On sovereign debt and taking back control.   The leading candidate in Argentina's election this month wants to avoid defaulting on the country's debt at all costs. But back in 2001, after a mass revolt, Argentina reneged on its debts – one of the very rare cases over the past 70 years of unilateral default.    Why are nations so eager to pay back creditors nowadays, especially when it means endless austerity and little prospect of economic development?   We talk to scholar Jerome Roos about his book, Why Not Default? and discuss a range of cases: Mexico, Greece, Zambia, Sri Lanka, Ghana - and of course Argentina. We find that the old free market system used to accept that reneging on your debts was a risk creditors had to take. He thinks much of the growing unrest shows the extent to which a financialized global economy, which has for decades been led and organized by American hegemony, is crumbling and experiencing a terminal crisis—one accelerated by the COVID-19 pandemic. That such political chaos appears to be happening in a time where countries are more entrapped in sovereign debt and austerity regimes than ever before, for him, is no coincidence.

The pandemic is reinfecting old wounds in the EU, reopening the divide between the wealthy north and the heavily indebted south. In Italy angry citizens have taken to burning the EU flag in viral YouTube clips (pictured). There are calls for "coronabonds" to finance a rescue package for the hardest hit nations, but Germany and the Netherlands remain reticent. Business Daily's Manuela Saragosa - herself half-Italian, half-Dutch - asks journalist Antonello Guerrera of Italian newspaper La Repubblica, whether the country could turn its back on Europe. Dutch political economist Jerome Roos of the London School of Economics says the EU's future is at stake. She was previously an Equal Justice Works Fellow from 2015-2017, during which time she investigated predatory mortgage lending schemes and practiced foreclosure and eviction defense in the El Paso office of Texas RioGrande Legal Aid. Her scholarship examines the creation of the American real estate system and the historical connections between property law, immigration law, and American Indian law. Jerome Roos is a Fellow in International Political Economy at the London School of Economics, and founding editor of ROAR Magazine. His first book, Why Not Default? The Political Economy of Sovereign Debt, is now out from Princeton University Press.
