The DRIVE-Safe Act, included in the Infrastructure Investment and Jobs Act signed by President Joe Biden in November, creates an apprenticeship program under which drivers younger than 21 can drive commercial vehicles interstate. The Federal Motor Carrier Safety Administration is seeking emergency approval from the White House Office of Management and Budget to launch a pilot of the apprenticeship program by Jan. 13. The driver apprenticeship program is a tool to help alleviate the trucking industry's ongoing driver shortage.

Sen. Todd Young of Indiana, the main sponsor of a program to pave the way for commercial driver license holders under 21 to operate commercial motor vehicles in interstate commerce, expressed optimism about his proposal's chances of passing in the U.S. Senate. Young said he anticipates colleagues in the chamber will advance the DRIVE Safe Act as part of the $1 trillion infrastructure bill. Young said he believes the measure will survive the legislative process because it's popular with both Republicans and Democrats, who understand the impacts of trucking's driver shortage.

In this edition of the Overdrive Radio podcast, track through Truckload Carriers Association Government Affairs Vice President David Heller's viewpoints on a variety of aspects of just what's happening on Capitol Hill around funding infrastructure, including several of those trucking-business-specific initiatives tucked into the House highway bill Overdrive has reported on recently: https://www.overdriveonline.com/business/article/15065998/house-highway-funding-bill-keeps-2-million-insurance-hike Heller spoke at the TCA Safety & Security Division annual meeting earlier in the week in a talk hosted by trucking broadcasting great Dave Nemo and fellow host Jimmy Mac. Along the way, Heller dove into the subject of driver training and the notion of allowing under-21 interstate drivers with extra training, one he and much of Overdrive's audience are well at odds on. The Drive Safe Act, introduced earlier this year, would establish an apprenticeship-type training program that, with assistive technology, might allow 18-20-year-old CDL holders to haul interstate, within some other program limits. Heller and TCA broadly speaking are in favor. When we surveyed Overdrive's audience in March on allowing an interstate option for under-21 drivers. A majority of readers showed no favor for it, with 63% saying it shouldn't be allowed, full stop; 15% had unqualified support; and about 18 percent supported the idea with either a robust apprenticeship program in place or a mileage-range limitation. You'll hear a contrasting view in this episode from Heller and TCA, yet know that Heller has a refined sense for the political process. His thoughts are invaluable on where Congress could head on potential highway reauthorization, or not if Democrats decide to go it alone on Biden's American Jobs Plan, pitched as infrastructure investment.

Senior executives from Twitter and Facebook have been grilled by the US Senate Intelligence Committee answering questions on how they plan to prevent disinformation and meddling in the run-up to mid-term elections in November. Google was also invited - but did not attend after declining to send its chief executive, Sundar Pichai. We get an analysis of what was said today on Capitol Hill from Sarah Frier, Tech Reporter for Bloomberg, who had to cross the nation from her San Francisco base to be closer to the action. Long distance truck drivers in America, it seems, are an aging work force. And that's prompted some in the business to push for a lowering of minimum age at which someone can get a Commercial Driver's License, or CDL, from 21 to 18. But that draft legislation - the Drive-SAFE Act - submitted to Congress earlier in the year - is opposed by the Owner-Operator Independent Drivers Association. We've been talking to Norita Taylor, on the line from Kansas City.
