in the UK, his jobs included Deputy Head of Middle East Department, Head of South Asia Department, and leading the project that resulted in the formation of the interdepartmental (FCO, MoD, DfID) Stabilisation Unit, which co-ordinates the UK Government's post conflict reconstruction work in, amongst other places, Iraq and Afghanistan. In 2003 he was seconded back to the military and was on the staff of the General Officer Commanding Ist (UK) Armoured Division in Iraq, both during and for several months after the invasion. Between 2004–2008 he was on secondment to the MoD working on issues related to counter-terrorism.

Richard English is Professor of Politics at Queen's University Belfast, where he is also Distinguished Professorial Fellow in the Senator George J. Mitchell Institute for Global Peace, Security and Justice. During 20111-16 he was Wardlaw Professor of Politics in the School of International Relations, and Director of the Handa Centre for the Study of Terrorism and Political Violence (CSTPV), at the University of St. Andrews. He is the author of eight books, including Armed Struggle: The History of the IRA (2003), Terrorism: How to Respond (2009), and Does Terrorism Work? A History (2016). He is a frequent media commentator on terrorism, and is a Fellow of the British Academy, a Member of the Royal Irish Academy, a Fellow of the Royal Society of Edinburgh, a Fellow of the Royal Historical Society, and Honorary Fellow of Keble College Oxford, and an Honorary Professor at the university of St. Andrews. The European continent was struck by a wave of international terrorism for the first time in the 1970s, and governments had to develop concerted responses and policies to counter the threat. In The Origins of International Counterterrorism, Aviva Guttmann analyses this inter-governmental process from Switzerland’s perspective. Swiss authorities played a surprisingly important role in shaping international counterterrorism cooperation, especially on the secret intelligence level. In this lecture, Aviva Guttmann presents her main research findings and conclusions of the book. Her talk is followed by a comment given by Dr Marco Wyss (Lancaster University). The event will be of interest to anyone interested in issues pertaining to counterterrorism, crisis management, multilateral diplomacy, and intelligence cooperation and to anyone seeking new insight into the Global Cold War, the Arab-Israeli conflict, and the role of neutrals in this context. Biography: Aviva Guttmann, Ph.D. (2016), is a Research Fellow and Teaching Associate in Intelligence and International Security at King’s College London, Department of War Studies. Her research is financed by the Swiss National Science Foundation (SNSF). She has been a visiting scholar at the Johns Hopkins University – SAIS Europe. She was educated at the University of Basel (B.A. Hons philosophy) and at the Graduate Institute of International and Development Studies in Geneva (M.A. international history), Sciences Po in Paris, and the London School of Economics and Political Sciences (LSE). She was awarded a Ph.D. in contemporary history by the University of Bern (Switzerland). During the last year of her Ph.D., Aviva was a doctoral visiting fellow at the Handa Centre for the Study of Terrorism and Political Violence (CSTPV) at the University of St. Andrews (Scotland). The event was chaired by Professor Michael S. Goodman (King’s College London).

Michael Boyle is an Assistant Professor of Political Science at La Salle University in Philadelphia. He was previously a Lecturer in International Relations and Research Fellow at the Centre for the Study of Terrorism and Political Violence (CSTPV) at the University of St. Andrews. He is also an alumnus of the Political Science Department at La Salle. His research interests are on terrorism and political violence, with particular reference to the strategic use of violence in insurgencies and civil wars. He has also published more broadly on security studies and American foreign policy. His writings have appeared in a range of scholarly journals and popular outlets, including regular columns for the Guardian (UK). His most recent book, Violence after War: Explaining Instability in Post-Conflict States, was published by Johns Hopkins University Press in March 2014.
