He explained the reasons behind the rising corporate market power in the US and drew conclusions of the implications of this empirical finding on consumers, innovation, the functioning of markets and the economy as a whole. Specific questions that were addressed are: Are American markets giving up healthy competition? How does competition policy enforcement and regulation in the US compares with the EU? How can we ensure that markets are competitive and function without failures? How efficient are antitrust enforcement and regulation in the EU? What will be the implications of introducing geopolitical considerations in the EU competition policy following the debate around the Siemens/Alstom controversial merger case? The presentation was based on Thomas Philipon’s new book The Great Reversal: How America Gave Up on Free Markets.

Pierre Sellal, vous êtes Ambassadeur de France et actuellement le président de la Fondation de France. Vous avez auparavant été représentant de la France auprès de l’Union européenne à Bruxelles, l’occasion de nous pencher aujourd’hui l’actuelle politique de concurrence de l’UE. Le 6 février dernier, la Commission européenne a annoncé qu'elle bloquait le projet de fusion Siemens-Alstom ; deux constructeurs ferroviaires l’un allemand et l’autre français. Une décision assumée par Margrethe Vestager, la commissaire chargée de la Concurrence européenne selon qui : " cette concentration aurait entraîné une hausse des prix pour les systèmes de signalisation qui assurent la sécurité des passagers et pour les futures générations de trains à très grande vitesse". Cette dernière décision a fait l'objet de nombreuses contestations et relancé le débat sur la politique de concurrence européenne. La Commission est essentiellement critiquée pour avoir empêché la création d'un "champion européen", apte à déstabiliser la concurrence chinoise. La direction générale de la concurrence européenne (DG) est souvent accusée d'être trop tournée vers le marché intérieur et d'appliquer strictement le droit concurrentiel au détriment de l'émergence d'entreprises prêtes à faire face aux nouvelles concurrences dans certains secteurs stratégiques. Margrethe Vestager a néanmoins placé son mandat sous le signe des sanctions spectaculaires. A l’inverse de son prédécesseur, l’espagnol Joaquim Almunia qui avait opté pour des négociations avec Google, Madame Vestager a, en juillet 2018, infligé à Google une amende record de 4,34 milliards d’euros en raison de « pratiques illégales » favorisant, sur son système d’exploitation Android, son moteur de recherche et son navigateur. L’importance du thème de la régulation des GAFA (Google, Apple, Facebook, Amazon) dans la campagne des européennes et le résultat des élections donneront des indications sur la suite.
