The Department of Transportation is escalating its battle against "CDL mills" accused of certifying unqualified drivers, promising to eliminate unsafe operators and investigate fleets that hire them. This heightened regulatory enforcement is already leading to a significant capacity shakeout in the truckload market, which could potentially overshadow Schneider's tough Q3 earnings report. DOT Secretary Sean Duffy is expanding driver enforcement to shippers who load up rigs, warning that companies must ensure truck drivers meet federal English language proficiency rules or face substantial penalties. This focus on language compliance follows the sidelining of more than 7,000 truckers reportedly for English proficiency violations due to a revived out-of-service criterion this year. Meanwhile, UPS announced that 2,000 drivers left UPS after taking buyouts in the third quarter, part of a major streamlining campaign that has eliminated 48,000 jobs over the past 18 months. Across the industry, TFI International reported mixed signs of a turnaround at TFI's U.S. LTL operations, showing flat year-over-year operating ratios and decreased operating income across all major segments. Transportation Secretary Shawn Duffy announced a major new initiative this week, ramping up efforts to crack down on fraudulent CDL mills and unsafe drivers after increased roadside inspections led to over 7,000 service violations. The Department of Transportation is now focusing on the integrity of the certification process and plans to investigate both driver training programs and trucking companies that hire drivers with questionable credentials, holding them accountable for safety standards. LTL carrier XPO continues to defy the soft market cycle, reporting significant margin improvement in its LTL segment during the third quarter. The company achieved an 82.7% operating ratio for the quarter by leveraging a variety of pricing levers and implementing AI optimization initiatives. Parcel analyst Satish Jindel estimates that approximately 2,000 unionized delivery drivers accepted a voluntary separation package offered by UPS during the third quarter. These buyouts, which cost the company $175 million and offered severance packages of $1,800 per year of service, were part of a major streamlining campaign intended to align capacity with lower volumes. Salvage experts successfully concluded operations at Hong Kong International Airport after an AirACT Boeing 747-400 cargo jet skidded off the North Runway and into the sea. The team recovered key components, including the tail section, an engine, landing gear, and the flight data recorder, following the accident that tragically killed the two occupants of a security car struck by the plane. This episode conducts a deep dive into two critical market dynamics: the immediate, costly friction building at the U.S.-Mexico border due to the MVE compliance rules, and the paradoxical deepening capacity crunch within the domestic U.S. truckload market. We analyze how, despite the national Outbound Tender Volume Index hitting an all-time October low, capacity is quietly tightening up because it is exiting the market faster than demand is falling off, compounded by systemic safety risks linked to the proliferation of substandard CDL training facilities. The trucking sector is experiencing a significant capacity washout driven by a 30% collapse in long-haul freight, which is shifting market share to the resurgent intermodal sector. This capacity erosion, exacerbated by fears of deportation among non-domiciled and immigrant drivers in key markets like Southern California, is creating localized tightness and spot rate increases, which industry experts believe is laying the necessary groundwork for a potential trucking "super cycle" recovery around mid-2025. The U.S. highway system is facing a critical safety crisis, evidenced by a shocking 40% increase in fatal truck crashes since 2014, stemming largely from systemic flaws in commercial driver training and licensing. This deterioration is linked directly to a February 2022 regulatory change that allowed the proliferation of "CDL mills"—substandard facilities that exploit the self-certification database to issue licenses after minimal instruction, demanding stronger federal oversight and enforcement. A comprehensive reform proposal calls for centralizing the Commercial Driver's License system under the USDOT to establish a single, standardized Federal CDL with unified training and testing across the nation. To combat fraud and enhance security, the plan mandates the integration of the Federal CDL with the Transportation Worker Identification Credential card for biometric verification and comprehensive background checks, alongside stringent new rules aimed at eliminating fraudulent “chameleon companies” through address restrictions and federalizing apportioned license plate issuance. Despite the severe downturn in truckload demand, with the OTVI down 19% year-over-year, tender rejection rates are trending higher, underscoring the severe speed at which capacity is being removed from the market. The long-haul segment, specifically, has experienced a 30% decline as intermodal offers near-record savings, forcing trucking networks to regionalize and increasing volatility in long-haul tender rejection rates. How Many Illegal CDL's. There are - Approximately 100,000 truck drivers in the United States are illegal immigrants. - This estimate is based on the proportion of undocumented workers in the transportation and warehousing sector, which is higher than the national average. - It's surprising that truck driving, requiring a Commercial Driver's License (CDL), has a significant number of undocumented workers, given legal barriers. ### Background Truck drivers are vital to the U.S. economy, with around 3.5 million professionals ensuring goods are transported across the country. The transportation and warehousing sector, where most truck drivers work, employs about 5.6 million people and has a higher proportion of undocumented workers compared to other industries, at around 6.4% in recent years. ### Estimation Process The estimate of 100,000 undocumented truck drivers comes from analyzing the sector's workforce and the distribution of undocumented workers. Given the legal requirements for a CDL, such as proof of legal residency, it's notable that this number is significant, suggesting some undocumented workers may find ways to navigate these requirements, possibly through state-specific driver's license policies or other loopholes. California's infinite wisdom strikes again! They've handed out 62,000 commercial driver's licenses to people whose legal status couldn't be verified – because nothing says "road safety" like putting someone behind an 18-wheeler when you don't know if they're here legally, speak English, or can even read a stop sign. What could go wrong? We dive into the deadly consequences of sanctuary state policies gone wild, from drug-addled drivers plowing through multiple vehicles to truckers who only speak Mandarin navigating American highways. Meanwhile, Governor Newsom sees "no problem here" as families bury their loved ones and Florida sues California and Washington over their reckless CDL policies. How did we get to the point where following basic federal licensing requirements became optional? Why are states prioritizing virtue signaling over public safety? And when will politicians be held accountable for policies that literally get people killed? This is what happens when ideology trumps common sense and taxpayer safety takes a backseat to sanctuary city politics. The wheels are coming off, folks.

In this Friday Headline Brief of The Wright Report, Bryan covers China's interference in the New York City mayoral race, the stalled government funding battle in Washington, new data showing a resilient U.S. economy, dangerous foreign truck drivers on American roads, and spy games unfolding in Silicon Valley. China Meddles in the NYC Mayoral Race: The Chinese Communist Party is boosting socialist candidate Zohran Mamdani on TikTok while suppressing content from rival Andrew Cuomo. Bryan calls it “bonkers” that America still allows a Chinese propaganda platform to shape its elections and urges Congress to shut it down immediately. Democrats Block Government Funding Again: The Senate has now voted twelve times to reopen the government, and twelve times Democrats have said no — rejecting a bill to pay essential workers unless new health subsidies are included. Bryan says, “They're holding America's workers hostage for political gain.” U.S. Economy Beats Expectations: Manufacturing activity rose for the fourth straight month, and Trump's tariffs show no inflationary impact. Mortgage rates dropped to 6.19%, their lowest of the year, while consumer spending remains strong among wealthier households. Bryan warns, however, that working-class families are still struggling under high costs. Chinese Knockoff Airbags Kill Americans: At least six people have died after counterfeit Chinese airbags exploded during crashes, sending shrapnel through vehicles. The NHTSA is investigating, with cases tied to used Chevys and Hyundais. Foreign Trucker Crisis Deepens: Indian nationals driving illegally in the U.S. are causing deadly crashes after repeatedly failing licensing tests. Bryan reports on one driver who failed ten times but still obtained a CDL through a corrupt Washington State program. Silicon Valley Honeypot Spies: China and Russia are planting operatives — often young women — inside Bay Area tech firms to steal AI and defense secrets through seduction and marriage. Bryan shares a chilling real-life CIA story illustrating the tactic's human toll. AI and the Power Problem: OpenAI's massive Texas data center will now run on its own natural gas plant, while the White House expands geothermal energy projects across the West. Bryan calls it “good news for your electric bill — and bad news for America's enemies.” Good News for U.S. Workers: Provalus, a call center company, is bringing jobs back from India to rural America, paying $40,000 salaries for customer service roles. Bryan says, “It's proof that good business and good patriotism can live in the same company.” Medical News — Social Media and the Brain: New research shows teens who spend more time on social media score lower in reading and memory tests, suggesting digital overstimulation harms brain development. "And you shall know the truth, and the truth shall make you free." - John 8:32 Keywords: TikTok China interference NYC mayor race, Zohran Mamdani Andrew Cuomo, Senate Democrats block funding bill, Trump tariffs manufacturing growth, U.S. mortgage rates 6.19, Chinese counterfeit airbags NHTSA, illegal Indian truck drivers Washington State CDL, Silicon Valley honeypot spies China Russia, OpenAI Stargate Texas natural gas, geothermal energy leases Nevada Idaho, Provalus rural call centers jobs, social media brain research teenagers

Jon Herold closes out the week with a fiery Friday edition of The Daily Herold, balancing humor, live digs, and deep political insight. After a few sponsor shoutouts to Badlands favorites, Jon dives into Steve Bannon's viral “Trump 2028” clip and breaks down how the 22nd Amendment, election fraud, and George Washington's precedent all tie into the debate over presidential term limits. He then explores Merrick Garland and Christopher Wray's signatures on the “Arctic Frost” investigation, exposing how the DOJ's actions prove political persecution against Trump. From Trump's upcoming meeting with Xi Jinping to Canada's Reagan ad controversy and the 62,000 CDL licenses issued to illegal immigrants in California, Jon connects it all to government corruption, hypocrisy, and broken systems. Despite calling it a “slow news day,” this episode proves that when it comes to political double standards, there's never a dull moment in the Badlands.
