In addition to this, Toby has also founded what he now refers to as Empowered Faith Communities (EFC's). Utilising community development and discipleship concepts EFC's aim to see transformation of people within communities of disadvantage. "Lots of churches and people start with a charity or benevolence mindset. They feel yes, we want to provide something to people - which is brilliant, but we get a bit stuck in this space - just providing food or a blanket to someone is not enabling that person top to live a flourishing life.” Empowered faith communities aim to help make the shift from benevolence to empowerment.
