Today is part 1 of a 2 part conversation with Lisa Perry on the topic of nuclear weapons and US nuclear policy. In this part of our conversation, I ask Lisa to describe 3 of the biggest concerns facing our current nuclear posture in the United States. We also talk about how Lisa became interested in nuclear weapons and the prospects of nuclear winter.My hope going into this was that we would record a sort of broad strokes overview of the current nuclear outlook in the US and why it deserves our attention. The goal was to create a resource for people who either don't think nuclear weapons are a concern anymore, or for those that don't know much of anything about them in the first place.I will just note that part 1 is somewhat long and dense with information. Russia has proposed an unconditional extension, but the US has stalled the talks and demanded new conditions -- even issuing an ultimatum that the "price of admission" will go up after the November U.S. election. "This is very dangerous," says Tom Collina, Director of Policy of the Ploughshares Fund. "If we don't get the treaty extended, if we let it expire, both sides could then expand their nuclear forces, make the world less safe, increase the risk of nuclear war, and potentially cause both countries to spend trillions of dollars more on expanding their nuclear arsenal." “Unfortunately what we're seeing right now is the Trump administration is simply not serious about extending the treaty — they're playing games with it. The Trump administration is saying to Russia, ‘agree to our terms before the election so we can get a political bump out of this. And if you don't agree to our terms — which by the way are unreasonable — if you don't agree to our terms the price will go up after the election.' Yet the President, acting alone, can push the nuclear button. Operating within a system designed around checks and balances, the President of the United States possesses unchecked authority to order a nuclear strike – without any oversight. President Clinton’s Secretary of Defense William Perry and nuclear expert Tom Collina argue that “Presidents, like all of us, make mistakes. They are only human. So, why do we give so much power to one fallible human?” In “The Button,” the authors recommend what is needed to update U.S. nuclear policy. William Perry, a self-styled “Prophet of Doom,” served as Secretary of Defense (’94-‘97) under President Clinton. He is the founder of the William J. Perry Center for Hemispheric Defense Studies and currently serves as the Director of the Preventative Defense Project at Stanford University. Perry has been awarded the Presidential Medal of Freedom. He served in the U.S. Army of Occupation in Japan after World War II, where he witnessed the aftermath of the atomic bombs firsthand. He holds a B.S. and an M.S. in mathematics from Stanford, as well as a Ph.D. from Pennsylvania State University. Tom Collina is a nuclear policy expert. He is the Director of Policy at Ploughshares Fund, a global security foundation. He was previously the Director of the Global Security Program at the Union of Concerned Scientists and the Executive Director and Co-Founder of the Institute for Science and International Security. He holds a degree in International Relations from Cornell University.
