A few hours earlier, Stephen Miller gave a much quieter speech at the State Department that was far more alarming. While Trump ranted about voter fraud, voting machines, China, mail ballots and election “security,” Miller laid out a federal counterterrorism strategy aimed directly at the political left.In this episode, Robin breaks down both speeches, what NSPM-7 actually does, and why the administration's plan for the 2026 midterms goes far beyond campaign messaging. The language is already in place: disrupt, identify, defund, debank, arrest and prosecute.Trump's address got the live blogs, cable coverage and instant fact-checks. He repeated unsupported claims about noncitizen voters, Chinese interference, stolen voter data and compromised election machines. He also announced plans to involve federal agencies in state election systems, remove people from voter rolls and investigate officials tied to the alleged fraud.But while everyone was watching Trump, Stephen Miller was explaining what comes next.Speaking to foreign security officials at a State Department ministerial, Miller described the political left as a terrorism threat and defended NSPM-7, a national security directive that gives federal agencies a broad mandate to target organizations, activists and financial networks.And the scope does not stop with people accused of violence. It can reach donors, organizers, lawyers, bail funds, nonprofits and anyone the administration decides is supporting the wrong movement.The speech also went somewhere even darker. Miller attacked civil liberties, complained about juries refusing to convict people accused of assaulting ICE agents, and told the room that leftists do not look “normal” because their appearance reflects what is supposedly inside them.That language is not random. Why disruption, intelligence and genuine public–private partnership matter more than promises to eliminate every terrorist dollar. Terrorism may have slipped down the political agenda, but its financing remains a critical national security challenge. Attacks can be inexpensive, but terrorist organisations still require money and resources to recruit, communicate, travel, operate and sustain their wider networks. In this latest episode of the Suspicious Transaction Report, host Tom Keatinge is joined by Jason Blazakis, formerly Director of Counterterrorism Finance and Designations in the US State Department's Counterterrorism Bureau, currently a Professor at the Middlebury Institute in Monterey, California, and author of Terror Disrupted: Countering the Financing of Terrorism. They examine how terrorist financing has evolved since 9/11, what governments learned from confronting Islamic State, and the essential role of financial intelligence and private-sector partnership. Kaj Larsen did not follow the typical route to becoming a U.S. Navy SEAL. He was admitted to the U.S. Naval Academy but left after two years to focus on playing water polo at the collegiate level. A few years later he enlisted in the Navy and immediately tried to get a slot in Basic Underwater Demolition SEAL (BUD/s) training in Coronado, California. Those billets are not usually given to men who left Annapolis but Larsen managed to snag one after his lifeguarding skills made headlines. In this edition of Veterans Chronicles, Larsen explains his path to becoming a SEAL officer in more detail, his thoughts upon arriving at Coronado, and how the incredible intensity of the training started during the first hour of the very first day. Larsen also details the agony of "Hell Week," his most difficult moments during BUD/s, and what the seemingly ruthless instructors are trying to achieve through their relentless demands. The transnational narco-terrorist networks that the 22nd Marine Expeditionary Unit spent ten months hunting across the Caribbean under Operation Southern Spear are not simply criminal organizations that happen to carry weapons, they are hierarchically sophisticated, psychologically coercive institutions that have evolved deliberate organizational cultures built around controlled violence, paranoid loyalty enforcement, and the systematic psychological conditioning of members at every level to normalize lethality as a routine instrument of business and territorial control. This episode applies a forensic psychology lens to what the scale and military character of the 22nd MEU's counter-narcotics deployment tells us about how far cartel organizations have traveled from street-level drug trafficking toward something that more closely resembles a paramilitary state, examining the leadership psychology, coercive control structures, and collective identity mechanisms that allow these networks to absorb law enforcement and military pressure, reconstitute themselves, and continue operating across international boundaries with a level of organizational resilience that conventional criminal justice frameworks were never designed to confront. Drawing on the operational realities exposed by Southern Spear, this episode asks what forensic psychology, organizational behavior science, and the emerging literature on narco-terrorism can tell us about why these organizations are so difficult to permanently dismantle and what it would actually take to break the psychological and social infrastructure that keeps them alive. FSIA claims require plaintiffs to prove that the foreign sovereign materially supported acts of terrorism, often through militia groups operating in conflict zones. The process is complex and time-consuming. Although Iran never appears to defend these cases, plaintiffs must still prove liability and damages with admissible evidence, often obtained through Freedom of Information Act requests, military reports, and expert testimony.Because such judgments are rarely enforceable against Iran's frozen or inaccessible assets, successful plaintiffs must seek compensation through the U.S. Victims of State Sponsored Terrorism Fund, which draws on congressional appropriations and settlements from unrelated sanctions violations. Payments from the fund are made annually and prorated based on judgment size, but disbursements have been inconsistent.Recent developments, including circuit court rulings and a pending Supreme Court case, may reshape key legal standards for FSIA claims, such as the requirement of an actual death for certain terrorism-related claims. Several new legislative efforts seek to expand the cases that may be brought under the FSIA and increase the funds allocated for compensating victims.Claims against private entities, such as banks, contractors, or companies that have evaded sanctions, rely on the Anti-Terrorism Act (ATA).
